Welcome to the Ujiyari Madhya Pradesh Current Affairs notes for 29 August 2026, prepared for MPPSC and other State PCS aspirants. The Chief Minister announced a Rs 225 crore development package for 100 formerly Naxal-affected villages in Balaghat, four hospital staff were suspended after a maternal death at Rewa, and the finance department cleared a proposal for an Agniveer quota in the state’s uniformed services. Each item below carries a Prelims fact set and a Mains angle, followed by five practice MCQs.

1. Rs 225 Crore Announced for 100 Former Naxal-Affected Villages in Balaghat

Why in News: CM Dr Mohan Yadav visited Bondari, a formerly Naxal-affected village in Balaghat district, on 29 August 2026 under the Jan-Vishwas Abhiyan, and announced a Rs 225 crore programme covering 100 villages of the district.

What happened: The package covers infrastructure, livelihoods and employment. The Chief Minister described the objective as connecting roads with markets, villages with employment and youth with opportunity, and named micro, small and medium enterprises, dairy, animal husbandry, fisheries, horticulture and food processing as the income routes, along with eco-tourism and tribal tourism.

The formerly Naxal-affected villages named were Bondari, Korka and Devarbeli. Implementing departments include Panchayat and Rural Development, Energy, Education, Industries, Women and Child Development, AYUSH, Food, Fisheries, Health, Public Health Engineering, Agriculture, Animal Husbandry, Horticulture, Tribal Affairs and Tourism. The programme had been scheduled for 28 August and was shifted to 29 August on account of Raksha Bandhan.

Note the continuity. Bondari and Korka are among the villages the Collector and Health Commissioner toured during the Baiga child deaths inquiry in Birsa block, covered in the 27 August edition. The same cluster of villages is now receiving a development package.

Madhya Pradesh Relevance:

• Prelims: Outlay Rs 225 crore, covering 100 villages in Balaghat district, announced 29 August 2026 under the Jan-Vishwas Abhiyan. Villages named: Bondari, Korka, Devarbeli.
• Prelims: Balaghat lies in the Madhya Pradesh, Maharashtra and Chhattisgarh tri-junction of the former Red Corridor, and borders Kanha Tiger Reserve. It is also a manganese producing district and part of the Baiga heartland, the Baiga being one of Madhya Pradesh’s three Particularly Vulnerable Tribal Groups with the Bharia and the Sahariya.
• Prelims: The Union framework for Left Wing Extremism is the National Policy and Action Plan of 2015, built on a security, development and rights-entitlement approach. Central schemes include the Special Central Assistance for the Most LWE-Affected Districts and the Security Related Expenditure scheme. Public order and police are State subjects under the Seventh Schedule, which is why the Union role runs through funding and central armed police forces.
• Mains: The security-plus-development doctrine in former LWE districts, and whether a village-level capital package converts a security gain into a durable economic one, or simply arrives after the security problem has already been solved by other means (GS3 internal security and development-extremism linkages, GS2 welfare delivery).

2. Four Suspended at Rewa After a Maternal and Newborn Death

Why in News: A gynaecologist, an anaesthesiologist and two nursing officers at Gandhi Memorial Hospital, Rewa, were suspended on 29 August 2026 after the death of a pregnant woman and her newborn.

What happened: Kalpana Mishra, of Hatwa village in Rewa district, was admitted to the Obstetrics and Gynaecology department at about 2:38 a.m. on 26 August. Both mother and child died at about 11:55 p.m. the same day. The family alleged negligence.

Deputy Chief Minister Rajendra Shukla, who holds the Health portfolio and represents Rewa, ordered an impartial inquiry. A five-member committee was constituted, chaired by Dr Beenu Kushwaha, Director (Regulation and Policy) in the Directorate of Public Health and Medical Education. Gandhi Memorial Hospital is affiliated to Shyam Shah Medical College, Rewa.

