Welcome to the Ujiyari Rajasthan Current Affairs notes for 28 August 2026, prepared for RPSC and other State PCS aspirants. Nominations opened for urban local body elections across 10,245 wards in the first polls held under the state’s One State, One Election framework, the Chief Minister detailed Rs 52 crore in incentives paid to 3,540 athletes, and the health department issued a swine flu alert as August cases reached 55. 1. Nominations Open for Urban Local Body Polls Under One State, One Election

Why in News: Nomination filing opened on 27 August 2026 for 10,245 wards across 309 urban local bodies in Rajasthan, the first local body elections conducted under the state’s “One State, One Election” framework.

What happened: Polling is in two phases, on 9 and 11 September 2026, with the State Election Commission deploying about 90,000 EVMs. The nomination window runs from 27 to 31 August, but papers can be filed on only three days, 27, 29 and 31 August, because 28 August is Raksha Bandhan and 30 August is a Sunday.

The State Election Commission issued circulars dated 27 August on the Model Code of Conduct, on paid news, and declaring polling day a public holiday, with a dry day in both phases. Jaipur Municipal Corporation set up 15 Returning Officer offices. Unlike the parliamentary elections, the Commission has not provided a home-voting facility for elderly or infirm electors.

Two schedules were revised: Pali Municipal Corporation moved from 9 to 11 September on account of Paryushan Mahaparv, and Fatehpur Municipal Council in Sikar moved from 11 to 9 September.

Rajasthan Relevance:

  • Prelims: 10,245 wards, 309 urban local bodies, about 90,000 EVMs, two phases on 9 and 11 September 2026. Filing days were 27, 29 and 31 August only.
  • Prelims: Urban local bodies rest on the 74th Constitutional Amendment Act, 1992, which inserted Part IXA (Articles 243P to 243ZG) and the Twelfth Schedule of 18 functions. Article 243ZA vests superintendence, direction and control of municipal elections in the State Election Commission, and Article 243K does the same for panchayats. The State Election Commissioner is appointed by the Governor and removable only in the manner prescribed for a High Court judge.
  • Prelims: Article 243U requires that elections be completed before the expiry of the five-year term of a municipality, which is the constitutional constraint any synchronisation exercise must work within.
  • Prelims: Rajasthan’s three tiers of urban local body are the Municipal Corporation, Municipal Council and Municipality, governed by the Rajasthan Municipalities Act, 2009.
  • Mains: Rajasthan’s One State, One Election for local bodies is a live sub-national test of the synchronisation argument, and the question is whether simultaneous polls improve governance continuity and reduce cost, or compress the campaign space in a way that disadvantages independents and smaller parties (GS2 devolution, local self-government, electoral reform).

2. CM Cites Rs 52 Crore in Athlete Incentives and 1.22 Lakh Government Vacancies

Why in News: CM Bhajan Lal Sharma joined the Prime Minister’s “MY Bharat, Khelo India Samvad” by video conference from Subodh PG College, Jaipur, on 27 August 2026, ahead of National Sports Day.

What happened: The Chief Minister said incentives and financial assistance of about Rs 52 crore have been provided to 3,540 athletes, and that 186 athletes who brought the state recognition have been appointed to government service. He also put over 1.22 lakh state government recruitments as pending or in process.

He referred to the Maharana Pratap Sports University at Jaipur, estimated at Rs 101 crore, to 50 Khelo India Centres in the state, and to Centres of Excellence for athletics, archery and boxing at Sawai Mansingh Stadium. Policy instruments named were the Rajasthan Youth Policy 2026, One District One Sport, the Rajasthan Target Olympic Podium Scheme and the state platform “Suyog”.

Rajasthan hosted the Khelo India University Games 2025 for the first time, across seven cities with about 7,000 athletes from 222 universities, and finished third nationally with 60 medals at the Khelo India Youth Games 2025.

A timing note. Although the programme was reported as marking National Sports Day, it was held on Thursday 27 August, two days before the 29 August observance.

3. Pashupatinath Air Pilgrimage Suspended After the Nepal Disaster

Why in News: The Rajasthan government suspended the Pashupatinath air pilgrimage until 31 August 2026 on 27 August, following the flood disaster in Nepal, and issued helpline numbers.

What happened: The pilgrimage is operated under the Devasthan Department’s senior-citizen air-travel scheme, which flies elderly pilgrims to designated shrines at state expense. The Pashupatinath temple stands at Kathmandu on the Bagmati river.

