Mizoram Will List Refugees Separately in the Census 2027 Count
Mizoram has decided to enumerate refugees living temporarily in the State as part of the Census 2027, with their details recorded on a list separate from that of Indian citizens, officials said. The decision followed a State-level meeting in Aizawl on 10 October 2026, chaired by Chief Secretary Khilli Ram Meena, which reviewed preparations for the second phase of the Census. For how the Census is being run in two phases, and why snow-bound areas go first, read our 7 October explainer on Census 2027.
- How many. Home Minister K. Sapdanga told the State Assembly that 38,213 refugees had been registered as of 20 August: 29,575 from Myanmar, 6,959 from Manipur and 1,679 from Bangladesh. Local organisations put the figure at over 60,000, which is their estimate.
- Who they are. Refugees from Myanmar, mostly of the Chin community, began arriving after the military coup of February 2021; members of the Bawm community fled a military offensive in Bangladesh in November 2022; and Kuki-Zomi people fled ethnic conflict in Manipur in May 2023. All three groups are ethnically related to Mizoram’s dominant Mizo community.
- Electoral rolls. Mr. Sapdanga also said that people excluded from the electoral rolls during the Special Intensive Revision (SIR) would be counted in the Census. Altogether, 78,442 names were deleted from the draft electoral rolls published on 4 July.
- The target. Mr. Meena said the challenge was to become India’s first State to complete the Census 2027 work.
Why it matters. Phase II of the Census, Population Enumeration, will be conducted during February 2027, with the reference date of 00:00 hours of 1 March 2027 (Ladakh and the snow-bound areas follow a different schedule). Mizoram’s choice shows how a State with a large refugee population can count everyone present while keeping the record of refugees apart from that of citizens. Read the decision for what it is: a decision on how the count is recorded, by the State’s own officials.
📌 Facts Corner
- Census 2027, Phase II (Population Enumeration): February 2027; reference date 00:00 hours, 1 March 2027.
- Mizoram’s registered refugees (as of 20 August): 38,213, of whom 29,575 are from Myanmar.
- Communities: Chin (Myanmar), Bawm (Bangladesh), Kuki-Zomi (Manipur), all related to the Mizo.
Naval Exercises Abroad: KONKAN-26 With the UK, INDRA 2026 With Russia
Two Indian warships are away on bilateral exercises this week, one with a Western partner and one with Russia.
KONKAN-26 (India-UK). The Indian Navy’s guided missile stealth frigate INS Trishul arrived at Plymouth, United Kingdom, to take part in Exercise KONKAN-26 with the Royal Navy, according to a PIB release of 11 October 2026. The exercise is being conducted off Plymouth, in two phases, from 8 to 15 October 2026. KONKAN is an annual bilateral maritime exercise, and the release says this edition “exemplifies the Comprehensive Strategic Partnership outlined in the India-UK Vision 2035”.
INDRA 2026 (India-Russia). INS Sahyadri arrived at Vladivostok, Russia, on 10 October 2026 to take part in Exercise INDRA 2026, a bilateral exercise between the Indian Navy and the Russian Federation Navy, scheduled from 13 to 18 October 2026. The release placed the deployment within the Government’s vision of MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) and said it carries forward the momentum of the 23rd India-Russia Annual Summit; for context, that summit was held on 4 and 5 December 2025.
Why it matters. Exercise names are a Prelims staple, and the examiner’s favourite trick is to swap the partner. The pairing here is a useful picture of India’s strategic autonomy: the Navy trains with the Royal Navy and with the Russian Navy in the same week.
📌 Facts Corner
- KONKAN = India and the UK (Royal Navy); KONKAN-26 off Plymouth, 8 to 15 October 2026, INS Trishul.
- INDRA = India and Russia; INDRA 2026 scheduled 13 to 18 October 2026; INS Sahyadri at Vladivostok.
- MAHASAGAR = Mutual and Holistic Advancement for Security and Growth Across Regions.
NBA Shares Rs 2.02 Crore of Seed-Sector Benefit-Sharing Money With States
The National Biodiversity Authority (NBA) announced on 10 October 2026 that it has disbursed Rs 2.02 crore among 27 States and 3 Union Territories, their shares of Access and Benefit-Sharing (ABS) contributions received from seed-sector companies. With this release, the NBA’s cumulative ABS disbursement has reached Rs 202.00 crore. The NBA’s 23rd Foundation Day and its ABS record were covered in our 1 October roundup; this is a new tranche.
