Aggregate Technical and Commercial (AT&C) losses are India's standard composite metric for power-distribution inefficiency, combining two distinct components: technical losses, electricity physically lost during transmission and distribution due to resistance, theft (illegal tapping) and metering inaccuracy; and commercial losses, revenue lost due to billing errors, under-collection, and non-payment, even where electricity was actually delivered and consumed. AT&C losses sit at around 16 per cent nationally, a chronic, downstream-of-generation inefficiency that no amount of new generation capacity addition can offset, since the leakage occurs at the distribution and billing level, not the generation level. Discoms (power distribution companies), which purchase power and bill consumers, are typically the operational locus of AT&C losses, and reducing them requires investment in metering, billing infrastructure and anti-theft enforcement rather than in generation. AT&C losses are frequently discussed alongside Market-Based Economic Dispatch (MBED) as the two central distribution-level reform priorities in Indian power-sector policy, reflecting a broader diagnosis that India's power-sector bottleneck has shifted from generation capacity to distribution-level regulatory and operational capacity.
