Wildland-Urban Interface (WUI)

The wildland-urban interface is the geographic zone where houses, towns or infrastructure directly abut or are interspersed with wildland vegetation, forest, scrub or grassland, that is capable of carrying fire. It is a planning and disaster-management category rather than a purely ecological one: the same wildfire behaviour that would be an ordinary, even ecologically beneficial, event in an uninhabited landscape becomes a life-and-property emergency once it reaches a WUI, because evacuation, structure protection and firefighting resource allocation all change character once buildings are present in the fire's path. WUI expansion has been a major driver of rising wildfire disaster losses worldwide, independent of any change in fire behaviour itself, simply because more people and structures now sit where fires historically burned unimpeded. Factors driving WUI growth include suburban and exurban residential expansion into forested or scrubland areas, second-home and holiday-home development in scenic wildland settings, and, in contexts like southern Europe, rural depopulation followed by uncontrolled vegetation regrowth around villages that were previously kept clear by grazing and small-scale agriculture. Policy responses to WUI risk include zoning and building-code restrictions on construction in high-risk interface zones, defensible-space requirements (mandated vegetation clearance around structures), fire-resistant building materials, and early-warning systems tuned to interface-specific risk. The concept is increasingly relevant to India as hill-station and forest-fringe settlement expands in the Himalayan states and the Western Ghats, precisely the landscapes where climate whiplash and changing fire regimes are also intensifying underlying fire risk.
