Why in News: The Madhya Pradesh Cabinet, chaired by Chief Minister Mohan Yadav, cleared financial proposals and welfare measures worth over 41,000 crore rupees on 1 September 2026.

Why the maintenance line is the interesting one. Capital provision for medical equipment is politically easy and recurrent maintenance is not, which is why hospitals across India accumulate non-functioning machines bought under one scheme and never serviced under another. A five-year maintenance envelope attached to the equipment is a design choice, not merely an allocation, and it is worth naming in an answer on health infrastructure.

Why the bypass is being built now. Bhopal’s ring-road and bypass programme sits inside the state’s preparation for Simhastha 2028 at Ujjain, which is the organising deadline behind much of the current infrastructure spend in the state.

2. Madhya Pradesh Adopts Viksit Bharat G RAM G at 29,619 Crore Rupees

Why in News: The cabinet on 1 September 2026 granted implementation of the Viksit Bharat G RAM G scheme in Madhya Pradesh, with a total estimated outlay of 29,619 crore rupees.

The split. 3,183 crore rupees for 2026-27, and 26,436 crore rupees for continuation across 2026-27 to 2030-31.

What is examinable about a renamed rural employment programme. The rural employment guarantee in India is unusual among welfare programmes because it rests on a statute rather than on an executive scheme: the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 created a legal entitlement to a fixed number of days of unskilled manual work per rural household in a financial year, with an unemployment allowance payable if work is not provided within fifteen days. The distinction between a right and a scheme is the substance of every good answer on this subject: a scheme can be resized in a budget, while a statutory entitlement can only be resized by amending the statute.

The federal question underneath the outlay. Wage cost is borne centrally and a share of material cost by the state, so a state cabinet approving an outlay of this size is approving its own matching liability. Delays in central release therefore transmit directly into wage arrears at the panchayat level, which is the recurring implementation complaint and the strongest evidence in any answer about fiscal federalism in centrally sponsored schemes.

3. Summer Moong Procurement Raised From 25 to 60 Per Cent of Production

Why in News: The cabinet on 1 September 2026 approved procurement of 60 per cent of total summer moong production from farmers, raised from the earlier 25 per cent.

Why a state asks for a higher ceiling. Procurement of pulses and oilseeds runs through the Price Support Scheme, a component of PM-AASHA, under which the central government procures at the Minimum Support Price through agencies including NAFED, subject to a cap conventionally set as a share of the state’s production. A state seeking a higher share is seeking a larger central procurement liability, because a cap that binds leaves the balance of the crop to be sold in the open market, frequently below the support price.

Where Madhya Pradesh sits. The state is among India’s leading producers of summer moong, which is grown on residual soil moisture and irrigation between the rabi harvest and the kharif sowing. That third-season crop is precisely the one most exposed to a procurement cap, because it is a recent expansion rather than an established procurement channel.

The tension worth stating. A higher procurement share supports farm incomes in the short run and deepens the incentive to grow a water-intensive third crop in the medium run. An answer that notices the incentive effect, rather than treating procurement purely as income support, is doing agricultural economics.

4. The National Green Tribunal Orders a Drone and Satellite Demarcation of the Bhoj Wetland

Why in News: The National Green Tribunal’s Central Zone Bench, deciding Original Applications 77 of 2020 and 12 of 2025, has directed that a seven-member technical committee fix the Full Tank Level of Bada Talab, the Upper Lake or Bhojtal at Bhopal, using drone surveys, satellite imagery, remote sensing, geo-tagging and ground-truthing. The order followed the hearing of 31 August 2026 and was reported over the following two days, with the matter listed again for 2 September.

The committee and the demarcation. The panel draws on MANIT, the Central Pollution Control Board, the Ministry of Environment, Forest and Climate Change, the State Forest Department and the State Wetland Authority. It is, by the petitioners’ account, the seventh such exercise in about three decades: six earlier demarcation exercises have not produced a final boundary.

The accompanying directions in the same order. Mapping of all drain outfalls discharging sewage into the Upper Lake, the Lower Lake and Bhopal’s other lakes; interception and diversion to functional sewage treatment plants so that there is zero untreated discharge; installation of pan-tilt-zoom cameras and digital flow meters at pumping houses; removal of encroachments within three months; a bar on all temporary or permanent construction within 50 metres of the Full Tank Level in urban areas and 250 metres in rural areas; a three-week status report from the Madhya Pradesh Pollution Control Board; accountability of municipal officials referred to the Principal Secretary, Urban Development Department; and conservation reports for water bodies below 2.25 hectares from the State Wetland Authority.

A separate earlier order. In July 2026 the Tribunal imposed a cost of 20,000 rupees on the Bhopal Municipal Corporation for failing to file an action-taken report despite repeated directions. That cost belongs to that earlier order in the same proceedings, not to the demarcation directions above.

Why a Full Tank Level is the whole dispute. The Full Tank Level is the elevation to which a water body fills at capacity, and it defines the wetland’s legal boundary. Every question about encroachment, construction permission and buffer zones depends on that single line. So long as it is unsettled, no encroachment can be proved and no permission can be refused with certainty, which is why six surveys and continuing construction are two aspects of the same failure rather than separate problems.

The regulatory frame. The Bhoj Wetland comprises the Upper Lake, Bhojtal or Bada Talab, and the Lower Lake, Chhota Talab. Wetlands are regulated under the Wetlands (Conservation and Management) Rules, 2017, which require states to constitute a State Wetland Authority and to notify wetlands with a list of prohibited and regulated activities. The National Green Tribunal itself was established under the National Green Tribunal Act, 2010.

The history worth carrying. The Upper Lake is attributed to Raja Bhoj of the Paramara dynasty in the eleventh century, which is why the wetland carries the name Bhoj and the lake the name Bhojtal.

Why in News: Chief Minister Mohan Yadav offered prayers at the Dwarkadhish Temple at Dwarka, Gujarat, on 3 September 2026, ahead of Shri Krishna Janmashtami, and prayed for the blessings of Lord Dwarkadhish on the people of Madhya Pradesh.

The state connection worth knowing, stated carefully. Madhya Pradesh’s own Krishna association runs through Ujjain, traditionally identified as the site of the Sandipani Ashram where Krishna and Balarama are held to have studied under the sage Sandipani.
