The Observances of August 29

Three fall on the same date, and all three are examinable.

International Day against Nuclear Tests

Declared by the United Nations General Assembly in December 2009 through Resolution 64/35, on a proposal by Kazakhstan. The date commemorates two events at the same site: the first Soviet nuclear test at Semipalatinsk in 1949, and the closure of the Semipalatinsk test site in 1991.

The India-specific content is what matters for the exam. The Comprehensive Nuclear-Test-Ban Treaty (CTBT), 1996, has still not entered into force, because entry requires ratification by all 44 Annex 2 states. India is not a signatory, alongside Pakistan and North Korea. India conducted Pokhran-I, codenamed Smiling Buddha, on 18 May 1974, and Pokhran-II, Operation Shakti, on 11 and 13 May 1998. India maintains a voluntary unilateral moratorium on further testing, a declared No First Use doctrine, and a posture of credible minimum deterrence. India is also not a party to the Nuclear Non-Proliferation Treaty (NPT), 1968, which it regards as discriminatory. Related instruments: the Partial Test Ban Treaty of 1963, the CTBTO Preparatory Commission at Vienna, and its International Monitoring System.

Telugu Language Day

Observed in Andhra Pradesh and Telangana on the birth anniversary of Gidugu Venkata Ramamurthy, born 29 August 1863 at Parvatalapeta in Srikakulam. A linguist and social reformer, he led the movement for Vyavaharika Bhasha, the spoken everyday register, against Grandhika Bhasha, the scholastic and heavily Sanskritised written form, so that Telugu could function as a medium of teaching, writing and examination for ordinary people.

Constitutional and cultural hooks: Telugu was declared a Classical Language of India in 2008, along with Kannada. The Eighth Schedule currently lists 22 languages. Article 29 protects the interests of minorities including language and script; Article 350A provides for mother-tongue instruction at the primary stage; Article 351 directs the development of Hindi. The Grandhika versus Vyavaharika contest is a strong Mains example of language as an instrument of social democratisation, parallel to Bharatendu Harishchandra’s work in Hindi and the chalit bhasha shift in Bengali.

International Relations

India to host the 18th BRICS Summit at New Delhi on 12 and 13 September 2026. Announced by the Ministry of External Affairs on 27 August. The venue is Bharat Mandapam, and the theme is “Building for Resilience, Innovation, Cooperation and Sustainability”. This caps India’s fourth BRICS chairship, which began in January 2026, during which over 350 meetings were held across 25 Indian cities. Note carefully: the summit is announced, not held. Current members are Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, Saudi Arabia, the UAE and Indonesia, Indonesia having joined in January 2025. India’s earlier chairships were 2012 (New Delhi), 2016 (Goa) and 2021 (virtual). The first BRICS summit was at Yekaterinburg in 2009; the New Development Bank was established at the Fortaleza summit of 2014 and is headquartered at Shanghai, as was the Contingent Reserve Arrangement.

China removes Galwan-era Western Theatre commander. On 26 August, General Zhao Zongqi, who commanded the PLA Western Theatre Command from 2016 to December 2020, the command responsible for the Doklam standoff of 2017 and the Galwan clash of June 2020, was stripped of membership of the Standing Committee of the 14th Chinese People’s Political Consultative Conference (CPPCC) and of Communist Party membership. Chinese state media reported the removal without stating a reason, and no formal investigation was confirmed, so corruption should not be asserted as established fact. The CPPCC is an advisory body; China’s legislature is the National People’s Congress. The PLA has five theatre commands; the Western Theatre Command faces India along the LAC.

United States announces a deal for majority control of Venezuelan oil. Announced 28 August, covering the development of 17 fields with a claimed proven potential of 65 billion barrels, 100-year development rights, and about 55 per cent of effective output to the United States. Independent analysts dispute how much of this is recoverable, so the figure should be presented as claimed potential rather than deliverable output. Venezuela holds the world’s largest proven oil reserves, around 303 billion barrels, concentrated in the Orinoco Belt as extra-heavy crude requiring upgrading, which is why headline reserves have never translated into output. Venezuela is a founding member of OPEC (1960).

⚠️ A correction to widely circulating material. The background matters here. Several aggregators still describe Nicolás Maduro as President of Venezuela. He is not. The background, briefly: Maduro was taken into United States custody on 3 January 2026, and Delcy Rodríguez was sworn in as acting President on 5 January 2026, the first woman to exercise the Venezuelan presidency. Do not reproduce the stale claim. Note the standing dispute: Maduro and Rodríguez both maintain that he remains the legal officeholder while she discharges the functions of the presidency. Write acting President, not President.

