Reading the Headline: Goods Plus Services
September 2026 trade: how goods and services add up
Why total exports grew 10.99% while merchandise exports grew 23.04%.
Two growth figures are in circulation, and they measure different things:
- 10.99% is the growth of total exports, goods and services together. This is the Ministry’s headline number.
- 23.04% is the growth of merchandise exports only, from US$ 36.08 billion to US$ 44.40 billion. It comes from the Department of Commerce’s own data table, not from the press release text.
The gap between the two is the services line. Merchandise figures come from trade data for the month; services figures depend on the Reserve Bank of India (RBI). The Ministry noted: “The latest data for services sector released by RBI is for August 2026. The data for September 2026 is an estimation.” On that estimate, services exports slipped from US$ 36.67 billion to US$ 36.35 billion, which pulled the combined growth well below the goods figure. The estimate will be revised once the RBI publishes September’s numbers.
What Drove Goods Exports
| Product group | September 2025 | September 2026 | Growth |
|---|---|---|---|
| Electronic goods | 3.11 | 5.31 | +70.44% |
| Petroleum products | 4.71 | 6.22 | +31.90% |
| Organic and inorganic chemicals | 2.37 | 2.94 | +24.21% |
| Engineering goods | 10.06 | 12.17 | +20.91% |
- Core exports (non-petroleum and non-gems and jewellery) were US$ 34.81 billion, against US$ 28.53 billion in September 2025, so the rise was not only a petroleum effect.
- Top five destinations by rise in value (growth shown): the USA (47.99%), Singapore (169.16%), Malaysia (119.69%), Egypt (90.09%) and China (24.05%).
The Import Side
- Falling imports: project goods (-86.85%), gold (-81.27%), silver (-49.11%) and fertilisers, crude and manufactured (-22.18%) recorded negative growth. According to PTI in The Hindu, gold imports fell to US$ 1.8 billion and silver to US$ 665 million.
- Rising oil bill: imports of petroleum, crude and products rose 30.76% to US$ 18.34 billion (PTI reported this as crude oil imports), with Brent crude “hovering over $100 per barrel during the last few weeks”.
- Top five import sources by rise in value (growth shown): China (31.52%), Oman (331.82%), Russia (25.63%), South Korea (52.93%) and Singapore (36.44%).
The deficit, read carefully. The merchandise deficit narrowed year on year (US$ 33.00 billion to US$ 30.21 billion), helped by much smaller gold and silver purchases. It did not narrow month on month: The Hindu reported it widened from US$ 26.86 billion in August 2026.
The First Half of 2026-27 (April to September)
| Item | April-September 2026-27 | April-September 2025-26 |
|---|---|---|
| Total exports | 476.20 (+13.84%) | 418.31 |
| Total imports | 551.13 (+15.68%) | 476.42 |
| Merchandise exports | 259.89 (+18.51%) | 219.30 |
| Merchandise imports | 437.53 | 376.17 |
| Merchandise trade deficit | 177.64 | 156.88 |
| Services exports | 216.31 | 199.02 |
| Services trade surplus | 102.71 | 98.77 |
The pattern that defines India’s external trade shows clearly here: a large merchandise deficit is partly offset by a services surplus.
The Bigger Picture
- Last year’s base. In 2025-26, merchandise exports were US$ 441.78 billion (up 0.93%), and total exports of goods and services were estimated at US$ 860.09 billion (up 4.22%) in the Ministry’s April 2026 release. A later figure given to Parliament put the total at about US$ 863.1 billion, a reminder that these numbers get revised.
- The US$ 500 billion hope. Commerce Secretary Rajesh Agrawal expressed the hope that if the trend continued, India’s merchandise exports would cross US$ 500 billion, The Hindu reported. This is a hope voiced at a briefing, not a government target.
- The policy frame. The Foreign Trade Policy 2023, announced on 31 March 2023, “seeks to take India’s exports to 2 trillion dollars by 2030”. Its four pillars: “(i) Incentive to Remission, (ii) Export promotion through collaboration - Exporters, States, Districts, Indian Missions, (iii) Ease of doing business, reduction in transaction cost and e-initiatives and (iv) Emerging Areas”. It has no end date: “Hereafter, the revisions of the FTP shall be done as and when required.”
Concepts to Keep Straight
- Trade balance is exports minus imports. In September 2026: US$ 80.75 billion minus US$ 94.05 billion gives a combined deficit of US$ 13.30 billion.
- Merchandise versus services. Goods trade is counted from trade data for the month; services trade relies on RBI data, so the latest month is always an estimate.
- Year on year versus month on month. A deficit can narrow against last September and still widen against last month, as it did here.
Strengths and Risks
What looks good:
- Goods exports grew strongly and across groups, led by electronics, with engineering goods the largest of the four groups listed by value.
- Exports to the USA rose 47.99%.
- Lower gold and silver imports cut the deficit on the year.
What to watch:
- Oil. With Brent above US$ 100 a barrel, a larger crude bill can widen the deficit quickly.
- Services. The services estimate dipped; the RBI’s actual September data will show whether the services surplus, India’s main offset to the goods deficit, is holding.
- Imports from China grew 31.52%, which keeps the question of dependence on Chinese inputs alive.
Way forward: sustain the electronics and engineering momentum; widen the market spread beyond a few destinations; keep the services surplus growing; and read the monthly numbers as provisional estimates, not settled facts.
