Balanced verdict. The security logic behind the 1 km hard restriction is difficult to contest, a fully unmonitored construction-free buffer immediately along a contested or sensitive line is a reasonable minimum. The harder question is how efficiently the 1 to 50 km clearance process functions in practice for projects like Khavda that were conceived and are being executed at a scale and pace the clearance regime was not originally built around. Whether this becomes a manageable additional step or a meaningful drag on India’s renewable rollout will depend on clearance turnaround times that are not yet visible in the reporting, and that is the detail to track as the first projects move through the new process.
