Japan amended its Three Principles on Transfer of Defence Equipment and Technology on April 21, 2026, effectively removing blanket export restrictions and enabling — in principle — the transfer of all categories of defence equipment. India’s MEA welcomed the move as a boost to the Special Strategic and Global Partnership. Simultaneously, Japan proposed co-production of Mogami-class stealth frigates in Indian shipyards, and the 8th India-Japan Army-to-Army Staff Talks were held in Tokyo (April 22–24).


Japan’s Three Principles — What Changed?

Original Framework

Japan’s post-WWII pacifist constitution and three consecutive sets of principles (1967, 1976, 2014) restricted defence exports severely. The 2014 Three Principles allowed limited exports to: allies (US), UN peacekeeping, humanitarian use, and “countries that contribute to Japan’s security.”
