Why an advisory matters commercially. Foreign travel advisories are guidance from a state to its own citizens on the perceived risk of travel to a destination. 1. The tourism argument is well-rehearsed; the handicraft argument is where the numbers move. Tourism is the salient sector for public discussion, and a review of the advisory would matter for footfalls, hotel occupancy and airline capacity. But the marginal effect on the region’s external earnings is larger in handicrafts, where the price at which a shawl or carpet sells abroad is set by what an intermediary decides to charge, and where a site visit compresses that chain.
2. Provenance is the technical hinge of the piece. Pashmina and hand-knotted carpets are graded by origin, weave density and materials in ways that a written specification does not fully convey. A wholesale buyer looking at inventory in Srinagar can verify provenance directly and pay accordingly. The same buyer working from a Dubai showroom is buying an intermediary’s claim about provenance, and pays a discount reflecting the residual doubt.
3. Market intelligence is the second lost value. In a functioning export sector, buyers bring back information: which colour is selling, which size range is under-represented, which competitor is pricing where. When a chain routes through wholesalers, the producer sees only the wholesaler’s standing order. A restoration of buyer visits restores the information flow, and it is the information flow that lets producers move upmarket over time.
4. The advisory is a market signal as well as an instrument. Even if a US review does not immediately change buyer behaviour, it registers as evidence that internet blackouts and transport disruption have receded to a level compatible with commercial travel. That is a form of assurance which domestic communication does not produce, because domestic assurance is discounted for interest. A foreign government’s risk classification is priced at face value by the market.
5. The right posture is data, not advocacy. The counter-view that a foreign advisory is a foreign government’s duty of care is correct, and the answer to it is not to campaign for a favour. It is to publish a small set of metrics from Srinagar, handicraft export value, wholesale-buyer visits, internet uptime, that any advisory-issuing government can periodically match against its own risk assessment. The same trail should be offered to the European Union, the United Kingdom and Australia, so that the exercise is not read as a single-country favour.

India’s work is to publish the metrics, handicraft export value, wholesale-buyer visits, internet uptime, that let any advisory be periodically reviewed against evidence, and to offer the same trail to every advisory-issuing government. The instrument follows the evidence, not the campaign.
How to Think About This
When a diplomatic instrument produced by one country affects an economic outcome in another, resist the reflex to demand or deny. Ask what the instrument is answering: a travel advisory is answering a duty-of-care question, and it moves when the duty-of-care assessment moves. The productive strategy is to shape the input to the assessment, publishing risk-relevant metrics, and to let the instrument track them. That posture also works with every other government that has an advisory outstanding, which is why it is a policy answer rather than a lobbying answer.
