SDGT

A Specially Designated Global Terrorist (SDGT) is a person or entity designated by the US under Executive Order 13224, signed by President George W. Bush on September 23, 2001, after the 9/11 attacks. The SDGT designation is administered jointly by the State Department (for foreign terrorist groups) and the Treasury Department's Office of Foreign Assets Control (OFAC). Effects: immediate freeze of any US-jurisdiction assets; ban on transactions by US persons with designated entities; visa denial and immigration consequences; criminal/civil penalties for material supporters worldwide where there is a US nexus. SDGT designation is immediately effective on publication in the Federal Register. It is distinct from — but often paired with — the Foreign Terrorist Organization (FTO) designation under Section 219 of the Immigration and Nationality Act, which requires 7-day Congressional notification before taking effect. The 2026 designations of Brazilian criminal organisations Comando Vermelho and Primeiro Comando da Capital (PCC) used the SDGT track for immediate effect on May 28, 2026, with FTO status to follow on June 5, 2026.
