The Sixteenth Finance Commission is a body constituted under Article 280 of the Constitution to recommend the distribution of tax revenues between the Union and the states (vertical devolution) and among the states (horizontal devolution), along with grants-in-aid, for a five-year award period. Chaired by economist Arvind Panagariya, it submitted its report for the award period 2026-27 to 2030-31 to the President on November 17, 2025, and the report was tabled in Parliament alongside the Union Budget on February 1, 2026.
