🗞️ Why in News 7 September 2026 is observed as the 7th International Day of Clean Air for Blue Skies, on the theme “Clean Air for Climate Action”. The global observance is being hosted at Bangkok by the United Nations Environment Programme (UNEP) in partnership with the Climate and Clean Air Coalition (CCAC). The Day was proclaimed by the UN General Assembly resolution 74/212 of 19 December 2019; the first historic observance was on 7 September 2020.
Why the Day Exists at All
Air pollution kills. That is the single sentence the observance is built on, and the numbers behind it are steady rather than sensational.
- The World Health Organization estimates 7 million premature deaths a year from ambient and household air pollution combined, making it the single largest environmental risk factor for mortality worldwide.
- Roughly 99 per cent of the world’s population breathes air that exceeds the WHO air quality guideline values.
- Air pollution is not just a health hazard. Short-lived climate pollutants, in particular black carbon, methane and tropospheric ozone, are also climate forcers, and their reduction delivers a fast climate benefit alongside a fast health benefit.
The 2026 theme, “Clean Air for Climate Action”, is doing specific work. It ties the traditional air-quality agenda, focused on health and mortality, to the climate agenda by targeting the pollutants that damage both. That framing is the operating premise of the Climate and Clean Air Coalition.
The Institutional Machinery: UNEP and CCAC
UN Environment Programme (UNEP), headquartered at Nairobi, is the coordinating agency for the observance. UNEP’s mandate on air quality runs through several instruments and initiatives, including the BreatheLife 2030 campaign it runs jointly with WHO and CCAC.
The Climate and Clean Air Coalition to Reduce Short-Lived Climate Pollutants was launched in 2012 at the initiative of six countries and UNEP. It is a voluntary partnership of governments, intergovernmental organisations and civil society bodies, and it focuses specifically on short-lived climate pollutants: black carbon, methane, tropospheric ozone and hydrofluorocarbons. It hosts the Global Methane Assessment and coordinates methane-reduction sector work under the Global Methane Pledge, which India has not signed.
What the Pollutants Actually Are
PM2.5 is particulate matter with an aerodynamic diameter of 2.5 micrometres or less, small enough to enter the alveoli and, in its ultrafine fraction, cross into the bloodstream. It is the single indicator most closely tied to mortality outcomes in the epidemiological literature.
PM10 is coarser particulate matter, up to 10 micrometres in diameter, largely of mechanical origin: road dust, construction, wind-blown soil. It is the fraction the National Clean Air Programme uses in its city-level target.
Nitrogen oxides (NOx) are combustion products, largely from motor vehicles and thermal power. They are precursors of tropospheric ozone and of secondary particulate matter.
Sulphur dioxide (SO2) is a combustion product, largely from coal-fired power. It is a precursor of sulphate particulate and of acid deposition.
Black carbon is the light-absorbing component of soot from incomplete combustion. It is a short-lived climate pollutant and a component of PM2.5.
Methane is a potent short-lived climate pollutant with a 20-year global warming potential roughly 82 times that of carbon dioxide.
Tropospheric ozone is a secondary pollutant formed by photochemical reactions of NOx and volatile organic compounds. It damages crop yields as well as human lungs.
Ammonia (NH3) is largely of agricultural origin, from urea use and livestock, and is a precursor of secondary inorganic particulate that contributes to PM2.5 in the Indo-Gangetic plain.
The Guideline Values and the Reality
The gap between guideline values and lived exposure is the single most illustrative table in this subject.

India’s National Ambient Air Quality Standards for PM2.5 permit an annual mean eight times the WHO guideline value. The gap is not a national failing so much as a reflection of the practical trajectory an industrialising economy has to plan for; but it is the reason a 40 per cent PM10 reduction target is treated as ambitious even though the target itself remains above the WHO PM10 guideline.
The Indian Response: National Clean Air Programme
The National Clean Air Programme (NCAP) was launched by the Ministry of Environment, Forest and Climate Change in 2019. Its original target was to reduce PM10 and PM2.5 concentrations by 20 to 30 per cent by 2024 against a 2017 baseline in what were then 122 non-attainment cities. The target was subsequently revised to a 40 per cent reduction in PM10 by 2025-26 against the 2017 baseline in the 131 non-attainment and Million-Plus cities now covered.

City-level clean air action plans were prepared for each of the 131 cities, structured around road dust and construction dust management, control of vehicular emissions, control of industrial emissions, biomass and open burning control, and public awareness. Fund release is performance-linked.
The mid-term picture is mixed. Many cities have reduced PM10 concentrations against baseline; several have not. The programme has succeeded in expanding continuous monitoring, standardising city-level action plans and building administrative capacity around the concept of a non-attainment city; the level of ambient PM2.5, the health-critical fraction, remains stubbornly high across the Indo-Gangetic plain.

- Bharat Stage VI emission standards, in force since 1 April 2020, moved directly from BS-IV, skipping BS-V, and cut new-vehicle NOx and particulate emissions sharply.
- Graded Response Action Plan (GRAP) is a stepwise set of emergency measures for the National Capital Region, triggered on AQI thresholds, from Stage 1 (poor) to Stage 4 (severe plus).
- Commission for Air Quality Management in the NCR and Adjoining Areas is a statutory body constituted in 2020 for coordinated action across state boundaries around the NCR.
- PM Ujjwala and the associated LPG expansion, which addresses household air pollution from biomass cooking, particularly for women and young children.
- National Air Quality Index (AQI), launched in 2014, gives a common six-category scale (Good to Severe) across eight pollutants.
Where This Fits in the Global Frame
Air quality is a subject that has, until recently, sat in a domestic silo, one national programme per country, with limited cross-border architecture. That is changing.
- The 1979 Convention on Long-Range Transboundary Air Pollution, a UNECE instrument, remains the principal binding regional framework, and is Europe-focused.
- The Kigali Amendment (2016) to the Montreal Protocol brought HFCs under phase-down. India ratified in September 2021; its phase-down begins in 2028.
- The Global Methane Pledge (2021) commits signatories to a 30 per cent cut in methane by 2030 against 2020 levels. India has not signed.
- The BreatheLife 2030 campaign of UNEP, WHO and CCAC targets meeting the WHO air quality guidelines by 2030.
The Day itself is not binding on any state. It is an awareness observance, and its practical effect is the annual publication cycle of national and city dashboards it triggers.

The strongest line for a Mains answer is that air pollution is now a joint health and climate problem, and the short-lived climate pollutants are the pivot on which the two agendas swing.