Madhya Pradesh Relevance:

• Prelims: Four staff suspended, comprising one gynaecologist, one anaesthesiologist and two nursing officers. The five-member inquiry committee is chaired by Dr Beenu Kushwaha. The institution is Gandhi Memorial Hospital, affiliated to Shyam Shah Medical College, Rewa.
• Prelims: Deputy Chief Minister Rajendra Shukla holds the Health portfolio. Madhya Pradesh’s other Deputy Chief Minister is Jagdish Devda.
• Prelims: The relevant national programmes are the Janani Suraksha Yojana (2005), a conditional cash transfer for institutional delivery, and the Janani Shishu Suraksha Karyakram (2011), which entitles pregnant women to free delivery including caesarean section, free drugs, diagnostics, diet and transport in public health institutions. Maternal Death Surveillance and Response (MDSR) is the mandated review mechanism, under which every maternal death in a facility must be reviewed.
• Mains: Institutional accountability in tertiary public hospitals, and the gap between a state’s maternal-health infrastructure on paper and delivery-room outcomes at a medical-college hospital, where suspension of individual staff can substitute for system-level review (GS2 health governance).

3. No Madhya Pradesh District Crosses 60 Per Cent in PGI-D 2025-26

Why in News: State Congress president Jitu Patwari wrote to CM Dr Mohan Yadav on 29 August 2026, stating that no Madhya Pradesh district crossed the 60 per cent mark in the Union Education Ministry’s Performance Grading Index for Districts (PGI-D) 2025-26.

What happened: According to the letter, the best-performing district in the state scored 333 out of 600 points, or 55.5 per cent.

Attribute, do not state flat. The sub-scores cited for Bhopal, roughly 47 per cent on learning outcomes and about 37 per cent on school safety, and the framing of the letter, are the Leader of the Opposition’s characterisation in a political communication, not figures released by the government. Present them as claimed.

Madhya Pradesh Relevance:

• Prelims: PGI-D is the Performance Grading Index for Districts, published by the Union Ministry of Education. It covers 784 districts nationally, assessed on 70 indicators, out of a total of 600 points.
• Prelims: The indicator domains are learning outcomes, infrastructure, school safety and child protection, digital learning, and governance. PGI-D is designed as a district-level diagnostic to help states identify gaps, not as a league table.
• Prelims: PGI-D is distinct from the PGI for States and Union Territories, and from the National Achievement Survey (NAS), which measures learning levels directly through a sample-based assessment. PARAKH is the assessment centre established under the National Education Policy, 2020.
• Prelims: Education is in the Concurrent List, moved there from the State List by the 42nd Constitutional Amendment Act, 1976.
• Mains: How a central diagnostic index becomes a state political instrument, and the persistent divergence in Indian school education between infrastructure indicators, which improve steadily, and learning-outcome indicators, which do not (GS2 education governance, cooperative federalism).

4. Finance Department Clears Proposal for an Agniveer Quota in Uniformed Services

Why in News: The Madhya Pradesh finance department approved the home department’s proposal on 28 August 2026 to reserve places in the state’s uniformed services for ex-Agniveers who are natives of the state.

This is a proposal, not an enacted reservation. The file goes to the Cabinet in September 2026. Do not write that Madhya Pradesh has granted a 10 per cent Agniveer quota.

What happened: Additional Chief Secretary (Home) Sanjay Shukla confirmed the finance department’s approval, and other uniformed-service departments have given consent. The proposed structure is notable because in several categories the new quota is funded by reducing existing quotas rather than by addition.

Eligibility is confined to Madhya Pradesh natives who complete the four-year Agniveer tenure. The timing is driven by the first Agniveer batch, recruited between December 2022 and January 2023, completing service between December 2026 and January 2027, with state uniformed-service recruitment planned for January and February 2027. The transport department is also covered.

