🗞️ Why in News Concerns raised by the glacial collapse of 26 August 2026 on the Nepal-Tibet border are unlikely to change Beijing’s plans for a mega dam on the lower reaches of the Yarlung Zangbo, the river that becomes the Siang and then the Brahmaputra in India. As background, on 23 July 2026, a month before the disaster, China released its 15th Five-Year Plan for renewable energy, which called for advancing the Yarlung Zangbo Lower Reaches Hydropower Project. India and China are due to hold a meeting of the Expert Level Mechanism on Trans-border Rivers later this month.

The Project

The project’s origin is an announcement by Premier Li Qiang at Nyingchi in Tibet on 19 July 2025, when he declared the start of construction and described it as “the project of the century”.

Vice Premier Zhang Guoqing visited Nyingchi in April 2026 and inspected the new company, saying the government would “put quality first, safety as the foundation, strictly enforce construction standards and ecological-environmental-protection requirements, and keep construction progress subordinate to quality and safety.”

How It Is Meant to Work

The engineering exploits one of the most dramatic pieces of terrain on Earth. At the Great Bend around Namcha Barwa, the Yarlung Zangbo makes a hairpin turn and plunges roughly two kilometres in altitude over a short horizontal distance before turning south towards India.

According to an analysis by the Shanghai-based energy analyst David Fishman, who inferred the layout from published relocation notices, water is to be diverted at the top of the Great Bend into a tunnel of about 40 km, its descending force driving five 12 GW powerhouses before rejoining the river. The reservoir is likely to sit at Mainling, upstream of Nyingchi.

The project is described as “run-of-the-river”, but it involves a reservoir. That distinction is the heart of India’s concern and is examined below.

Why the Site Is Difficult

The dam is being built in a seismically active zone. The eastern Himalayan syntaxis around Namcha Barwa is one of the most tectonically active regions on the planet, at the collision corner of the Indian and Eurasian plates. The 1950 Assam-Tibet earthquake, among the largest continental earthquakes ever recorded, struck this region.

The 26 August 2026 glacial collapse on the Nepal-Tibet border is precisely the class of event that makes engineers uneasy here. A collapse of ice and rock high in the mountains became, within minutes, a surge of water, mud and debris. Nepal’s National Disaster Risk Reduction and Management Authority put the death toll at 903. The flood wave descended the first 22 km at an average of about 193 km per hour.

The combination that defines the hazard is seismicity plus cryospheric instability plus extreme relief. A warming Himalaya is producing more glacial lakes, more unstable hanging glaciers and more landslide-dammed “barrier lakes” that can burst without warning, in a zone that also generates great earthquakes.

What Already Exists Downstream of the Plan

China has already commissioned the Zangmu dam on the middle reaches of the Yarlung Zangbo, under construction since 2010.

India’s Concerns, Stated Precisely

Arunachal Pradesh, through which the Siang flows, is an integral part of India. The Indian concerns are specific and should not be reduced to a general anxiety about Chinese dams.

First, storage versus run-of-the-river. A true run-of-the-river scheme passes water through more or less as it arrives and alters timing only marginally. A scheme with a reservoir can hold water back and release it on a schedule that suits generation, which changes downstream flow patterns. Since the project involves a reservoir and a 40 km diversion tunnel, the operative questions are how much water will be impounded and how the diversion will alter flows in the reach between the intake and the outfall.

Second, the information deficit. India has no reliable basis on which to model the impact, because the project’s operating parameters have not been published.

Third, and most concretely, hydrological data sharing has lapsed. Indian officials have said that China has not provided hydrological data on the Brahmaputra since June 2023. As immediate background, India raised trans-border rivers at the 36th meeting of the Working Mechanism for Consultation and Coordination on India-China Border Affairs in New Delhi on 6 August 2026, and pressed for an early meeting of the Expert Level Mechanism to restore data sharing. The two sides agreed to hold that meeting in September.

Fourth, the ecological question. The Brahmaputra carries one of the world’s heaviest sediment loads, and that sediment builds and sustains the floodplain and the island systems downstream, including Majuli. Trapping sediment behind a dam changes downstream geomorphology, aquatic ecology and soil fertility, quite apart from water volume.

The Legal Position, Which Is Weaker Than Most Aspirants Assume

That last row is the crux. India cannot invoke a treaty obligation against the project because no applicable treaty binds China. The relationship rests on non-binding mechanisms and diplomatic goodwill, which is exactly why the suspension of data since June 2023 matters more than it might appear.

Bangladesh is the lowest riparian and inherits every downstream consequence, with even less leverage.

China’s Position

Foreign Ministry spokesperson Guo Jiakun has said Beijing maintains “a highly responsible attitude toward transboundary river development” and has “rich experience in hydropower project development”. China’s position is that construction “is beneficial for disaster prevention and mitigation throughout the entire river basin and will not have adverse effects on downstream areas”, and that it has conducted hydrological reporting, flood control and disaster reduction cooperation with downstream countries.

A fair assessment notes two things. The Tibetan reach contributes a smaller share of the Brahmaputra’s total annual flow than the Indian catchment does, because the river gains enormous volume from monsoon rainfall and tributaries after entering India, so an upstream dam cannot simply switch off the Brahmaputra. But flow timing, sediment and lean-season releases are a different matter from annual volume, and it is timing and sediment, not total water, that India’s specialists raise.

The physical risk from an upstream dam is real but debatable; what is not debatable is that the two most populous countries on Earth share major rivers with no binding legal framework, no basin organisation and a data-sharing arrangement that has been dormant since 2023. The policy question is how India builds resilience against an information vacuum: domestic storage, an improved early-warning network in Arunachal Pradesh and Assam, satellite-based flow monitoring, and a diplomatic push for an institutionalised, automatic data protocol rather than a renewable courtesy.

A question worth preparing. “India and China share major transboundary rivers without a binding legal framework. In the light of China’s Yarlung Zangbo hydropower project, examine the adequacy of existing bilateral mechanisms and suggest a way forward. (250 words)”

The counterpoint to hold. India’s own proposed response, large storage on the Siang, faces sustained local opposition in Arunachal Pradesh. An answer that demands upstream restraint while ignoring downstream displacement is not a complete answer.
