🗞️ Why in News Beyond the deep dives on UDAN at ten and the SCO Council of Heads of Government in Dushanbe, the 21 October 2026 roundup covers Police Commemoration Day, which is observed every year on 21 October in memory of the ten policemen killed at Hot Springs, Ladakh, and a Ministry of Power review with Saudi Arabia of the proposed India-Saudi Arabia electrical interconnection.
Police Commemoration Day: Hot Springs and the National Police Memorial
Police Commemoration Day is observed every year on 21 October. The Ministry of Home Affairs said in a release of 19 October 2026 that Union Home Minister and Minister of Cooperation Amit Shah will pay homage to the martyrs at the National Police Memorial (NPM) in New Delhi on Wednesday, 21 October 2026. As per custom, the Union Home Minister will preside over the main function.
Why 21 October
On 21 October 1959, ten policemen “laid down their lives in an ambush laid by heavily armed Chinese troops at Hot Springs, Ladakh”, the Ministry’s release recalls. Since then, the day has been observed as Police Commemoration Day every year.
The 2026 programme (scheduled)
- Main function: a joint parade of the Central Armed Police Forces (CAPFs) and Delhi Police at the NPM. The Union Minister of State (Home), MPs with a police background and the heads of the CAPFs and Central Police Organisations (CPOs), among others, will also lay wreaths. The Home Minister will address the assembly, and the programme will close with a wreath at the altar dedicated to the martyrs of Hot Springs.
- Motorcycle rally: the Home Minister will flag off a rally of about 90 police riders from nine States and UTs (Jammu and Kashmir, Ladakh, Himachal Pradesh, Uttarakhand, Uttar Pradesh, Punjab, Haryana, Chandigarh and Delhi), the CAPFs (CRPF, CISF, BSF, SSB, ITBP and NSG) and some CPOs (RPF, NDRF and NIA). It is part of a nationwide rally themed ‘Fight Against Drugs’, whose riders from all States, UTs and Central Forces will reach Ekta Nagar, Gujarat, to join the Ekta Parade on 31 October 2026.
- Remembrance events: from 22 to 30 October, the CAPFs and CPOs will hold commemorative events at the NPM, including visits by the families of martyrs, police band displays, a Run for Martyrs and blood donation camps. Police forces across the country will hold similar programmes in this period.
The National Police Memorial
| Feature | Detail |
|---|---|
| Location | Chanakyapuri, New Delhi |
| Dedicated to the nation | By Prime Minister Narendra Modi on Police Commemoration Day, 21 October 2018 |
| Central Sculpture | A 30-foot-high granite monolith cenotaph |
| Wall of Valour | Engraved with the names of police personnel who laid down their lives in the line of duty since Independence |
| Museum | A “historical and evolving exhibition on policing in India” |
| Public access | Open on all days except Mondays; the CAPFs hold a band display, parade and retreat ceremony every Saturday and Sunday evening |
At the 2018 dedication, the Prime Minister also honoured the three surviving members of the Hot Springs incident and announced an award in the name of Netaji Subhas Chandra Bose for police and paramilitary personnel involved in disaster response operations, the Prime Minister’s Office said at the time.
Why it matters
The day links a 1959 incident in Ladakh to the police forces of today: the ten killed at Hot Springs were policemen, and the NPM honours police personnel killed in the line of duty since Independence. For Mains, it is a peg for the role of the State police, the CAPFs and the CPOs in internal security, and for the recognition owed to personnel killed on duty and to their families.

