Today’s Deep Dives
Polity: conversion and the Article 16(4) quota. On 15 October 2026 the Supreme Court held that a person who converts from a Hindu social order to a non-Hindu social order cannot claim Article 16(4) affirmative action merely on the social backwardness of the pre-conversion caste, and dismissed Tamil Nadu’s appeal against a Madras High Court judgment. Read the deep dive on conversion and backward class quota.
Economy: September’s trade data. India’s total exports (goods and services) rose 10.99% to US$ 80.75 billion in September 2026; merchandise exports alone grew 23.04% to US$ 44.40 billion, and the goods trade deficit narrowed to US$ 30.21 billion. Read the deep dive on India’s September 2026 trade data.
Environment: Ramsar sites reach 103. Sukhna Wetland (Chandigarh, the UT’s first) and Sauj Jheel (Uttar Pradesh) were announced as Ramsar sites on 15 October 2026, taking India’s tally from 101 to 103. The Ramsar register gives earlier designation dates for both. Read the deep dive on Ramsar sites 102 and 103.
Defence: INS Samarthak, GSAT-7C and Varunastra. INS Samarthak, the Navy’s first indigenous Multi-Purpose Vessel, was commissioned at Karwar on 16 October 2026, a day after the Ministry of Defence signed contracts worth about ₹4,106 crore for the GSAT-7C satellite for the Indian Air Force and Varunastra torpedoes for the Navy. Read the deep dive on INS Samarthak and the two contracts.
Hunger: GHI 2026 and World Food Day. The Global Hunger Index 2026, released on 14 October 2026, gives India a score of 24.1 and a rank of 100 of 122 countries; World Food Day 2026 carries the theme “Innovate Today. Nourish Tomorrow.” Read the deep dive on the Global Hunger Index 2026.
ECI Announces a Special Summary Revision of Rolls in 17 States and UTs
The Election Commission of India (ECI) on 15 October 2026 announced a special summary revision (SSR) of electoral rolls in 17 States and Union Territories, including poll-bound Uttarakhand, Uttar Pradesh and Punjab, The Hindu reported. The SSR is the annual exercise to enrol new voters and update the rolls; the paper said it was stalled last year when the special intensive revision (SIR) was launched.
- No citizenship papers: “Unlike the SIR, applicants do not have to submit documents to prove citizenship or be mapped with earlier electoral rolls when enrolling through the SSR,” The Hindu reported.
- Qualifying dates: enrolment with reference to 1 January 2027, with advance applications for the three later qualifying dates of 1 April, 1 July and 1 October 2027, according to the ECI order quoted by the paper.
- The 17: Andaman and Nicobar Islands, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Manipur, Puducherry, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, Uttarakhand and West Bengal.
- How it runs: no house-to-house visits by booth-level officers (BLOs); draft and final lists will be put up at polling booths.
- For parties: a “readable PDF” of the alphabetically arranged rolls for contesting candidates and recognised political parties during elections, and the supplementary voter lists that were earlier kept only for record.
- Everywhere else: in States and UTs where the SIR is going on or has just been completed, the SSR schedule will be announced later. For Himachal Pradesh, Jammu and Kashmir and Ladakh, where the SIR has not been done, the schedule will be announced after considering the weather.
Why it matters. The two exercises are easy to confuse in an exam. By The Hindu’s account, the SIR required proof of citizenship or mapping with earlier rolls, while the SSR enrols and updates names against qualifying dates without either. The figures and quotations here are as reported by The Hindu from the ECI’s order.
📌 Facts Corner
- SSR announced on 15 October 2026 for 17 States and UTs (The Hindu).
- Qualifying date: 1 January 2027; advance applications for three later dates in 2027.
- No house-to-house BLO visits; lists displayed at polling booths.
Supreme Court Seeks the Centre’s Reply on Delhi’s Section 163 Orders
The Supreme Court on 15 October 2026 asked the Union government to “enlighten” it about the prohibitory orders issued in Delhi under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), which, The Hindu reported, led to mass detentions during demonstrations demanding the resignation of Chief Election Commissioner Gyanesh Kumar. The two-judge Bench was headed by Chief Justice of India Surya Kant, with Justice Joymalya Bagchi.
- “Ghost” orders: Justice Bagchi said the orders were a “ghost” as of now, and that the court would bring them under constitutional scrutiny after the government’s response in an affidavit.
- CCTV: a general order to preserve “all CCTV footage” of the protest, including of detention centres, and of the Supreme Court premises.
- SIR records: notice to the CEC and Election Commissioners Sukhbir Sandhu and Vivek Joshi on a petition by Opposition leaders led by Rahul Gandhi seeking full disclosure of the SIR records.
- Jantar Mantar: the Centre was asked to explain the denotification of Jantar Mantar, but the court refused to pass interim orders before hearing the authorities.
- Contempt plea: notice to the Centre, the Delhi Police Commissioner and Mr. Gandhi on a petition seeking criminal contempt action over a “political procession” into the court’s precincts on 12 October. “Nobody can browbeat the judiciary,” the Chief Justice said.
Why it matters. These are notices and preservation orders, not rulings: the Court has decided nothing yet on the prohibitory orders, the SIR records or the contempt plea. For the background, read our piece on the Court’s Sunday order on the Delhi protests and the hearing on deleted Delhi voters and Form 6 in the 15 October roundup.
📌 Facts Corner
