Welcome to the Ujiyari Bihar Current Affairs notes for 30 August 2026, prepared for BPSC and other State PCS aspirants. Bihar’s biggest story this week flows from outside its borders: the catastrophic flood in Nepal’s Rasuwa district travels a river system that enters India as the Gandak, regulated at Valmikinagar in West Champaran, and the coverage is full of a naming trap every BPSC aspirant must master. Below, that story’s Bihar extracts, the state angles of the Bishkek SCO summit and the FSSAI labelling proposal, and five practice MCQs.
1. The Nepal Flood Is a Gandak Event, Not a Koshi Event, and Bihar Must File It Correctly
Why in News: Search and rescue in Nepal’s Rasuwa, Nuwakot, Dhading and Chitwan districts entered a fifth day on August 30, 2026 after the flood of August 26 down the Bhotekoshi and Trishuli rivers. Official tolls issued on August 29 and 30 ranged from about 650 to 682 dead and 2,400 to 3,000 missing depending on agency and hour; this desk publishes the range, not one number. Bihar deployed teams at the Gandak barrage as the surge moved downstream.
The trap, stated once and clearly: Nepal has two rivers named Bhote Koshi. The one in this disaster, in Rasuwa district, is the upper Trishuli: it flows to the Narayani (Gandaki) and enters India as the Gandak. A different Bhote Koshi, in Sindhupalchok, feeds the Sun Koshi and hence the Koshi. Filing this flood under the Koshi points Bihar’s preparedness at the wrong districts and the wrong barrage.
Bihar Relevance:
- Prelims: The Gandak Barrage is at Valmikinagar, West Champaran, Bihar; the Gandak joins the Ganga near Hajipur and Patna. The Koshi Barrage at Bhimnagar is inside Nepal, in Sunsari district, and India operates and maintains it under the Koshi Agreement of April 25, 1954, revised 1966, through Bihar’s Water Resources Department.
- Prelims: Gandak-side districts exposed to a Nepal-origin surge: West Champaran, East Champaran, Gopalganj, Saran, Muzaffarpur belt via the Burhi Gandak system; the Koshi, the “Sorrow of Bihar”, enters further east at Supaul.
- Prelims: The event was a landslide-dam outburst flood (LDOF), avalanche debris dammed the Lhende Khola, which rises in Tibet’s Gyirong county, and the dam burst; it was not a glacial lake outburst flood, though the July 2025 event on the same river was a true GLOF.
- Mains: Bihar’s flood governance depends on upstream data it does not control; the absence of a binding India-Nepal-China early-warning protocol, with the Kathmandu-reported finding that warning systems worked and were outrun by the flood’s speed, is the exact material for a GS3 disaster-management answer arguing exposure reduction alongside warning (embankment audits, floodplain zoning under the Bihar flood management framework).
2. The SCO Summit at Bishkek: BPSC Extracts
Why in News: The Prime Minister attends the 26th SCO Summit at Bishkek on August 31 and September 1, 2026; the Russia bilateral is confirmed, the China one is not announced. Full analysis in today’s national edition.
Bihar Relevance:
- Prelims: SCO permanent bodies: Secretariat at Beijing, RATS Executive Committee at Tashkent; Bishkek 2026 is the 25th-anniversary summit; the chair passes to Pakistan for 2027; ten members, Belarus newest from 2024.
- Prelims: The Tashkent leg carries a standing Bihar-adjacent fact: Lal Bahadur Shastri died at Tashkent on January 11, 1966, a day after signing the Tashkent Declaration ending the 1965 war, mediated by Soviet Premier Kosygin, a BPSC favourite pairing with the Simla Agreement of 1972.
- Mains: Landlocked Bihar’s export interests, makhana, litchi-based products, textiles from the Gaya-Nalanda clusters, ride on national connectivity corridors; the INSTC’s war troubles and Chabahar’s lapsed waiver are therefore Bihar trade facts at one remove (GS3).
3. FSSAI’s Red Hexagon Proposal: The Consumer-State Angle
Why in News: FSSAI proposed red hexagonal warning labels for foods high in fat, sugar or salt, in a compliance affidavit to the Supreme Court; the two-or-more-nutrient trigger is the flagged loophole. Full coverage in today’s national edition.
Bihar Relevance:
- Prelims: Bihar’s enforcement runs through the state Food Safety wing under the Health Department; the parent statute is the FSS Act, 2006.
- Prelims: NFHS-6 (2023-24): 30.7 per cent of women and 27.3 per cent of men overweight or obese nationally, while Bihar continues to carry among India’s higher child-stunting burdens, the double burden of malnutrition in its sharpest state form.
- Mains: For Bihar, labelling is the smaller half; the larger is the nutrition transition arriving in towns before the undernutrition exit is complete, so PM POSHAN, anganwadi services and processed-food regulation must run concurrently (GS2 health and nutrition).
