Background and Context

The collapse. India’s vulture populations fell by about 99.5 per cent by 2007, from a population estimated at around four crore in the 1980s. The white-rumped, Indian and slender-billed vultures were the worst affected and were brought close to extinction.

The cause. Diclofenac, a non-steroidal anti-inflammatory drug given to cattle for pain and inflammation, remains in the carcass and causes fatal renal failure in vultures that feed on it. Because a single contaminated carcass is fed on by many birds, the drug propagated mortality far faster than a conventional toxin.

The response. Veterinary diclofenac was banned, and further restrictions followed, including on aceclofenac and ketoprofen in 2023.

Why success created a new vulnerability. Vultures are long-lived, slow-breeding birds. A population reduced by two orders of magnitude does not rebound quickly even after the cause is removed, and it cannot absorb new sources of adult mortality. That is the condition in which the electrocution threat now arrives.

The Analysis

1. The mechanism is physical and specific. Large soaring birds perch on transmission and distribution structures. Their wingspan can bridge the gap between two conductors, or between a conductor and an earthed component, completing a circuit. Risk is therefore a function of structure geometry, not merely of voltage.

2. The field evidence is unusually actionable. A study in the Journal of Threatened Taxa found that relocating a livestock carcass dump 2.4 kilometres away from high-tension infrastructure near Dehradun appears to have reduced vulture electrocution, with dozens of carcasses previously attributable to electrocution near the Sudhauwala site. This is a rare conservation finding that identifies a cause and a cheap remedy in the same study.

3. Medium-voltage lines are the harder half of the problem. An assessment recorded an Egyptian vulture and steppe eagles electrocuted on medium-voltage rather than high-voltage lines. Distribution networks are vastly denser and longer than transmission networks, so if the risk extends to them, mitigation becomes a question of scale and standards rather than of a handful of retrofits.

4. The population-level stakes are established, not speculative. Research cited in this context holds that persistent electrocution mortality alone could render a local population extinct. For a species that has already lost most of its range abundance, local extinctions are how a species disappears.

5. The public health argument keeps this from being a niche concern. Vultures are obligate scavengers that dispose of carcasses rapidly. Their functional loss is associated with carcass persistence and expansion of facultative scavenger populations such as feral dogs, which carries rabies and other zoonotic consequences. Vulture conservation is a sanitation argument as much as a biodiversity one.

The Debate

FOR (electrocution is the emerging priority): The chemical cause has been regulated and the surviving population is small enough that a new source of adult mortality is decisive. The mitigation is cheap, known and unimplemented.

AGAINST (chemical risk has not gone away): Enforcement of veterinary NSAID bans is uneven and substitute compounds continue to reach the market. Redirecting attention risks reopening the channel that caused the collapse.

Balanced verdict: These are not competing claims on the same budget. Continued enforcement of NSAID restrictions is a regulatory task for the drug and animal husbandry authorities; bird-safe line design is a task for power sector standards and state distribution utilities. They are separate levers pulled by separate institutions, and the correct answer is to pull both.

How to Think About This

Conservation threats are sequential rather than singular. When a programme succeeds against its founding threat, the population it saved is usually small and concentrated, which makes it more sensitive to the next threat than it was to the first. The analytical habit worth building is to ask, of any successful intervention, what the surviving population is now most vulnerable to, and whether anyone is monitoring it.
