🗞️ Why in News The Chief Principal Census Officer for Jammu and Kashmir and Ladakh, Amit Sharma, on 6 October 2026 announced that Population Enumeration for Census 2027 has been completed in the designated snow-bound areas of the two Union Territories, covering 5,292 Enumeration Blocks. Ladakh has become the first Union Territory to complete population enumeration, and Kishtwar the first district in the country. Provisional data is expected by March-April 2027.

The remaining, non-snow-bound areas of J&K will be counted in February 2027 with the rest of the country. Ladakh, having finished entirely, will not be part of that round. The final figures for these areas will form part of the nationwide results.

Why Some Areas Are Counted Early

A census counts everyone as of a single reference moment, so that people are neither missed nor counted twice while they move. For most of India, Census 2027 counts the population in February 2027. But in high Himalayan areas, heavy snow in February would make house-to-house visits impossible.

So the Census runs a non-synchronous schedule for the snow-bound areas of Ladakh, Jammu and Kashmir, Himachal Pradesh and Uttarakhand: they are counted in September, before the winter closes the passes. According to The Hindu, enumeration in the snow-bound areas of Uttarakhand, Himachal Pradesh and J&K also concluded on 30 September, with a revisional round from 1 to 5 October.

Changes to the schedule. For context, on 5 September, PE was advanced in the poll-bound States of Uttar Pradesh, Punjab, Uttarakhand and Goa, to run from 16 November 2026 to 4 January 2027, ahead of their Assembly elections. The Union government has formally deferred the exercise in Manipur “till further declaration”.

Why It Matters

Data that run the State. Census figures decide the allocation of central funds, the reservation of seats for SCs and STs in legislatures and local bodies, and the sampling frame of every major survey. India has governed for fifteen years on 2011 numbers.

Delimitation. Articles 82 and 170 freeze the readjustment of Lok Sabha and Assembly seats until the first Census taken after 2026 (84th Amendment, 2001); the 87th Amendment (2003) moved the basis for redrawing constituency boundaries from the 1991 to the 2001 Census. Census 2027 is that Census, which arguably makes it the most politically consequential count since 1971.

Caste data. Enumerating all castes will give the first official all-India caste count since 1931. It will shape the debate on reservation, sub-categorisation of OBCs and targeting of welfare, and will need careful classification to be usable.

Quality in hard terrain. Paper schedules for the Special Charges, observers from the Registrar General’s office, and a District Census Handbook exercise (fieldwork due by 30 October 2026) show the effort needed to make a digital census complete where networks are weak.

Questions to Watch

  • Coverage and duplication. With early counts in the hills, advanced counts in four poll-bound States and a deferred count in Manipur, the Registrar General will have to reconcile different dates into one national picture.
  • Manipur. A deferred count leaves a gap in national data and in any delimitation that follows.
  • Boundary freeze. On 5 October the Supreme Court agreed to hear a plea on whether States can redraw municipal wards while the Census is under way (6 October roundup).