4. Naga Peace Process: The Interlocutor Corrections BPSC Should Bank
Why in News: Nagaland’s Chief Minister said on August 29 that the Centre has agreed to ministerial-level engagement on the Naga issue; the fuller story, with the background of the NSCN-IM split of July 21, 2026, is in today’s national edition. Two office-holder corrections in it are directly examinable.
Bihar Relevance:
- Prelims: R. N. Ravi, Naga interlocutor 2014 to September 2021, later Governor of Tamil Nadu, has been, as of 2026, Governor of West Bengal from March 12; Tamil Nadu’s Governor is Rajendra Vishwanath Arlekar, who previously served as Governor of Bihar, the Bihar hook.
- Prelims: Bihar’s own Raj Bhavan changed hands in 2026: Lt Gen Syed Ata Hasnain (Retd) was sworn in as Governor in March 2026.
- Mains: Interlocutor design, an adviser with mandate versus a political-rank negotiator, is a governance question BPSC can transpose to any conflict file (GS2).
5. Also in Brief
- Mann Ki Baat’s 137th episode was scheduled for 11 a.m. today; the programme began on October 3, 2014.
- The NAM 65th-anniversary meeting convenes at Belgrade, August 31 to September 1; the first summit opened there on September 1, 1961, with Nehru among the founders, and India’s first President Dr Rajendra Prasad, of Bihar’s Siwan, had by then given the republic its constitutional frame, the statement on the National Anthem of January 24, 1950 being his, a fact revisited in today’s national edition.
- National Sports Day on August 29 marked Major Dhyan Chand’s birth anniversary.
Practice MCQs
1. The Bhote Koshi river involved in the August 2026 Rasuwa disaster ultimately enters India as which river, regulated at which barrage?
a) The Gandak, at Valmikinagar in West Champaran b) The Koshi, at Bhimnagar c) The Ghaghara, at Girijapuri d) The Mahananda, at Tajpur
Answer: a Explanation: The Rasuwa Bhote Koshi is the upper Trishuli, of the Narayani-Gandaki system, entering India as the Gandak, regulated at Valmikinagar. A different Bhote Koshi in Sindhupalchok feeds the Koshi. Misfiling the basin misdirects Bihar’s flood response, which is why the distinction leads today’s notes.
2. The Koshi Barrage at Bhimnagar, often wrongly placed in India, actually stands:
a) In Bihar’s Supaul district, operated by Nepal b) On the India-Nepal border line itself, jointly operated c) In Nepal’s Sunsari district, operated and maintained by India under the 1954 Koshi Agreement d) In West Bengal, operated by the Farakka authority
Answer: c Explanation: The barrage is inside Nepal, in Sunsari district, and India operates and maintains it through Bihar’s Water Resources Department under the Koshi Agreement signed on April 25, 1954 and revised in 1966. The arrangement is a standing example of transboundary river infrastructure in BPSC answers.
3. The August 26, 2026 Nepal disaster is correctly classified as which of the following?
a) A glacial lake outburst flood, since a moraine-dammed lake burst b) A cloudburst-driven flash flood c) An earthquake-triggered dam breach d) A landslide-dam outburst flood, since avalanche debris dammed the Lhende Khola and the dam failed
Answer: d Explanation: An ice-rock avalanche off Langtang Lirung dammed the Lhende Khola and the debris dam then burst, an LDOF. The USGS logged the collapse itself as a magnitude 5.2 landslide signal, not a tectonic quake. The July 2025 event on the same river, from a supraglacial lake in Tibet, was the true GLOF, and the two must not be merged.
4. Lal Bahadur Shastri, remembered on the Prime Minister’s current Tashkent visit, died at Tashkent on which date, and immediately after which event?
a) January 10, 1966, before signing the Tashkent Declaration b) January 11, 1966, a day after signing the Tashkent Declaration with President Ayub Khan c) August 15, 1965, during the war itself d) January 11, 1967, after the Simla Agreement
Answer: b Explanation: Shastri signed the Tashkent Declaration on January 10, 1966, Soviet Premier Kosygin mediating, and died at Tashkent on January 11, 1966. The Simla Agreement of 1972 followed the 1971 war and was signed by Indira Gandhi, the standard confusion pair.
5. Consider the following statements about Bihar’s constitutional offices as of August 2026:
- Samrat Choudhary is the Chief Minister of Bihar.
- Lt Gen Syed Ata Hasnain (Retd) is the Governor of Bihar.
- Rajendra Vishwanath Arlekar, a former Bihar Governor, now holds the Tamil Nadu Raj Bhavan.
Which statements are correct?
a) 1 and 2 only b) 1 and 3 only c) 2 and 3 only d) 1, 2 and 3
Answer: d Explanation: All three are current. Samrat Choudhary leads the government; Syed Ata Hasnain was sworn in as Governor in March 2026; and Arlekar, who earlier served as Bihar’s Governor, assumed the Tamil Nadu governorship, as of 2026, on March 12 in the reshuffle that moved R. N. Ravi to West Bengal. Office-holder currency is the cheapest full question BPSC sets.