Madhya Pradesh Relevance:

• Prelims: Status is finance-department approved with Cabinet decision pending (September 2026). Proposed shares: Police General Constable, Agniveers 7.5 per cent; SAF and Excise, 10 per cent; Jail and Forest guards, 10 per cent. Home Guard quotas fall from 15 to 10 per cent in police and from 30 to 20 per cent in jail and forest posts.
• Prelims: The Agnipath scheme was announced in 2022 for enrolment of Agniveers on a four-year engagement, with up to 25 per cent retained in the regular cadre thereafter. The retention design is what pushes the reabsorption burden onto states and central armed police forces.
• Prelims: Police and public order are State subjects under Entries 1 and 2 of the State List, which is why each state legislates its own quota structure for constabulary recruitment.
• Mains: The Agnipath retention design transfers a post-service absorption obligation to the states, and Madhya Pradesh’s proposal is analytically interesting because it funds the new quota partly by cutting existing Home Guard and ex-servicemen shares, making it a distributive question between claimant groups rather than a simple addition (GS2 government policies, GS3 security forces).

5. CM Helpline Grading: Jabalpur Tops, Bhopal Slips to Eleventh

Why in News: In the latest CM Helpline municipal corporation grading, released on 28 August 2026, Bhopal Municipal Corporation stood eleventh of Madhya Pradesh’s 16 municipal corporations, while Jabalpur topped the table.

What happened: Jabalpur scored 98.86 against 3,217 complaints. Khandwa was second and Sagar third. Indore placed tenth at 90.82, Bhopal eleventh at 89.03 against 5,903 complaints, Ujjain thirteenth at 87.55 and Rewa last at 86.25.

The grading is weighted rather than a simple closure count. Bhopal’s components were satisfactory closure 51.21, pending beyond 50 days 8.01, and closed with low quality 10. Department-wise, the Public Service Management Department led at 87.04, followed by New and Renewable Energy and then Cottage and Small Scale Industry, with Law and Legal Affairs last. The grading covered the month of July, 1 to 31 July, with positions as of 2026, on 21 August.

Madhya Pradesh Relevance:

• Prelims: Madhya Pradesh has 16 municipal corporations. Jabalpur 98.86 (first), Indore 90.82 (tenth), Bhopal 89.03 (eleventh), Rewa 86.25 (last). Grading period was the month of July, 1 to 31 July 2026, with status as of 2026, on 21 August.
• Prelims: The CM Helpline grades departments and urban local bodies on the quality of grievance closure, not merely volume. The closed with low quality weightage is the distinctive design feature, since it penalises nominal disposal.
• Prelims: Municipal corporations are constituted under the 74th Constitutional Amendment Act, 1992, which inserted Part IXA and the Twelfth Schedule listing 18 functions. A municipal corporation is the form of urban local body for the largest urban areas.
• Mains: Grievance redressal as a governance metric, and why measuring closure quality rather than closure volume changes administrative behaviour, since a volume metric rewards rapid nominal disposal (GS2 governance, transparency and accountability, e-governance).

6. Rs 25,000 Laptop Assistance Announced for 80,180 Class 12 Students

Why in News: Following a review meeting chaired by the Chief Minister, the School Education Department announced on 28 August 2026 that about 80,180 students will receive Rs 25,000 each by direct benefit transfer on 1 September 2026 under the Pratibhashali Vidyarthi Protsahan Yojana.

This is an announcement, not a completed transfer. The credit is scheduled for 1 September. Write it as announced.

What happened: The benefit goes to students who scored 75 per cent or more in the Class 12 board examination at the first attempt. The government does not distribute laptops; it transfers the money and students purchase their own. The eligibility threshold was earlier 85 per cent and was lowered to 75 per cent, widening the beneficiary pool. No application is required, since the department processes eligibility directly. The Mukhyamantri Scooty Yojana was reviewed at the same meeting.

Madhya Pradesh Relevance:

• Prelims: Scheme is the Pratibhashali Vidyarthi Protsahan Yojana; about 80,180 beneficiaries; Rs 25,000 each by DBT on 1 September 2026; eligibility 75 per cent or above in Class 12, first attempt only, reduced from an earlier threshold of 85 per cent.
• Prelims: Second-attempt passes are excluded, which is the detail most likely to be tested. Related scheme: Mukhyamantri Scooty Yojana for top-performing students.
• Mains: A cash transfer in place of an in-kind laptop avoids procurement controversy and preserves student choice, but the first-attempt-only condition concentrates the benefit on students who were already advantaged, which is a recurring design tension in merit-linked transfers (GS2 education incentives, welfare scheme design).
