Background and Context
The trigger for the piece. On 26 August 2026 the Bhote Koshi wall of water on the Nepal-China border killed hundreds and destroyed the Rasuwagadhi corridor, illustrating what happens when a transboundary river event outruns any warning system.
The river and its geography. The Brahmaputra rises in western Tibet as the Yarlung Tsangpo, flows east across the Tibetan Plateau, turns south at the Great Bend, and enters Arunachal Pradesh, an integral part of India, as the Siang before becoming the Brahmaputra in Assam. India is the largest downstream country of the Tibetan Plateau, described as the water tower of Asia.
The architecture that exists. Two memoranda of understanding, on the Brahmaputra in 2002 and on the Sutlej in 2005, together in the order of a crore of rupees a year, cover flood-season data-sharing. A consultative Expert Level Mechanism established in 2006 provides the discussion forum. Both countries stand outside the 1997 UN Watercourses Convention: China voted against, India abstained.
The record of the mechanism. After the 2017 Doklam standoff, China stopped sharing Brahmaputra data. After the 2020 Galwan clash, in which twenty Indian soldiers were killed, data was withdrawn again. The MoU lapsed in June 2025 and has not been renewed.
The escalation. In July 2025 China broke ground on the Medog project at the Great Bend of the Yarlung Tsangpo, planned at a nameplate capacity of 60 gigawatts, which would be the largest hydropower project in the world. Bangladesh, downstream of both India and China, sought details in early 2026 and has not received a substantive response. The Chief Minister of Arunachal Pradesh has publicly described the project as an existential threat to the tribes of the Siang valley.
The domestic analogy in the piece. The column does not offer the Indus as a supportive analogy for India. It offers it as a charge of inconsistency: India placed the Indus Waters Treaty in abeyance and restricted data to Pakistan after the Pahalgam terror attack, and the column puts it that the logic India faces on the Brahmaputra is the logic it practises on the Indus. Represent that as the author’s argument, not as India’s case.
The Analysis
1. The architecture is unusually thin for a river system of this importance. Every major shared river system in the world has a joint river commission of some standing, from the Mekong to the Nile to the Danube. The Brahmaputra between India and China has flood-season memoranda and a consultative mechanism. The absence of a standing body means every crisis has to be renegotiated on its own terms, which is the opposite of what a river system needs.
2. The mechanism’s record is one of political discretion, not institutional continuity. Data-sharing has been suspended twice in less than a decade, after Doklam and after Galwan, and the memorandum lapsed in June 2025. A river-management body should not be so easily suspended. The reform, automated telemetry with reduced political discretion, is the technically obvious move; that it has not happened is a diplomatic fact rather than a technical one.
3. The Medog project changes the scale of the question. A sixty-gigawatt project at the Great Bend of the Yarlung Tsangpo is unprecedented. It will alter sediment loads, seasonal flow regimes, and potentially the biological pulse of the river as it enters Arunachal Pradesh. Reservoir impoundment and diversion in a seismically active zone raises additional concerns about downstream safety in the event of a dam-safety event.
4. Bangladesh’s position is analytically important and often omitted. Bangladesh is the second downstream country in this system, and it sought details on Medog in early 2026 without a substantive response. That gives India a co-riparian to work with in any multilateral advocacy, and turns the exercise from a bilateral irritation into a downstream case with two petitioners.
5. The Indus analogy is the column’s sharpest move, and it cuts against India. India’s placing of the Indus Waters Treaty in abeyance after the Pahalgam terror attack is, in that basin, an assertion of upstream leverage. In the Brahmaputra basin India is the downstream party and the leverage runs the other way. The column uses the contrast to argue that India cannot ask of China what it declines to offer Pakistan. An answer should report that argument accurately, and may then set against it the Government of India’s position that the abeyance is a response to sustained cross-border terrorism and a question of treaty obligations in the face of that conduct, which is a distinct matter from the hydrology of an unrelated basin.

⚠️ Watch the trap: Two Nepali rivers carry the name Bhote Koshi, and both sit on the Nepal-China border, so the border is not the discriminator. The district is. The Bhote Koshi of Sindhupalchok, at the Kodari and Tatopani crossing, belongs to the Koshi system draining to the Ganga. The Bhote Koshi of Rasuwa, at the Rasuwagadhi crossing, is an upper reach of the Trishuli and belongs to the Gandaki basin. The 26 August 2026 disaster occurred in the Rasuwa corridor and is therefore a Gandaki-basin event, not a Koshi-basin one. Answers routinely conflate them.
The Debate
FOR (the framework has to be rebuilt): Rivers of this scale cannot be managed by memoranda that lapse. Automated year-round data-sharing, a standing Expert Level Mechanism with a written work programme, and a downstream case pressed alongside Bangladesh are the moves that would be routine in any other basin. The Medog project makes them urgent.
AGAINST (the boundary problem sets the ceiling): Transboundary water arrangements between India and China have never been the vehicle by which the boundary problem could be managed. Insisting on a treaty framework in the Brahmaputra will produce an unrewarding negotiation, and the correct response to Medog is domestic, hydrological modelling, embankment and warning investment in Arunachal Pradesh, and diplomatic use of the Indus precedent in reverse.
Balanced verdict: Both are partly right. The framework has to be rebuilt where it can be, automated telemetry, standing mechanism, work programme, and the domestic investments have to proceed regardless. A downstream case pressed through channels India accepts as valid from Pakistan upstream in the Indus is a defensible claim, and it is the one this basin now needs.
How to Think About This
The instinct on a transboundary river question is to reach for treaty language, the Watercourses Convention, prior notification, no significant harm. The productive move is to work with the actual instruments in this basin, thin as they are, and to ask which of them can be technicalised out of political discretion. Automated telemetry is a small reform; a standing Expert Level Mechanism is a slightly bigger one; a work programme with Bangladesh is the multilateralisation. None of them requires solving the boundary problem, which is what has held the basin hostage.
