2. Sub-Classification and Creamy Layer Divide the NDA in Bihar

Why in News: Differences within the National Democratic Alliance in Bihar over Scheduled Caste reservation became public on 29 August 2026, with Union Minister Chirag Paswan opposing a demand for a creamy layer filter and sub-categorisation within SC and ST quotas.

What happened: The demand for a “quota within quota” and a creamy layer exclusion had been pressed by Jitan Ram Manjhi, former Chief Minister and leader of the Hindustani Awam Morcha (Secular), and by his son Santosh Kumar Suman, a minister in the state government.

Chirag Paswan, of the Lok Janshakti Party (Ram Vilas), argued that reservation answers “centuries of social discrimination, exclusion and untouchability” rather than economic status, said those advocating the change should resign first, and called for the question to be debated in Parliament rather than settled through political rhetoric. Santosh Kumar Suman replied that the demand was not aimed at ending reservation but at ensuring that the most deprived sub-groups received their share.

The legal background is what makes this examinable. The historical anchor is State of Punjab v. Davinder Singh, decided on 1 August 2024, in which a seven-judge Constitution Bench held by a 6:1 majority that states may sub-classify Scheduled Castes for the purpose of reservation, provided the classification rests on empirical data and satisfies the test of intelligible differentia. 3. Bhim Army March in Patna Demands 85 Per Cent Domicile Quota

Why in News: Bhim Army activists marched in Patna on 29 August 2026 demanding that 85 per cent of Bihar government jobs be reserved for candidates domiciled in the state.

What happened: The march moved from Gate 10 of Gandhi Maidan towards Raj Bhavan. Alongside the domicile demand, the marchers sought a facility allowing Scheduled Caste and Scheduled Tribe complainants to file first information reports online, and raised objections about Bihar Staff Selection Commission (BSSC) examinations. Police erected barricades between Gandhi Maidan and Raj Bhavan; a scuffle followed when marchers attempted to cross them, and several activists were detained. Turnout was smaller than at other recent Patna protests.

The demand follows the Gardani Bagh aspirants’ agitation of the same week, which produced the single-phase TRE-4 concession and in which 100 per cent domicile hiring had been sought.

4. Four Workers Die of Asphyxiation in a Septic Tank in Gopalganj

Why in News: Four workers died of asphyxiation inside a toilet septic tank at a house under construction in Savanhi Patti village, Gopalganj district, on 29 August 2026.

What happened: The tank had filled with water, and the men entered it to remove the centering shuttering used during construction. They were overcome by toxic gas and oxygen deficiency in the confined space. The dead were Bunty alias Rakesh Baitha, Javed alias Tipu Alam, Umesh Yadav and Shabbe Alam. A fifth man, Seraj Khan, was critically injured attempting a rescue and was admitted to Gopalganj Sadar Hospital, where the bodies were sent for post-mortem. Police have begun an investigation. The village lies on the boundary of the Shripur and Gopalpur police-station areas.

A framing note. This was construction labour in a newly built tank, not sanitation cleaning as defined in the 2013 Act. The statutory framework below is the correct policy lens for the item, but it should not be asserted that the Act was violated.
