Resource vs Reserve (Mineral Classification)

India's mineral endowment is classified under the United Nations Framework Classification (UNFC) system, adopted for the National Mineral Inventory maintained by the Geological Survey of India and the Indian Bureau of Mines. Under this system, a 'resource' refers to the total identified quantity of a mineral in the ground, established through exploration to varying levels of geological confidence, without regard to whether current technology and economics make its extraction viable. A 'reserve,' by contrast, is the specific subset of a resource that has been established as economically and technically extractable under present conditions, a much narrower and more conservative figure. The distinction has significant practical consequences for how mineral wealth is reported and understood. A large headline resource figure can create a misleading impression of national mineral abundance if it is quoted as though it were an extractable reserve. In India's case, for several critical minerals the gap between resource and reserve figures is stark: graphite resources stand at about 211.6 million tonnes, but only around 9 million tonnes, roughly 4 per cent, qualify as reserves; nickel and cobalt figures reported for India are, similarly, largely resource tonnages of low-grade ore rather than established reserves. Only for copper does India's headline figure of 163.9 million tonnes represent genuine reserves, a small fraction of the country's roughly 1,660 million tonnes of total copper resources. A further complication is that both resource and reserve figures are typically reported in terms of ore tonnage rather than contained metal, so a resource or reserve figure substantially overstates the usable quantity of the metal itself. The size of the resource-to-reserve gap is itself informative: it reflects how shallow or how deep exploration has gone, since converting a resource into a reserve requires further drilling, assay and economic feasibility work that India has historically under-invested in for several critical minerals.
