Two Different Numbers, Not a Contradiction

Coverage of this Atlas often conflates two figures that measure genuinely different things, and getting the distinction right is the analytical core of understanding India’s land-degradation problem. The 97.85 million hectares (9.78 crore ha) figure is the total degraded and desertified area, roughly 29.7 percent of India’s total geographical area of 328.72 million hectares, covering land degraded by any process, natural or human. Within that broad category, a much narrower and separately classified figure, 6.38 lakh hectares, refers specifically to land degradation the Atlas attributes to identifiable human-induced drivers: deforestation, overgrazing, intensive mono-cropping, unregulated groundwater extraction, and industrial effluent disposal. These are not competing estimates of the same thing; the second is a scientifically distinct sub-category nested inside a much larger total that also includes degradation from wind and water erosion, salinity, and other natural or semi-natural processes acting over decades. Reading the smaller figure as “the real number” and the larger one as exaggeration, or vice versa, both misread what the Atlas actually measures.

The trend over time is the more worrying data point regardless of which figure is emphasised. Total degraded area rose from 94.53 million hectares (28.76 percent) in the 2003-05 assessment to 96.40 million hectares (29.32 percent) in 2011-13, and to 97.85 million hectares (29.7 percent) in 2018-19, a consistent upward trajectory across three successive assessment cycles rather than a one-off reading.

Where It Concentrates

Degradation is heavily skewed toward a handful of states, largely tracking arid and semi-arid geography. Rajasthan leads with 21.24 million hectares degraded, followed by Maharashtra (14.31 million ha), Gujarat (10.25 million ha), Ladakh (7.11 million ha), and Karnataka (6.96 million ha). This concentration is not incidental. Rajasthan’s Thar desert and Ladakh’s cold-desert terrain are naturally arid; Maharashtra, Gujarat and Karnataka’s Deccan-plateau tracts combine low and erratic rainfall with decades of groundwater-intensive agriculture, which is precisely the kind of setting where natural aridity and human land-use pressure compound each other.

The Land Degradation Neutrality Framework

India’s institutional response sits inside the global Land Degradation Neutrality (LDN) framework under the UN Convention to Combat Desertification (UNCCD), a target under Sustainable Development Goal 15.3 that aims for no net loss of productive land. At the UNCCD COP-14, hosted in New Delhi in September 2019, India raised its own restoration ambition from 21 million hectares to a pledge of restoring 26 million hectares of degraded land by 2030. India was among the earliest UNCCD parties to commit to becoming land-degradation-neutral, alongside roughly 122 of the convention’s member countries that have made similar pledges.

The domestic delivery mechanism runs primarily through NICRA, which now carries out district-level climate-vulnerability assessment across 651 predominantly agricultural districts using IPCC-aligned protocols. Of these, 310 districts have been identified as climate-vulnerable, split into 201 “highly vulnerable” and 109 “very highly vulnerable” districts, and District Agriculture Contingency Plans have been prepared for all 651. On the ground, climate-resilient technologies, drought-tolerant seed varieties, water-harvesting structures, agroforestry models, have been demonstrated through Krishi Vigyan Kendras in 448 Climate Resilient Villages spread across 151 climatically vulnerable districts in 28 States and Union Territories. MGNREGS convergence, watershed development programmes, and large-scale afforestation drives such as the Green Credit Programme feed into the same restoration target, using rural employment guarantee funds to finance land treatment works at scale.

The Argument

The case for treating nearly 30 percent degradation as a genuine crisis. Land degradation directly threatens agricultural productivity and rural livelihoods in a country where a large share of the workforce still depends on farming and allied activities. When productive land shrinks, the downstream effects compound: falling crop yields push farmers toward marginal land or migration, groundwater over-extraction accelerates as farmers chase yield on degrading soil, and the cycle reinforces itself. A three-cycle rising trend, not a static or improving number, signals that existing interventions have not yet been sufficient to reverse the underlying pressure, whatever their scale on paper.

The counter to engage. A blunt “29.7 percent of India is degraded” headline risks overstating the crisis if read without the human-induced sub-classification, because a meaningful share of that total reflects long-standing natural aridity in desert and cold-desert biomes that predates any current policy failure and is not straightforwardly reversible through restoration programmes. The 6.38 lakh hectare human-induced figure, while itself concerning, is a far smaller and more tractable policy target than the headline 97.85 million hectare number, and conflating the two can lead to either misdirected alarm or a mismatch between the scale of the problem being cited and the scale of the intervention being proposed.

Balanced verdict. Both figures deserve attention on their own terms rather than being collapsed into one. The 97.85 million hectare total is the right number for assessing overall land-health monitoring, disaster-risk planning, and long-run agricultural-productivity forecasting. The 6.38 lakh hectare human-induced figure is the right number for evaluating whether specific policy levers, groundwater regulation, grazing management, cropping-pattern diversification, are working, since that is the portion of degradation current policy can most directly influence. Judged against a 26-million-hectare restoration pledge by 2030, NICRA’s district-level vulnerability mapping and village-level technology demonstration are appropriately targeted in design, but their footprint, 448 villages across 151 districts, remains modest set against 310 identified vulnerable districts nationally, and the honest assessment is that the programme’s reach will need to scale considerably to be commensurate with the target it serves.
