Why in News
Japan amended its Three Principles on Transfer of Defence Equipment and Technology on April 21, 2026, effectively removing blanket export restrictions and enabling — in principle — the transfer of all categories of defence equipment. India’s MEA welcomed the move as a boost to the Special Strategic and Global Partnership. Simultaneously, Japan proposed co-production of Mogami-class stealth frigates in Indian shipyards, and the 8th India-Japan Army-to-Army Staff Talks were held in Tokyo (April 22–24).
Japan’s Three Principles — What Changed?
Original Framework
Japan’s post-WWII pacifist constitution and three consecutive sets of principles (1967, 1976, 2014) restricted defence exports severely. The 2014 Three Principles allowed limited exports to: allies (US), UN peacekeeping, humanitarian use, and “countries that contribute to Japan’s security.”
April 2026 Amendment
| Aspect | Before (2014 principles) | After (2026 amendment) |
|---|---|---|
| Transfer scope | Limited categories; strict criteria | All defence equipment transferable in principle |
| Countries | Named partners only | Broader framework |
| End-use monitoring | Required | Retained + strengthened |
| Joint development | Limited | Explicitly enabled |
| Re-export | Prohibited without consent | Consent mechanism retained |
Net effect: Japan moves from a whitelist model (only permitted transfers) to a default-permissive model (all transfers permitted unless restricted).
Mogami-Class Stealth Frigates — What Is on Offer
The Ship
The Mogami-class frigate (30FFM class) is Japan’s latest multi-role surface combatant:
| Feature | Detail |
|---|---|
| Displacement | ~3,900 tonnes |
| Length | ~133 metres |
| Speed | 30+ knots |
| Crew | ~90 (highly automated) |
| Mission | Anti-submarine warfare (ASW), surface warfare, mine countermeasures |
| Stealth features | Low radar cross-section hull design |
| Weapons | 127mm gun; vertical launch system; torpedoes; anti-ship missiles |
The Proposal
Japan offered:
- Design transfer — India builds Mogami-class frigates in Indian shipyards
- Selected material supply — Japan supplies critical components/materials
- Technology support — potential for specific technology transfer under oversight
This would make India the first foreign country to co-produce Mogami-class frigates — a significant diplomatic signal.

Why the Partnership Has Been Slow
Despite strategic convergence (both concerned about China’s rise), defence cooperation has faced structural constraints:
- Japan’s constitutional and political reluctance on exports
- India’s preference for technology transfer vs. buying finished products
- Price competitiveness (Japanese equipment expensive)
- India’s strategic autonomy principle — diversifying supply chains
8th India-Japan Army-to-Army Staff Talks (April 22–24, Tokyo)
Topics discussed:
- Enhancing interoperability through bilateral exercises (Dharma Guardian)
- SME (Subject Matter Expert) exchanges
- Disaster response cooperation
- Regional security assessment (Indo-Pacific)
