A Maximum Residue Limit is the highest permissible concentration of a specific pesticide residue that may legally remain in or on a food commodity at the time it is offered for sale or export, typically expressed in milligrams per kilogram. The World Trade Organization's Agreement on Sanitary and Phytosanitary Measures (SPS Agreement) is the legal discipline available to contest such measures: it requires that a member's food-safety measures be based on scientific principles and not maintained without sufficient scientific evidence, and that a measure stricter than the relevant international standard set by the Codex Alimentarius Commission, the joint FAO-WHO food standards body, must be justified by a substance-specific risk assessment. For India, MRL disputes have been a recurring constraint on agricultural exports, particularly for products like basmati rice, where the European Union's tightening of the tricyclazole MRL from 1.0 ppm to 0.01 ppm, a hundredfold reduction, was linked to a sharp fall in exports to the EU.
