The Nuclear Command Authority (NCA) is India's apex civilian-led structure for the command and control of its nuclear weapons. Constituted by the Cabinet Committee on Security (CCS) on January 4, 2003, alongside the public release of India's Nuclear Doctrine, the NCA is the sole authority to order the use of nuclear weapons. It has a two-tier structure. The Political Council, chaired by the Prime Minister, is the only body that can authorise nuclear release. The Executive Council, chaired by the National Security Advisor (NSA), provides inputs, executes directives, and is responsible for the day-to-day stewardship of the arsenal. The Strategic Forces Command (SFC), established on January 4, 2003 under a three-star officer, is the operational arm that manages all land, air, and sea-based nuclear delivery platforms. India's 2003 Nuclear Doctrine commits the country to a credible minimum deterrent, a no-first-use (NFU) posture against nuclear-armed states, massive retaliation in case of a nuclear strike, and non-use against non-nuclear weapon states (subject to specified exceptions).
