Welcome to the Ujiyari Madhya Pradesh Current Affairs notes for 16 September 2026, prepared for the MPPSC State Service and other Madhya Pradesh government examinations. The day is anchored by the Council of Ministers meeting chaired by Chief Minister Mohan Yadav in Bhopal on 15 September 2026, which cleared proposals worth more than Rs 42,490 crore. We take its decisions in three parts: school education, transport and cooperative finance; three irrigation projects worth about Rs 2,607 crore; and horticulture, administrative posts and a Ladli Behna ratification. The fourth item is an industrial one: on the same day the Chief Minister handed Siemens Energy India Limited a letter of intent for land at Vikram Udyogpuri Phase-2, Ujjain, for a power transformer manufacturing unit. Each item carries a Prelims fact set and a Mains angle, followed by five practice MCQs.

1. MP Cabinet Clears Rs 42,490 Crore: Samagra Shiksha, 11 Transport Schemes and a MARKFED Loan

Why in News: The Madhya Pradesh Council of Ministers, chaired by Chief Minister Mohan Yadav in Bhopal on 15 September 2026, approved proposals worth more than Rs 42,490 crore for development, infrastructure and public welfare.

Samagra Shiksha. The single largest sanction was Rs 36,006.22 crore for the continuation of the Centrally Sponsored Samagra Shiksha scheme in the state from FY 2026-27 to 2030-31. The scheme covers students of the 4 to 18 age group from pre-primary to Class 12. Its stated goals include better learning outcomes, reducing social and gender gaps in school education, equity and inclusion, vocational education, support for implementing the Right of Children to Free and Compulsory Education Act, 2009, and strengthening SCERT and the District Institutes of Education and Training (DIETs) as nodal agencies for teacher training.

Transport Department. The Cabinet cleared Rs 1,166.60 crore for the continued operation of 11 schemes of the Transport Department, each below Rs 500 crore, for a five-year cycle that began in April 2026 and runs from 1 April 2026 to 31 March 2031. The largest heads are Rs 377.41 crore for flying squads and check posts, Rs 361.89 crore for district establishment and Rs 245.55 crore for the smart card scheme. Smaller heads include Rs 12 crore for driving training centres, Rs 2.50 crore for implementing the rural transport policy, Rs 1.25 crore for the Good Samaritan award for citizens who help road accident victims, and provision for women’s safety in public road transport under the Nirbhaya Fund.

MARKFED loan. The Cabinet decided to give an interest-free loan of Rs 2,220.62 crore to the Madhya Pradesh State Cooperative Marketing Federation (MARKFED) so that the balance of its foodgrain credit-limit loan for Rabi Marketing Year 2024-25 is repaid by 30 September 2026. The Finance Department will release the money keeping in view the state’s cash liquidity and fiscal deficit limits.

Madhya Pradesh Relevance:

  • Prelims: Total Cabinet approvals on 15 September 2026: more than Rs 42,490 crore.
  • Prelims: Samagra Shiksha continuation in MP: Rs 36,006.22 crore for 2026-27 to 2030-31; covers pre-primary to Class 12 (age 4 to 18).
  • Prelims: Transport Department: 11 schemes, Rs 1,166.60 crore, 1 April 2026 to 31 March 2031; largest head is flying squads and check posts (Rs 377.41 crore).
  • Prelims: MARKFED interest-free loan: Rs 2,220.62 crore, to clear the Rabi Marketing Year 2024-25 credit-limit balance by 30 September 2026.
  • Mains: Samagra Shiksha is the integrated school education scheme that subsumed Sarva Shiksha Abhiyan, Rashtriya Madhyamik Shiksha Abhiyan and Teacher Education in 2018; it operationalises Article 21A and the NEP 2020 goal of universal access. The MARKFED loan shows how state procurement agencies carry credit-limit liabilities that ultimately sit on the state balance sheet (GS2 education and governance; GS3 agricultural marketing and state finances).

2. Rs 2,607 Crore for Chitawad, Gaund and Chanderi Irrigation Projects

Why in News: The same 15 September 2026 Cabinet meeting sanctioned about Rs 2,607 crore for the continuation of three irrigation projects of the Water Resources Department in Ujjain, Singrauli and Ashoknagar districts for FY 2026-27 to 2030-31. Together they are to create irrigation capacity over more than 1.27 lakh hectares.

The three projects.

Project District Sanction Irrigation target
Chitawad Major Irrigation Project Ujjain (on the Kshipra, near Mahidpur) Rs 1,846.05 crore 65,000 hectares
Gaund Major Irrigation Project Singrauli Rs 749.62 crore 34,500 hectares
Chanderi Micro Irrigation Project Ashoknagar Rs 11.49 crore 28,000 hectares

Design. Chitawad and Gaund are dam-based major projects. The Chanderi scheme is a micro irrigation project, which delivers water through pressurised pipe networks rather than open canals and so reduces conveyance losses.