United States renames Lake Ontario “Lake America” by executive order. The order, Honoring the American History of the Great Lakes and Renaming Lake Ontario as Lake America, was signed 27 August, directing the US Board on Geographic Names and the Geographic Names Information System, maintained by the USGS, to effect the change within 30 days. Canada rejected the order. Lake Ontario is the easternmost and smallest by surface area of the five Great Lakes; Lake Michigan is the only one lying wholly within the United States (mnemonic: HOMES). The Great Lakes are governed by the Boundary Waters Treaty of 1909 and the International Joint Commission, and a unilateral renaming sits outside that architecture. It follows US tariffs of 50 per cent on about 20 billion dollars of Canadian imports from 22 August 2026 and Canadian retaliation. Useful as a GS2 case study on the limits of unilateral action over shared natural resources, alongside the Sea of Japan and Persian Gulf naming disputes and the role of UNGEGN.

Inaugural India-Kuwait Joint Defence Committee. Held at New Delhi on 28 August, operationalising the Memorandum of Understanding on Defence Cooperation signed during the Prime Minister’s visit to Kuwait in December 2024, the first by an Indian Prime Minister in 43 years, during which relations were elevated to a Strategic Partnership. Agreed cooperation heads: training, military exercises, military medicine, staff talks, defence industry and research and development.

Taiwan’s legislature passes a drone and defence autonomy act. Passed 27 August by 60 votes to 50 in the 113-seat Legislative Yuan, backed by the opposition Kuomintang and Taiwan People’s Party against the governing party’s own proposal, which was rejected. Spending cap NT$240 billion, roughly 7.56 billion US dollars, over six years with annual allocations of up to NT$40 billion subject to yearly legislative review. The act ties support to domestic-content quotas and supply-chain security requirements aimed at reducing reliance on Chinese-sourced components; the precise enforcement mechanism in the enacted text is not yet on the public record. Relevant to India on three counts: supply-chain de-risking in drone manufacturing, the asymmetric or porcupine deterrence doctrine of massed cheap unmanned systems, and the trade-off between annual legislative review and multi-year defence programme certainty.

India to be represented at the NAM 65th anniversary commemorative meeting at Belgrade. Announced 29 August. The meeting itself runs from 31 August to 1 September and has not taken place. It marks 65 years since the first NAM summit at Belgrade in 1961.

India and Seychelles hold a high-level meeting on the blue economy on 25 August at New Delhi, led by Fisheries Secretary Abhilaksh Likhi with Seychelles Minister Wallace Cosgrow, covering fisheries and aquaculture, fitting India’s SAGAR and Indian Ocean Region outreach.

Defence

India and the United States conclude a Javelin anti-tank missile package. Announced on 28 August by the US Ambassador to India, Sergio Gor, routed through the Foreign Military Sales (FMS) channel administered by the Defense Security Cooperation Agency, using a Letter of Offer and Acceptance. The package covers FGM-148 Javelin missiles and 25 Lightweight Command Launch Units, with quoted values of about 45.7 million dollars for the Javelin package, alongside a separate tranche covering 216 Excalibur precision artillery rounds. The Javelin is a man-portable, fire-and-forget, top-attack anti-tank guided missile produced by the Javelin Joint Venture of RTX (formerly Raytheon) and Lockheed Martin. Bharat Dynamics Limited signed an agreement with the Javelin Joint Venture in February 2025 on possible co-production.

A precision note. Sources differ on whether 28 August was the date of signature or of announcement. Where the distinction matters, write “announced on 28 August”. The India-US foundational agreements to cite are LEMOA (2016), COMCASA (2018) and BECA (2020); India is a Major Defence Partner with STA-1 authorisation.

INS Samarthak delivered, the Navy’s first indigenous Multi-Purpose Vessel. Delivered on 27 August, built by Larsen & Toubro at Kattupalli, Tamil Nadu, with over 75 per cent indigenous content. Conceived as a trial and evaluation platform, and also engineered for maritime surveillance, offshore patrolling and humanitarian assistance and disaster relief. The name means “The Proponent”. Significant less for tonnage than for the fact that a private-sector yard delivered a first-of-class naval platform.

Defence export procedure simplified. The Department of Defence Production announced on 28 August that stakeholder consultation is dispensed with for exports of non-lethal defence items to most destinations, with safeguards retained for sensitive countries, and dispensed with for all items destined for international tenders and exhibitions. India is a member of the MTCR (2016), the Wassenaar Arrangement (2017) and the Australia Group (2018), but not the Nuclear Suppliers Group.

