Welcome to the Ujiyari Bihar Current Affairs notes for 28 August 2026, prepared for BPSC and other State PCS aspirants. The state government conceded a single-phase TRE-4 examination and announced a judge-led committee on examination reform after the Gardani Bagh agitation, discharge on the Gandak fell back after the Nepal flood surge with nine NDRF teams deployed, and the Chief Minister opened a Rs 249 crore flyover in Patna. 1. TRE-4 to Be Held in a Single Phase; Judge-Led Committee on Examination Reform

Why in News: After days of protest by teaching aspirants at Gardani Bagh, Patna, CM Samrat Choudhary met a delegation on 27 August 2026 and announced that the Teacher Recruitment Examination-4 (TRE-4) will be conducted in a single phase rather than the planned two stages.

What happened: TRE-4 is conducted by the Bihar Public Service Commission (BPSC) for 32,388 teaching posts across primary, middle and senior secondary levels. The agitation had ended in a lathi-charge and the use of water cannon near the Chief Minister’s residence. Alongside the single-phase concession, the government announced a Special Expert Committee on Examination Reforms chaired by a sitting judge of the Patna High Court, which will hear aspirants’ grievances and examine mandatory disclosure of question papers, OMR sheets and answer sheets in BPSC-pattern recruitment examinations. Two grievance mechanisms were launched, a Vidyarthi Sahayata Portal and Vidyarthi Sahayata Shivir, for time-bound redressal.

The protesters had raised four demands: single-phase examinations, transparent recruitment, removal of negative marking, and 100 per cent domicile-based hiring. The first two were substantially conceded; the last two were not.

Bihar Relevance:

  • Prelims: TRE-4, conducted by BPSC, covers 32,388 teaching posts. The single-phase decision was announced on 27 August 2026.

2. Gandak Discharge Recedes; Nine NDRF Teams Deployed

Why in News: Discharge on the Gandak at the Valmiki Nagar barrage fell back on 27 and 28 August 2026 after the surge caused by the flash flood in Nepal’s upper Gandaki catchment, and the National Disaster Response Force deployed nine teams across Bihar.

What happened: In a statement, the Water Resources Department said discharge peaked at about 1.50 lakh cusecs at 11 p.m. on Wednesday 26 August and had fallen to about 1.04 lakh cusecs by Thursday morning. All 36 gates of the barrage had been opened at the height of the surge.

The department placed the surge in seasonal context, which is the part worth memorising. For historical comparison, this year’s highest discharge at the barrage was 2.24 lakh cusecs on 14 July 2026, and the recent record was 5.625 lakh cusecs on 28 September 2024. The August surge was therefore serious but well short of either.

Union Home Minister Amit Shah spoke to CM Samrat Choudhary on 26 August, assuring central assistance. NDRF Inspector General Narendra Bundela confirmed nine NDRF teams in Bihar, two of them on the Gandak, with teams for Gopalganj and Bettiah and a standby at Muzaffarpur. Chief Secretary Pratyaya Amrit chaired a review with District Magistrates. Deputy Chief Minister Vijay Kumar Chaudhary holds the Water Resources portfolio.

Do not let this drift into a Kosi story. The Nepal-side river involved is the Bhote Koshi of Rasuwa, which is the upper Trishuli, becoming the Narayani and entering India as the Gandak. Despite the name, it is not a Kosi tributary. Bihar’s exposure to this particular flood runs through the Gandak basin.

3. CM Opens Rs 249 Crore Karbigahia-Mithapur Flyover in Patna

Why in News: CM Samrat Choudhary inaugurated the first phase of the Karbigahia-Mithapur flyover and the Mithapur to Sipara elevated road in Patna on 28 August 2026.

What happened: The flyover’s first phase, built with approach and service roads at a cost of Rs 249 crore, connects the Mithapur bus stand to the Mithapur roundabout by way of a new Karbigahia roundabout. The Chief Minister simultaneously opened a 2.1 km elevated stretch from Mithapur to Sipara, part of the larger Mithapur to Mahuli to Punpun project. Both works target chronic congestion around Patna Junction and the Mithapur bus stand, which is the principal bottleneck on the southern approach to the city centre.

Deputy Chief Minister Vijendra Prasad Yadav, Cabinet Minister Ram Kripal Yadav and Phulwarisharif MLA Shyam Rajak attended.

Bihar Relevance:

What happened: The reshuffle touched Rural Development, Animal Husbandry, Information and Public Relations, Secondary Education, Health, and Excise and Prohibition.

5. Poet Satya Narayan, Author of the Bihar Rajya Geet, Dies at 91

Why in News: Satya Narayan, the poet who wrote Bihar’s state song, died at his home in Kadamkuan, Patna, on the morning of 28 August 2026, aged 91.

What happened: He wrote “Mere Bharat ke Kanthahar, tujhko shat-shat vandan Bihar”, adopted as the Bihar Rajya Geet in March 2012, the state’s centenary year. The song was set to music by Hari Prasad Chaurasia and Shivkumar Sharma. Born on 13 September 1935 at Kaulodihri village in Bhojpur district, he became known for protest verse during the 1974 JP Movement, and held the Bihar Rashtrabhasha Parishad’s literary-service award and the Shad Azimabadi Award.

Bihar Relevance:

  • Prelims: The Bihar Rajya Geet is “Mere Bharat ke Kanthahar”, written by Satya Narayan, set to music by Hari Prasad Chaurasia and Shivkumar Sharma, and adopted in March 2012.
  • Prelims: 2012 was Bihar’s centenary year. Bihar was separated from the Bengal Presidency in 1912, on 22 March, which is why Bihar Diwas is observed since 1912 on that date. Bihar and Odisha were separated from each other in 1936.