India-Saudi Arabia Electrical Interconnection: Progress Reviewed
In a release of 19 October 2026, the Ministry of Power said that Power Secretary Pankaj Agarwal held a virtual bilateral meeting with Eng. Nasser Al-Qahtani, Saudi Arabia’s Assistant Minister of Energy for Electricity Affairs, to review the progress of the India-Saudi Arabia Electrical Interconnection initiative and to explore ways of strengthening cooperation in the power sector.
- Status: the discussions focused on “the progress of the proposed electrical interconnection between India and Saudi Arabia”. The two sides exchanged views on the way forward and stressed sustained engagement to advance the initiative. The release records no decision on the project.
- The Saudi agenda: the Saudi side expressed interest in cooperation on Extra High Voltage (EHV) transmission systems, the technical and operational challenges of a higher penetration of renewable energy in the grid, the growing power needs of emerging data centres, and updating grid codes.
- Wider cooperation: the two sides also explored technical collaboration, knowledge sharing and the exchange of best practices in the power sector, and “reaffirmed their commitment to maintaining constructive dialogue”.
How the initiative has moved since 2023
| When | Where | Instrument | Signed or witnessed by |
|---|---|---|---|
| 10 September 2023 | New Delhi | MoU on energy cooperation; its areas include “Electricity and Grid Interconnection between the two countries” | Signed by R.K. Singh and Prince Abdulaziz bin Salman Al-Saud |
| 8 October 2023 | Riyadh, on the sidelines of MENA Climate Week | MoU in Electrical Interconnections, Green/Clean Hydrogen and Supply Chains | Signed by R.K. Singh, then visiting as Union Minister for Power and New and Renewable Energy, and Saudi Energy Minister Abdulaziz bin Salman Al-Saud |
| October 2024 | Riyadh, during the Commerce and Industry Minister’s visit of 29 and 30 October | Feasibility Agreement between Central Transmission Utility of India Ltd. (CTUIL) and the Saudi National Electricity Transmission Company (National Grid) | Witnessed by Piyush Goyal and Prince Abdulaziz bin Salman Al Saud, who co-chaired the 2nd Ministerial Meeting of the Economy and Investment Committee under the India-Saudi Arabia Strategic Partnership Council (SPC) |
The Riyadh MoU of October 2023 aims at a general framework for cooperation in electrical interconnection and the “exchange of electricity during peak times and emergencies”. The Ministry of Power lists its grid-interconnection agreements with Saudi Arabia and the UAE under One Sun One World One Grid (OSOWOG).
Why it matters
The interconnection is still a proposal: the meeting reported on 19 October was an official-level review, not a new agreement. The two 2023 MoUs and the 2024 Feasibility Agreement are the instruments to remember, and the Saudi agenda (EHV transmission, renewable integration, data-centre demand and grid codes) shows the technical questions a cross-border grid link must answer.

- On 21 October 1959, ten policemen were killed at Hot Springs, Ladakh, in an ambush by heavily armed Chinese troops.
- The National Police Memorial, Chanakyapuri, New Delhi, was dedicated to the nation by PM Narendra Modi on 21 October 2018.

- The Wall of Valour bears the names of police personnel who laid down their lives in the line of duty since Independence.
- India-Saudi MoUs, 2023: New Delhi, 10 September (energy cooperation); Riyadh, 8 October (electrical interconnections, green/clean hydrogen, supply chains).
- Feasibility Agreement, October 2024: CTUIL and the Saudi National Electricity Transmission Company (National Grid).
Prelims, the traps:
- The ten killed at Hot Springs in 1959 were policemen, which is why the day honours police personnel; a statement calling them Army soldiers is wrong.
- 21 October is Police Commemoration Day itself; the CAPF and CPO commemorative events at the NPM run from 22 to 30 October.
- The India-Saudi interconnection is still proposed: the meeting reported on 19 October 2026 was an official-level review, not a new agreement.
- Two MoUs, two cities: New Delhi (10 September 2023) and Riyadh (8 October 2023); the 2024 Feasibility Agreement was between utilities, with ministers as witnesses.
Mains, arguments and keywords:
- Police and internal security: remembrance and support for the families of personnel killed on duty sustain the morale of forces that carry internal-security risk.
- Cross-border grid links: exchange of electricity during peak times and emergencies, the aim of the October 2023 MoU, is the energy-security case for an India-Saudi interconnection.
- Keywords: EHV transmission, renewable energy integration, grid codes, data-centre demand, One Sun One World One Grid (OSOWOG).
Interview, be ready for:
- “Why does India mark Police Commemoration Day on 21 October?” Recall the Hot Springs ambush of 1959 and the NPM dedicated in 2018, and speak of what the day says about police sacrifice.
- “What would India gain from a grid link with Saudi Arabia?” Speak of peak-time and emergency exchange, renewable integration and ties with the Gulf, and note that the project is still proposed.
