The Rare Earth Permanent Magnet scheme is a targeted industrial-policy instrument approved November 2025, carrying an outlay of Rs 7,280 crore, aimed at building domestic manufacturing capacity for sintered rare-earth permanent magnets used in EV motors, wind turbines, electronics, defence systems and precision machinery, targeting 6,000 tonnes a year of integrated capacity. Unlike most of India's other critical-minerals instruments, which are weighted toward exploration and overseas acquisition, this scheme sits at the midstream-to-downstream end of the value chain, directly subsidising conversion of processed rare-earth material into a finished, high-value component. Its significance is sharpened by China's dominance in rare-earth refining, over 90 per cent global share, which gives it substantial leverage over downstream magnet supply. A domestic Indian manufacturing capability, even if dependent in its early years on imported refined feedstock, reduces exposure to that single-supplier chokepoint for a component with direct defence and clean-energy applications.