Science and Technology

US FDA approves daraxonrasib, the first broad RAS-targeted therapy for pancreatic cancer. Approved 26 August. This is a landmark: RAS was considered undruggable for four decades. Marketed as RASONQUE by Revolution Medicines, it is a multi-selective RAS(ON) inhibitor, binding the active GTP-bound state of RAS, a mechanistic departure from RAS(OFF) inhibitors. Indication: adults with metastatic pancreatic ductal adenocarcinoma after at least one prior systemic therapy, or unfit for multi-agent therapy. No companion diagnostic is required. Trial RASolute 302, a randomised Phase 3 of about 500 patients, recorded median overall survival of 13.2 months against 6.7 months on chemotherapy. Regulatory pathways used were Real-Time Oncology Review and Project Orbis, the concurrent international review programme. Price is about 39,800 dollars a month. KRAS is mutated in roughly 90 per cent of pancreatic cancers. The GS2 and GS3 angle is access: a drug at this price is unreachable for almost every Indian patient, which sharpens the case for compulsory licensing under Section 84 of the Patents Act, 1970 and Section 3(d) scrutiny of evergreening.

Andhra Pradesh clears India’s first dedicated Quantum and AI university campus. Approved 27 August, to be developed by NIELIT, a Deemed-to-be University under MeitY, at Amaravati on an 8.5-acre site, at a cost of Rs 730.70 crore over five years with 100 per cent grant-in-aid from MeitY. Programmes in quantum computing, artificial intelligence, VLSI and semiconductor fabrication, targeting 8,250 learners over five years. Academic programmes begin in September 2026 at an interim facility at Acharya Nagarjuna University, Guntur. Situate against the National Quantum Mission (approved 2023, Rs 6,003.65 crore, running to 2030-31), the IndiaAI Mission (Rs 10,371.92 crore) and the Semicon India Programme (Rs 76,000 crore). The binding constraint across all three is human capital, not capital expenditure.

Vice President launches ‘Gnani Artha’. On 28 August, Vice President C. P. Radhakrishnan launched a sovereign AI stack comprising Evon 3.3, a large language model, and Plexus, a deployment platform, developed by GNANI AI. Note: this is a private-sector product launched at a constitutional office, not a government-built model. The term “sovereign AI” can denote domestically-owned model weights, domestic compute, domestic data or merely domestic deployment, and the examinable question is which of these India actually controls.

Telecom subscriptions and an indigenous optical testbed. TRAI data for end-July 2026, released 28 August: total telephone subscribers 1,354.28 million, net addition 6.20 million in July; overall tele-density 94.68 per cent; urban tele-density 154.12 per cent against rural 61.05 per cent; broadband subscribers 1,094.48 million. Urban density exceeds 100 per cent because of multiple SIMs, so it overstates individual access. Separately, the Department of Telecommunications signed a five-year agreement with C-DOT on 27 August to establish an End-to-End Optical Network Test Bed at the C-DOT campus, New Delhi. India’s telecom indigenisation has succeeded at the radio and 4G-core layer and lagged in optical transport, which is a certification and validation gap rather than an invention gap. TRAI is statutory under the TRAI Act, 1997; the appellate body is TDSAT; C-DOT dates to 1984.

IIT Madras launches ‘Phiball’. Unveiled 28 August, on the eve of National Sports Day. A three-team invasion sport on a 26-metre-diameter circular court divided into three 120-degree sectors, with each team attacking two baskets and defending one. Seven registered players per team, four active; three eight-minute quarters; baskets worth one to three points; teams rotate the basket they defend each quarter. Its origin is OmegaBall, the three-team football format IIT Madras introduced on 17 April 2026. The explicit design goal is lower space and infrastructure requirements than conventional basketball, so that rural and government schools can adopt it, which makes it a usable example of frugal innovation applied to sport.

Environment

UNCCD COP17 concludes at Ulaanbaatar; India argues for pastoralist-led rangeland restoration. COP17 ran from 17 to 28 August 2026 at Ulaanbaatar, Mongolia, under the theme “Restoring Land. Restoring Hope.” with 197 Parties. On 26 August, Union Minister Bhupender Yadav addressed the Ministerial Dialogue on the Restoration of Rangelands and the Well-being of Pastoralist Communities, with the key formulation that successful restoration begins with pastoralists as custodians, not merely beneficiaries. India’s stated pillars were science, secure tenure and community stewardship, and India’s rangelands were enumerated as Himalayan pastures, Central Indian savannas, the arid Thar, Kachchh and the Southern sholas. The COP falls within the UN International Year of Rangelands and Pastoralists.

A sourcing caution. The “Ulaanbaatar Declaration” widely associated with COP17 was adopted at the Mayors’ Forum from 20 to 22 August, a sub-event, under the title Local Leadership for Land Resilience. It should not be presented as the COP17 plenary outcome document. The plenary close on 28 August instead announced a restoration and drought portfolio of about 1.3 billion dollars across 23 countries.

The Indian analytical angle is sharp: India’s grasslands are classified as “wastelands” in revenue records, which is the single largest structural driver of their diversion, so the tenure argument India made at Ulaanbaatar cuts against its own land-classification system. UNCCD is one of the three Rio Conventions with the UNFCCC and the CBD, adopted 1994, in force 1996, Secretariat at Bonn. India hosted COP14 at New Delhi in 2019 and issued the Delhi Declaration; India’s Land Degradation Neutrality pledge is to restore 26 million hectares of degraded land by 2030.