- Where the money comes from. The contributions arise from the use of agricultural biological resources, including rice, eggplant, cauliflower, cucumber, hot pepper, bottle gourd, bitter gourd, tomato and okra.
- How it was shared. Where the resources were bought through markets or traders and the individual benefit claimers could not be identified, the NBA applied distribution rules recommended by an expert committee. The beneficiary share went to the State Biodiversity Boards and Union Territory Biodiversity Councils according to the cultivation area of each crop, as shown in the Ministry of Agriculture and Farmers Welfare’s statistics.
- Top five States. Madhya Pradesh Rs 23,81,072; West Bengal Rs 23,32,913; Odisha Rs 19,75,559; Bihar Rs 17,28,852; Gujarat Rs 13,29,870. The top 10 States together received Rs 1.43 crore.
- The frame. The release ties the ABS mechanism to the Biological Diversity Act, 2002, the National Biodiversity Strategy and Action Plan (NBSAP) 2024-2030, and Targets 13 and 19 of the Kunming-Montreal Global Biodiversity Framework. It notes that COP 17 of the Convention on Biological Diversity opens on 19 October 2026 in Yerevan, Armenia.
Why it matters. ABS is how the people who conserve a biological resource share in the gains when a company uses it commercially. Here, the money goes to the States by where the crops are grown, because the farmers who supplied them cannot be traced individually.
📌 Facts Corner
- NBA ABS release: Rs 2.02 crore, seed sector, 27 States + 3 UTs; cumulative Rs 202.00 crore.
- KMGBF Target 13: fair and equitable sharing of benefits from genetic resources and associated traditional knowledge. Target 19: resource mobilisation.
- CBD COP 17: scheduled to open 19 October 2026, Yerevan, Armenia.

Riyadh airport struck again. A projectile struck a passenger terminal at Riyadh’s King Khalid International Airport on 11 October 2026, a day after a missile hit the same terminal and killed 12 people, the Saudi-led coalition fighting the Houthi rebels in Yemen said, as reported by AP in The Hindu. Saudi authorities said there were injuries in the latest attack, and the airport was still closed on 11 October. With the death of an Indian national injured in the 10 October attack, the toll from that attack would rise to 13, AP reported. For the war behind these attacks, India’s stakes and the Ministry of External Affairs’ response, read our 11 October explainer.
Kerala High Court on the Data Protection Board. The Kerala High Court has disposed of a public interest litigation on the protection of passengers’ personal data collected at airports through digital systems such as Digi Yatra, LiveLaw reported on 10 October 2026. The Bench, which found that “the privacy of citizens is being compromised”, had sought a clarification on whether the Data Protection Board of India under section 18 of the Digital Personal Data Protection Act, 2023 had been constituted; the Union’s counsel submitted that the Board “has been constituted but has not made functional”. The Division Bench of Chief Justice Soumen Sen and Justice Syam Kumar V.M. said: “we expect that the Board will be made functional within a period of eight weeks from date.” The Bench also said that, in future, it expected the authorities “may also consider accepting the Voter ID as proof of identity” for the purpose. As background, the Centre established the Board by notification G.S.R. 844(E) of 13 November 2025, with its head office in the National Capital Region; under section 19, the Board consists of a Chairperson and such number of other Members as the Centre notifies.
New Deputy Election Commissioner. Prakash Rajpurohit, a 2010-batch IAS officer of the Rajasthan cadre, has been appointed Deputy Election Commissioner in the Election Commission of India, for a tenure up to 8 April 2030. The Appointments Committee of the Cabinet cleared the appointment late on 10 October 2026. He fills the vacancy left by the premature repatriation of Sanjay Kumar, who was Deputy Election Commissioner from August 2024 to August 2026. Keep the ranks apart: under Article 324(2), the Commission itself consists of the Chief Election Commissioner and the other Election Commissioners.
TRISHNA satellite. The Indo-French satellite TRISHNA (Thermal Infra-Red Imaging Satellite for High-resolution Natural Resource Assessment) “will be launched in the next 12-16 months”, Jasvinder Singh Khoral, Director (Projects) of ISRO’s U.R. Rao Satellite Centre, said on 11 October 2026 at the TRISHNA Water for Tomorrow workshop. It is a joint mission of ISRO and the French space agency CNES, and the third satellite India and France are developing together, after Megha-Tropiques and SARAL.
