Background and Context
The region. Rayalaseema is the southern region of Andhra Pradesh. Since the district reorganisation of 4 April 2022, which took the state from 13 districts to 26, it comprises eight districts, that is, Kurnool, Nandyal, Anantapur, Sri Sathya Sai, YSR Kadapa, Annamayya, Tirupati and Chittoor; before 2022 it was four, namely Kurnool, Anantapur, Kadapa and Chittoor. It is historically classified as semi-arid, with rainfall well below the state and national means and among the highest levels of rural distress migration in the state.
The implementing partner. WASSAN, that is, the Watershed Support Services and Activities Network, is a civil society organisation active in Andhra Pradesh, Telangana, Odisha and other states on rain-fed agriculture, agroecology and community-managed natural resources.
The practices in one line. Vegetable farmers combine flower borders, companion crops, farm ponds, tree cover, staggered planting and organic ground cover, including discarded cotton sarees, alongside conventional vegetable cultivation, to restore pollination, pest-control and moisture-retention services.
The macro frame. The Government of India has run Paramparagat Krishi Vikas Yojana (PKVY) since 2015 for cluster-based organic farming and the Mission Organic Value Chain Development for the North Eastern Region (MOVCDNER) for the northeast, with Bharatiya Prakritik Krishi Paddhati (BPKP), that is, natural farming, added later, all under the Ministry of Agriculture and Farmers’ Welfare.

1. The invisible harvest is the point. A narrow strip of zinnias along a vegetable field brings bees, hoverflies and ladybird beetles. A raised bed covered with an old cotton saree stays cool and moist beneath, while exposed soil outside hardens under summer heat. None of these will appear in a harvest record. The bee will not be weighed, the spider will not be sold, and the fungi under the soil will never feature in a production report. Yet the harvest that is weighed and sold is a downstream product of the invisible one.
2. The design principle is functional stacking, not aesthetic diversity. Each farm element carries more than one role. A pond irrigates and provides drinking water and habitat for birds and insects. A tree shades, feeds pollinators, drops organic matter and hosts nests. A flowering border feeds pollinators before the vegetables flower and beneficial predators after the harvest. Staggered planting keeps something in bloom across the season. Companion crops create habitat for spiders that regulate pest populations. The crop remains at the centre; it no longer stands alone.
3. Landscape simplification is what is being reversed. As agricultural landscapes have been simplified, trees have disappeared from field boundaries, flowering plants have been removed, and bare soil has become common. Some of the ecological functions lost have been replaced with external inputs, that is, fertilisers for nutrients, pesticides for pest control, and plastic sheets for ground cover. These interventions address immediate problems and impose recurring costs. Rebuilding ecological relationships is not opposed to yield; it lowers the recurring cost of maintaining it.

FOR (invest in ecological relationships): The costs are low, the services rebuilt are structural rather than seasonal, and smallholders on marginal lands cannot afford the recurring bill for fertilisers, pesticides and plastic mulch that intensive monoculture generates. Ecosystem services are already valued at multiples of the GDP contribution of the sectors that depend on them, and their loss is one of the standing costs of agricultural intensification.
AGAINST (yield gaps still bind): India’s dryland productivity gap will not close through flower borders alone. Public investment must continue to prioritise irrigation, seed systems, mechanisation and storage; agroecology is a complement, not a substitute, and framing it as the answer risks under-investing in the harder infrastructure the sector still lacks.
Balanced verdict: Agroecology and productivity are not opposed; they are sequenced. On marginal, rain-fed lands where the productivity of intensification is capped by water and soil, agroecological design is likely to lift both resilience and net income by lowering recurring costs. On assured-irrigation lands, the two must be pursued together, with input intensity moderated rather than eliminated. The policy content is convergence, that is, PKVY and BPKP clusters linked to MGNREGA watershed works and Micro Irrigation Fund support, with ecosystem services costed into scheme evaluation from the start.
How to Think About This
For any question on rural resilience, apply a two-step check. First: which recurring costs does the farmer currently pay to substitute for a function nature used to provide? Fertiliser stands for lost soil biology, pesticide for lost predator habitat, plastic mulch for lost ground cover, tanker water for lost aquifer recharge. Second: which of those functions can be internalised on the farm without displacing the marketed crop? The answer set is small, specific and cheap, that is, flower borders, tree bunds, farm ponds designed for habitat, companion crops, organic ground cover. The gap between the recurring cost paid and the cheap internalisation available is the returns to agroecological design, and it is where policy should look for measurable, farmer-facing results.
