Read the decision precisely. RGPV, established at Bhopal in 1998, was the single affiliating technical university for the whole state. The cabinet approved dissolving it and establishing three regional universities in its place. The Bhopal body succeeds RGPV directly; the Ujjain and Jabalpur bodies are existing autonomous engineering colleges being raised to university status, so the decision is part succession and part elevation rather than a simple three-way split.

The administrative argument. A single affiliating university for every engineering, pharmacy and polytechnic institution across Madhya Pradesh carries a well-known set of failure modes: delayed examinations, delayed results, and an affiliation and inspection workload that no single registry can service. Splitting the affiliating function by region is the standard remedy, and it is the same reasoning applied to large affiliating universities elsewhere in India.

Why the eligibility condition is the examinable part. The threshold is not merely a mark but a mark in the first attempt, which converts the scheme from a general subsidy into an incentive with a defined behavioural target. Whether such conditionality improves outcomes or merely rewards students who would have performed anyway is the standing question in the evaluation literature on merit-linked transfers, and it is the right frame for a Mains answer.

The delivery method matters too. A single-click Direct Benefit Transfer to bank accounts removes the intermediate procurement step, so the state does not buy and distribute hardware. That avoids the tendering and obsolescence problems of in-kind distribution, and shifts the choice of device to the student.

3. Krishak Kavach Yojana Launched at the State Balram Jayanti Festival

Why in News: At the state-level Balram Jayanti Festival and Cooperative Farmers’ Conclave at Gwalior on 2 September 2026, Chief Minister Mohan Yadav launched the Krishak Kavach Yojana, a Kisan Credit Card portal and a simplified Zero-Per-Cent Interest Scheme, and inaugurated the offices of 200 newly registered Primary Agricultural Cooperative Societies.

What Krishak Kavach actually does. 4. A New Chief Justice Recommended for the Madhya Pradesh High Court

Why in News: The Supreme Court Collegium, in resolutions dated 31 August 2026 and published that evening, recommended Justice Alpesh Yeshvant Kogje, a sitting judge of the Gujarat High Court, for appointment as Chief Justice of the Madhya Pradesh High Court.

The wider round. The same set of resolutions covered four High Courts: Chhattisgarh, Rajasthan, Madhya Pradesh, and Jammu and Kashmir and Ladakh.

A recommendation is not an appointment. The Collegium recommends and the President appoints by warrant, through the Memorandum of Procedure. The government may return a recommendation once; a reiteration by the Collegium is ordinarily binding.

The provisions to know. Article 217 governs the appointment of High Court judges, Article 222 their transfer, and Article 224 additional and acting judges. For the appointment of a High Court Chief Justice, the Collegium comprises the Chief Justice of India and the two senior-most judges of the Supreme Court.

The Madhya Pradesh High Court itself. Its principal seat is at Jabalpur, with benches at Indore and Gwalior, made permanent in 1968. It was established on 2 January 1936 by Letters Patent as the Nagpur High Court, and continued, by legal fiction, as the High Court of Madhya Pradesh on the reorganisation of states in 1956.

Why in News: The India Meteorological Department warned of heavy to very heavy rainfall over Madhya Pradesh in the following 48 hours on 4 September 2026, with eastern and northern parts of the state worst placed, and the Chief Minister directed district administrations to remain alert.