Manipur clashes. Two days of armed conflict between Kuki and Naga communities claimed nine lives across three districts, The Hindu reported on 12 October; the unofficial toll stood at 11, including two members of the Myanmar-based Kuki National Army-Burma reportedly killed near the Myanmar border. The violence began in Kamjong on the night of 9 October and spread to Kangpokpi. Chief Minister Yumnam Khemchand Singh condemned the violence on 11 October, and additional security forces were sent to the two worst-hit districts. Separately, seven banned armed groups have called a 12-hour shutdown on 15 October, which they call “National Black Day”, in protest against the State’s merger with the Indian Union in 1949; they said essential services will be exempt. For the lapse of the Suspension of Operations pact earlier this month, read our 3 October piece.
Katchatheevu: a claim and the record. Sri Lankan President Anura Kumara Dissanayake, at a rally on 11 October marking two years in office, said: “The Central government of India has acknowledged before the Supreme Court that Katchatheevu Island belongs to Sri Lanka.” That is his reading. What has been reported from the Supreme Court is narrower. At a hearing on 6 October 2026 of petitions in A.K. Selvaraj v. Union of India, before Justices Sanjay Kumar and Sanjeev Sachdeva, Attorney General R. Venkataramani told the court, according to news reports, that India valued its excellent relations with Sri Lanka and did not intend reopening the Katchatheevu agreements of 1974 and 1976. The petitions have been listed for February 2027. No ruling on the island has been reported.
139 migrants dead off Djibouti. At least 139 migrants, including 15 children, died and 84 went missing when an overcrowded boat carrying 305 people from Djibouti to Yemen capsized north of the Djibouti town of Obock on the night of 8 to 9 October, the UN’s International Organization for Migration said on 11 October (AFP).
A national plan for small-scale fisheries. A stakeholder consultation on India’s National Plan of Action for Securing Sustainable Small-Scale Fisheries (NPOA-SSF) was held at ICAR-CIFT, Kochi, on 10 October 2026, under the Department of Fisheries, with the Bay of Bengal Programme Inter-Governmental Organisation (BOBP-IGO) coordinating. The plan follows the FAO Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries and India’s National Policy on Marine Fisheries, 2017. The draft is targeted for release on World Fisheries Day, 21 November 2026, with finalisation and notification planned for 2027. The livelihoods of about 30 million people in India are linked to fisheries and allied activities, the Department says.
NGOPV Shreyas launched. Yard 3040 (Shreyas), a Next Generation Offshore Patrol Vessel (NGOPV) for the Indian Navy, was launched at GRSE, Kolkata, on 10 October 2026. NGOPVs, indigenously designed and built, are under construction at two shipyards, GSL (Goa) and GRSE (Kolkata). A launch is not the same as commissioning.
Scheduled today. The Ministry of Youth Affairs and Sports, with the Government of Gujarat, will organise the BRICS Traditional and Indigenous Sports Demonstration Games 2026 at the Veer Savarkar Sports Complex, Ahmedabad, on 12 October, under India’s BRICS Chairship; the Games are designed as a non-competitive platform. Union Health Minister J.P. Nadda will lay the foundation stone of the ICMR Centre for High Altitude Medicine and Public Health Research (ICMR-CHAMP) at Keylong in Lahaul and Spiti district, Himachal Pradesh, on 12 October.
On This Day: The NHRC and the RTI Act
NHRC, 1993. The National Human Rights Commission was established on 12 October 1993. Its statute is the Protection of Human Rights Act, 1993, as amended by the Protection of Human Rights (Amendment) Act, 2019. The NHRC says it is in conformity with the Paris Principles, adopted at the first International Workshop on National Institutions for the Promotion and Protection of Human Rights, held in Paris in October 1991.
RTI Act, 2005. The Right to Information Act, 2005 (Act No. 22 of 2005) received assent on 15 June 2005. Its section 1(3) brought the remaining provisions into force “on the one hundred and twentieth day of its enactment”, which is why 12 October is marked as the day the Act came fully into force. Section 4(1), section 5(1) and (2), and sections 12, 13, 15, 16, 24, 27 and 28 had taken effect at once, on 15 June 2005. The day’s editorial on the gaps in the RTI Act’s implementation takes up how the law works now.
