The Finance Commission recommends the size of the SDRF corpus for each state for its award period, which is why a change of this kind originates in a Finance Commission recommendation rather than in a ministry circular.
What Changed
The notified calamity list now reads: cyclone, drought, earthquake, flood, tsunami, avalanche, cloudburst, landslide, hailstorm, fire, frost and cold wave, pest attack, heatwave and lightning.
The change follows a recommendation of the Sixteenth Finance Commission, whose report was submitted on November 17, 2025, and whose award period is 2026-31. The Commission cited rising frequency, intensity and mortality linked to climate change.
The Distinction That Carries the Weight
Before this change, heatwave relief was not impossible. It was discretionary and capped.
- A notified calamity attracts SDRF and NDRF assistance as of right, under the operational guidelines, as a first charge on the fund.
- A local disaster is one a state may declare within its own jurisdiction, spending up to 10 per cent of its annual SDRF allocation on it, at its discretion.
Heatwave sat in the second category. A state that wanted to fund heat relief had to do it out of a capped discretionary window that also had to cover every other locally declared disaster, and it competed against politically more visible events. Notification moves heat and lightning out of that window into first-charge status.
This “notified calamity versus local disaster” distinction is the single most examinable point in the topic.
Why Heat Is Different From Every Other Item on the List
Every other notified calamity is sudden, visible and spatially bounded. A cyclone has a landfall point and a time. A flood has an extent that can be mapped. Damage is countable: houses destroyed, hectares inundated, lives lost in an identifiable event.
Heat has none of these properties.
It kills slowly and indirectly. Heat stress precipitates cardiac events, renal failure and stroke. The death certificate records the cardiac event. Heat appears nowhere in the record. Official heat mortality counts are therefore almost certainly a severe undercount: the context figure of at least 20 heatstroke deaths and 4,853 heatstroke cases between March 1 and July 26, 2026 reflects what was coded as heatstroke, not what heat caused.
It kills selectively. Mortality concentrates among outdoor informal workers, the elderly, and residents of dense settlements with high thermal mass and no cooling. These are the groups least likely to have documentation, a death certificate stating a cause, or an established claim to compensation.
It is not spatially bounded. A heatwave covers several states for weeks. There is no damage boundary to survey.
The Consequence: Notification Is Necessary but Not Sufficient
The money will now exist as a first charge. Whether it moves depends on three things the notification does not itself supply.
A cause-of-death attribution protocol. Without a standardised method for attributing a cardiac or renal death to heat exposure, there is no defensible basis on which a district administration can pay compensation. Relief funds require an enumerated beneficiary.
A declaration threshold that reflects humidity. The IMD’s heatwave criteria are built on dry-bulb temperature departures from normal. Human heat mortality is driven by the combination of heat and humidity, because evaporative cooling through sweat fails when ambient humidity is high. A humid 38 degrees kills more effectively than a dry 44. Wet-bulb globe temperature thresholds capture this; dry-bulb thresholds do not, and a coastal heat emergency can therefore fail to meet a declaration threshold that an inland one clears.
Compensation rules that reach informal workers. Relief disbursement assumes documentation: identity, residence, and a certified cause. The population most exposed is the population least able to produce these.
The way forward that an answer should propose: wet-bulb globe temperature thresholds for declaration, a standardised heat-attribution protocol for mortality, and statutory status for Heat Action Plans under the Disaster Management Act, which currently remain advisory documents prepared by cities and states without binding force.