Madhya Pradesh Relevance:

  • Prelims: Chitawad Major Irrigation Project: Kshipra river near Mahidpur, Ujjain district; Rs 1,846.05 crore; 65,000 ha.
  • Prelims: Gaund Major Irrigation Project: Singrauli; Rs 749.62 crore; 34,500 ha.
  • Prelims: Chanderi Micro Irrigation Project: Ashoknagar; Rs 11.49 crore; 28,000 ha.
  • Prelims: The Kshipra is a tributary of the Chambal; Ujjain stands on its banks.
  • Mains: Water is a State List subject (Entry 17). Pressurised micro irrigation raises water-use efficiency in a state where large canal projects have long gestation periods; the policy question is how to balance storage dams with efficient distribution at the farm gate (GS3 irrigation and agriculture).

3. Rs 491 Crore for Eight Horticulture Schemes; New Mining Office Posts; Ladli Behna Rakhi Assistance Ratified

Why in News: The 15 September 2026 Cabinet also continued eight state-funded horticulture and food processing schemes, created posts for new districts and upgraded schools, and ratified an additional payment made to Ladli Behna beneficiaries on Raksha Bandhan.

Horticulture and food processing. The Cabinet approved Rs 491 crore to run eight state-funded schemes of the Horticulture and Food Processing Department for a five-year cycle that began in April 2026 (1 April 2026 to 31 March 2031), aimed at raising farm incomes, expanding area and quality of horticulture crops and promoting food processing units. The allocations are:

Scheme head Allocation
Fruit plantation Rs 100 crore
Spice area expansion Rs 100 crore
Protected cultivation promotion Rs 85 crore
Crop insurance Rs 53 crore
Food processing industry development Rs 53 crore
Integrated cold chain infrastructure Rs 50 crore
Farmer training Rs 25 crore
Maintenance of departmental assets Rs 25 crore

Posts. The Cabinet sanctioned 21 posts, seven each, to set up district mining offices in the newly formed districts of Maihar, Mauganj and Pandhurna. Each office gets a mineral officer, assistant grade-2 and grade-3 staff, an assistant draughtsman, a surveyor, a constable and a peon. It also created 36 regular posts (4 principals, 24 secondary teachers, 4 primary teachers and 4 assistant grade-3) for four middle schools upgraded to high schools, three in Anuppur and one in Shahdol.

Ladli Behna ratification. The Cabinet ratified an additional special assistance of Rs 250 to beneficiaries of the Mukhyamantri Ladli Behna Yojana, 2023 on Raksha Bandhan, paid along with the August 2026 instalment. As context, the payment had been ordered by the Chief Minister on 20 August 2026 and notified by the department on 24 August 2026; Cabinet ratification regularises the decision after the fact.

Madhya Pradesh Relevance:

  • Prelims: Eight horticulture schemes, Rs 491 crore, 2026-27 to 2030-31; fruit plantation and spice area expansion get Rs 100 crore each.
  • Prelims: 21 posts (7 per district) for district mining offices in Maihar, Mauganj and Pandhurna.
  • Prelims: 36 posts for four upgraded high schools in Anuppur and Shahdol.
  • Prelims: Ladli Behna Raksha Bandhan special assistance: Rs 250, ordered on 20 August 2026, ratified on 15 September 2026.
  • Mains: Protected cultivation and cold chains address the post-harvest losses that keep horticulture incomes volatile; post-facto Cabinet ratification of a Chief Minister’s order shows how decisions taken for speed are brought back into the collective decision-making of the Council of Ministers (GS3 agriculture; GS2 executive functioning).

4. Siemens Energy India Gets 60.49 Acres at Vikram Udyogpuri, Ujjain, for a Rs 2,053 Crore Transformer Unit

Why in News: Chief Minister Mohan Yadav on 15 September 2026 handed Siemens Energy India Limited a letter of intent for 60.49 acres of land at Vikram Udyogpuri Phase-2 in Ujjain. The company has proposed an investment of about Rs 2,053 crore to manufacture large-capacity power transformers, with employment for more than 1,500 people.

The event. The letter was handed over at Mantralaya, Bhopal, to the company’s managing director and chief executive Guilherme Mendonca in the presence of the Madhya Pradesh Industrial Development Corporation (MPIDC). The Chief Minister described the project as a step towards making the state a manufacturing centre for energy equipment and power infrastructure.

Why transformers matter. Large power transformers are a bottleneck item for transmission expansion. Growing renewable capacity and electrification have lengthened order books for this equipment in India and abroad, so domestic manufacturing capacity is a strategic input for grid expansion.

Madhya Pradesh Relevance:

  • Prelims: Company: Siemens Energy India Limited; product: large-capacity power transformers.
  • Prelims: Site: Vikram Udyogpuri Phase-2, Ujjain; land: 60.49 acres.
  • Prelims: Investment: about Rs 2,053 crore; employment: over 1,500.
  • Prelims: Nodal agency for industrial land: MPIDC.
  • Mains: Energy-equipment manufacturing ties industrial policy to the energy transition; landing anchor investors in planned industrial townships helps a state convert investment summit proposals into actual units (GS3 industrial policy, infrastructure and energy).
