Groundwater sustained the Green Revolution. Because electricity for agriculture was made free or charged at a flat rate unrelated to consumption, the marginal cost of running a pump for one more hour fell to zero. Water became, in economic terms, a free good, and a free good is used until it runs out. Over decades, the water table in intensively farmed regions has fallen from a few metres below the surface to hundreds of feet down in the worst-hit districts.

Follow the incentive, not the intention. The free-power subsidy was meant to support farm incomes, a good aim, but its unintended effect is to price water at zero and invite its exhaustion. The analytical skill is to see the resource, the energy tariff and the crop pattern as one coupled system, so that a fix in isolation fails. Metering power without offering farmers an alternative punishes them; changing crops without water pricing does not stick; community governance without demand restraint is toothless. Way Forward
- Decouple support from pumping. Government should replace unlimited free power with direct income or metered support tied to a sustainable quota, so farmers keep their benefit while the incentive to over-pump is broken, as pilot direct-benefit models have shown.