Rajasthan Relevance:

  • Prelims: Suspension until 31 August 2026, announced 27 August, with helpline numbers issued. The scheme is administered by the Devasthan Vibhag, the Devasthan Department of the Government of Rajasthan.
  • Prelims: The Pashupatinath temple is at Kathmandu, Nepal, on the Bagmati river, and is a UNESCO World Heritage Site as part of the Kathmandu Valley inscription.
  • Prelims: The Nepal disaster of 26 August 2026 occurred in Rasuwa district, on the Bhote Koshi which is the upper Trishuli, in the Gandaki basin. It is not connected to the Bagmati on which Pashupatinath stands, so the suspension is a precaution about travel conditions in Nepal generally rather than about the temple site itself.
  • Mains: State-sponsored cross-border pilgrimage schemes create a consular and disaster-response obligation for a sub-national government that has no independent foreign-affairs machinery, since foreign affairs is a Union subject under the Union List (GS2 centre-state relations, GS3 disaster management).

4. Free Roadways Travel for Women and Girls on 28 and 29 August

Why in News: The Chief Minister announced 48 hours of free travel for women and girls on Rajasthan State Road Transport Corporation (RSRTC) buses on 28 and 29 August 2026 for Raksha Bandhan, effective from midnight of 27 and 28 August.

What happened: The concession is valid only within Rajasthan’s state boundaries. Additional buses were pressed into service where crowds built up, and online seat booking remained available. A 50 per cent concession was reported in premium buses. Comparable Raksha Bandhan concessions ran in Uttar Pradesh for three days and in Delhi for two.

Rajasthan Relevance:

  • Prelims: Free travel for women and girls on 28 and 29 August 2026, from midnight of 27 and 28 August, in RSRTC buses, valid within the state boundary only, with a reported 50 per cent concession in premium services.
  • Prelims: RSRTC was established in 1964 under the Road Transport Corporations Act, 1950. Road transport corporations are jointly capitalised by the Union and the State.
  • Mains: Festival-linked free transit for women has become a standard cross-party instrument across states, and the policy question is whether episodic fare waivers or sustained fleet expansion and route density does more for women’s mobility and workforce participation (GS2 welfare schemes, GS1 role of women in society).

5. Swine Flu Alert as August Cases Reach 55, Taking the Year to 146

Why in News: Rajasthan’s health department issued an alert on 27 and 28 August 2026 as H1N1 cases reached 146 since January 2026, with 55 recorded in August alone, the highest monthly count of the year.

What happened: The August figure was recorded in 27 days. The department advised against self-medicating with antibiotics or antivirals and asked those with cold and fever symptoms to avoid crowded places. Agriculture Minister Kirodi Lal Meena tested positive on 25 August and was admitted to the intensive care unit at SMS Hospital, Jaipur.

The surge is not confined to Rajasthan. Reported concurrent figures included Delhi with 1,268 new cases in 17 days, Uttar Pradesh with 364 cases and its first death at Lucknow, and Uttarakhand with 49 cases and five deaths in August.

Rajasthan Relevance:

  • Prelims: 146 H1N1 cases from January to August 2026, of which 55 in August, the highest monthly figure of the year. Agriculture Minister Kirodi Lal Meena was admitted to the ICU at SMS Hospital, Jaipur.
  • Prelims: H1N1 is a subtype of influenza A, commonly called swine flu, and was the strain responsible for the 2009 pandemic declared by the World Health Organization. It is transmitted by respiratory droplets, and oseltamivir is the standard antiviral. Influenza vaccines require annual reformulation because of antigenic drift.
  • Prelims: Sawai Man Singh (SMS) Hospital, Jaipur, is the state’s principal tertiary referral hospital, attached to SMS Medical College.

6. CM Begins Phased Virtual Dialogue With Rajasthan Foundation Chapters

Why in News: CM Bhajan Lal Sharma began a phased series of virtual meetings with Rajasthan Foundation chapters on 26 August 2026, starting with the Kuwait chapter.

What happened: The Chief Minister reviewed chapter activity and invited non-resident Rajasthanis to invest in the state, with discussion covering investment and tourism. The chapter-by-chapter format was reported as a new practice. No outlay, memorandum value or investment figure was announced, and none should be supplied.

Rajasthan Relevance:

  • Prelims: The Rajasthan Foundation is the state body for engagement with the Rajasthani diaspora, the Pravasi Rajasthanis. The first chapter engaged in this series was Kuwait, on 26 August 2026.
  • Prelims: At the national level, diaspora engagement runs through Pravasi Bharatiya Divas, observed since 2003 on 9 January, marking Mahatma Gandhi’s return from South Africa in 1915, and the Pravasi Bharatiya Samman Award. The Overseas Citizen of India (OCI) card was introduced by amending the Citizenship Act, 1955, and the Persons of Indian Origin card scheme was merged into OCI in 2015.
