Special Gram Sabhas were convened across the country on 2 October 2026 to launch the People’s Plan Campaign (PPC) 2026-27, titled “Sabki Yojana, Sabka Vikas”, the Ministry of Panchayati Raj said. Under it, Gram Panchayats prepare their Gram Panchayat Development Plans (GPDPs) for FY 2027-28 through participatory planning.

Post-Facto Green Clearances: Pending Cases to Be Processed

The Ministry of Environment, Forest and Climate Change on 30 September 2026 directed all Expert Appraisal Committees, State Environment Impact Assessment Authorities (SEIAAs) and pollution control boards to process pending post-facto environmental clearance proposals, with the caveat that no fresh proposals are to be accepted, The Indian Express reported. Cases pending, rejected, returned or de-listed because of the Supreme Court’s interim orders will be “taken to a logical conclusion”.

For background, the direction implements the Supreme Court’s judgment of 29 July 2026 in Vanashakti v Union of India, which we explained in our 30 July deep dive. The Bench of Chief Justice Surya Kant and Justices Joymalya Bagchi and Vipul M. Pancholi quashed the 2021 Office Memorandum, kept approvals already granted valid, held that prior clearance is mandatory, and upheld the one-time 2017 notification as narrowly tailored. The case had turned on itself: a May 2025 judgment struck the mechanism down, then was recalled on a review petition by the Confederation of Real Estate Developers’ Associations of India (CREDAI) and reheard.

Madhya Pradesh Puts a Forest Rights Directive in Abeyance

Madhya Pradesh’s Head of Forest Force on 30 September 2026 put in abeyance an August letter from the forest department that had asked forest officers to receive community forest resource (CFR) claims at meetings on Independence Day, The Indian Express reported. Union Minister of State for Tribal Affairs Durgadas Uikey had written to Chief Minister Mohan Yadav that the directive was “not in consonance” with the Forest Rights Act, 2006.

Why it clashed with the Act.

  • Under the FRA, the Gram Sabha, not the forest department, initiates the process, receives and verifies claims, maps the area and passes a resolution, which then goes to the Sub-Divisional Level Committee and the District Level Committee.
  • A community forest resource includes customary forest within a village’s traditional boundary, and can include reserved forests, sanctuaries and national parks to which the community has traditional access. The directive appeared to narrow this.
  • Members of the State’s task force on the FRA and PESA, 1996 had also sought its withdrawal.

GST Collections and Manufacturing PMI for September 2026

GST. Gross Goods and Services Tax revenue rose 14.7 per cent to Rs 2.03 lakh crore in September 2026; net collections grew 18.1 per cent. Revenue from imports grew 25.9 per cent against 10.1 per cent from domestic transactions, lifting the import share to a record 32.2 per cent (domestic share a record low 67.8 per cent), The Hindu’s analysis found. Gross GST grew 11.6 per cent in April to September.

PMI. The HSBC India Manufacturing Purchasing Managers’ Index rose to a seven-month high of 55.1 in September from 52.8 in August, on stronger demand for electronics, food, pharmaceuticals and textiles. The July-September average of 53.8 was still the lowest for that quarter since 2021. A reading above 50 means expansion.

Using records of 171 children at Government Medical College and Hospital, Nagpur, they found the international Paediatric Severity Score matched expert assessment in only about 67 per cent of cases. ISS1 raised agreement to about 83 per cent; ISS2, which uses easily observed clinical signs instead of laboratory tests, to about 85 per cent. Indian patients often have milder disease, partly because of higher foetal haemoglobin.
