The two stipend tiers reflect two distinct target populations. The postdoctoral tier is aimed at recent PhD-holders in the year or two immediately after their doctorate, before they are committed to a tenure-track position. The continuities are as important as the changes. The sector list overlaps substantially, the underlying strategic logic (a shared interest in reducing dependence on Chinese supply chains for critical technologies) is unchanged, and much of the working-level bureaucracy on both sides is common to both frameworks.