Economy and Governance

Onion and sugar price management. The government reported calibrated release of onion buffer stock to moderate seasonal price pressure, and stated that ex-mill sugar prices had fallen about 20 per cent with retail beginning to follow. Useful GS3 material on buffer stocks and price stabilisation, and directly relevant to the sugar editorial in this edition.

Per Drop More Crop. A backgrounder issued 29 August records 115 lakh hectares under micro-irrigation as of July 2026, with Rs 8,123.24 crore in central assistance over three years, at 55 per cent assistance for small and marginal farmers and 45 per cent for others, capped at 5 hectares per beneficiary with repeat assistance after seven years. Context: over 80 per cent of India’s water goes to irrigation, and only about half the net sown area is irrigated.

Compressed biogas pricing under GOBARdhan. A clarification issued 29 August sets the CBG price at Rs 2,110 per MMBtu, against the earlier linkage to 85 per cent of CNG retail, approximately Rs 1,478 per MMBtu, with affordability support of Rs 10 per kg, about Rs 215 per MMBtu, giving an effective Rs 1,895 per MMBtu. This implements the GOBARdhan National Unified CBG Scheme, whose inception was the Cabinet approval of 6 August 2026, with an outlay of Rs 23,731 crore.

PRIP scheme second call. The Promotion of Research and Innovation in Pharma and MedTech scheme, with an outlay of Rs 5,000 crore under the Department of Pharmaceuticals, opened a second call on 28 August, supporting early-stage projects from TRL 1 to 3 up to Rs 5 crore per project.

Malaria elimination review. A high-level review on 28 August recorded that malaria cases and deaths declined by nearly 80 per cent between 2015 and 2025, that high-burden districts fell from 155 to 33, and that 160 districts reported zero indigenous malaria cases during 2022 to 2025. Target: elimination by 2030. The nodal body is the National Centre for Vector Borne Diseases Control (NCVBDC). WHO certifies a country malaria-free after three consecutive years of zero indigenous cases, so imported cases still count against certification.

PM SVANidhi completes one year since restructuring, with expanded credit and digital inclusion for street vendors, reported 27 August.

NHRC takes suo motu cognizance on 28 August of reported deaths of at least 60 newborns in the first three weeks of August 2026 at Malda Medical College, West Bengal, and of the non-serving of mid-day meals to Classes VI to VIII at a government school in Ballia, Uttar Pradesh. The NHRC is a statutory body under the Protection of Human Rights Act, 1993.

Higher judiciary appointments were notified for the Calcutta High Court and the Himachal Pradesh High Court on 28 and 27 August respectively, under the Article 217 route through the collegium system.

Persons in News

King Harald V of Norway died on 28 August 2026, aged 89, at Oslo University Hospital, having been hospitalised since 17 August. Europe’s oldest reigning monarch, he acceded on 17 January 1991 on the death of his father Olav V and reigned 35 years. He was immediately succeeded by his son as King Haakon VIII. Norway is a constitutional monarchy with the Constitution of 17 May 1814, among the oldest written constitutions still in force, a unicameral Storting, and absolute primogeniture adopted by amendment in 1990. Norway is not an EU member but is in the EEA and Schengen, and was a NATO founding member (1949). For India: Norway administers Svalbard under the 1920 Svalbard Treaty, to which India is a party, and India’s Arctic research station Himadri is at Ny-Alesund, Svalbard, established in 2008. India holds Observer status on the Arctic Council and released its Arctic Policy in 2022.

Yayoi Kusama, the Japanese artist known as the queen of polka dots, died on 14 August 2026, aged 97. The death was publicly announced on 26 and 27 August, which is why it falls in this edition’s window, and the two-week gap is the context every answer should carry. Born 22 March 1929 at Matsumoto, Nagano Prefecture, she moved to the United States in 1957, settling in New York in 1958, and became central to the 1960s avant-garde and Pop Art scenes. She returned to Japan in the 1970s and from 1977 until her death lived voluntarily in a Tokyo psychiatric hospital while maintaining a studio and painting daily. Signature works: polka-dot motifs, the repetitive Infinity Net paintings, pumpkin sculptures and immersive Infinity Mirror Rooms.

⚠️ Date precision, and the historical detail matters. She died on 14 August; the death was announced on 26 and 27 August. Writing “died on 27 August” is an error. Her practice, which she described as transcribing hallucinations experienced since childhood, is a strong GS4 illustration of mental illness reframed from stigma into creative agency, with a direct link to India’s Mental Healthcare Act, 2017 and its shift from custodial control to a rights-based framework.
