Bloom's Taxonomy

Bloom's Taxonomy is a hierarchical classification of cognitive learning objectives, originally developed by Benjamin Bloom in 1956 and revised in 2001 by Lorin Anderson and David Krathwohl into six levels: Remember, Understand, Apply, Analyze, Evaluate and Create. The first two levels, Remember and Understand, are generally described as 'lower-order thinking skills'; the remaining four, Apply, Analyze, Evaluate and Create, are described as 'higher-order thinking skills'. The taxonomy is widely used by educators and assessment designers to specify what a test question actually measures. A question requiring only that a student recall a memorised fact or formula tests the lowest level of the taxonomy; a question requiring the student to apply an unfamiliar concept to a novel scenario, analyse a dataset, or evaluate competing arguments tests a substantially higher level, and is correspondingly harder to answer using only memorised information, including a leaked answer key. In Indian education policy, Bloom's Taxonomy supplies the working vocabulary for NEP 2020's stated shift away from rote memorisation toward competency-based assessment, operationalised institutionally through PARAKH. It gives assessment reform a concrete design specification, distinguishing lower-order from higher-order questions, rather than leaving 'test understanding, not memory' as an unspecified slogan.
