A missile is a product. A missile industrial base is a system that can replace losses under wartime pressure. India is buying the second by opening the first to the market.
What the Editorial Says
Writing in the Hindustan Times, Harsh V Pant, Vice-President at the Observer Research Foundation (ORF), argues that India’s decision to open the conventional missile sector to private industry is an inflection point in the evolution of the country’s defence-industrial strategy. Defence Minister Rajnath Singh approved the transfer of DRDO-developed conventional missile technologies to eligible Indian defence companies, both public and private, for domestic production.
Pant’s central claim is that India wants a missile industrial base, not merely more missile production. The old model, in which the state developed a weapon and nominated a public-sector enterprise to produce it, built an initial industrial base but limited competition, reduced pressure on productivity and constrained capacity. The new model dilutes the near-monopoly of Bharat Dynamics Limited (BDL), admits private firms as Development-cum-Production Partners (DCPPs) and allows them to become full-system integrators rather than component suppliers.
The reasoning is that modern warfare has demonstrated precision weapons are central, not niche, and that industrial capacity to replenish stocks is what determines military effectiveness in sustained campaigns. Especially against a peer competitor with deep industrial capacity, a missile ecosystem dependent on a small number of production lines cannot provide the resilience a major military power requires. The editorial catalogues the challenges (technical maturity, licences, testing infrastructure, workforce and patient capital) and closes on four translations that must occur if the reform is to deliver: technology transfer to absorbed technology, competition to cost, investment to capacity and capacity to military resilience.

The Analysis
1. What has been approved, and what it covers. Defence Minister Rajnath Singh approved the transfer of DRDO-developed conventional missile technologies to eligible Indian defence companies, both public and private, for domestic production. The system slate is broad: surface-to-air missiles; air-to-air weapons such as Astra; anti-radiation missiles including the Rudram family; anti-ship and anti-tank missiles; land-attack cruise missiles; and quasi-ballistic tactical systems such as Pralay. Longer-range conventional strike systems, including land-attack cruise missiles in the roughly 1,000 to 1,500 km category, are also being considered for greater private-sector participation. Nuclear-capable strategic systems, particularly the principal Agni series, remain under much tighter controls.
2. The industrial-base argument, plainly. Pant’s distinction between producing missiles and building a missile industrial base is worth restating. A production line makes a fixed number of missiles per year against a fixed set of orders. An industrial base has multiple firms capable of designing, integrating, upgrading and exporting whole weapon systems, and it can scale up when demand rises. In a prolonged conflict, stocks deplete rapidly. A base can replenish; a line cannot.
3. Why the old model reached its limit. The state-led model in which DRDO developed a system and BDL was nominated to produce it built the initial industrial base and was defensible when private capability did not exist. Its structural cost was limited competition, reduced pressure on productivity and constrained capacity. Separating technological ownership from manufacturing monopoly is the corrective, and it is what the draft Defence Acquisition Procedure 2026 seeks to formalise as a level playing field between public and private manufacturers.
4. The demand side has moved in parallel. The Defence Acquisition Council meeting of 7 September 2026, chaired by the Defence Minister, cleared capital acquisitions of about 1.10 lakh crore rupees with roughly 98 per cent domestic sourcing. The clearances included Army needs such as CBRN Reconnaissance Vehicles, High Mobility Vehicles, Sarvatra Bridge System and Advanced Light Helicopters; Navy needs such as Arudhra radars and Marine Gas Turbines; and Air Force needs such as Ground-Based Multi-Purpose Jammers. A supply-side reform without a credible demand signal produces no capacity. A credible demand signal on the DAC scale is the complement.
5. What the reform does not solve on its own. Missiles integrate propulsion, seekers, guidance, control, electronics, software and materials to reliability standards the armed forces demand. A firm that supplies a subsystem is not automatically a system integrator. Companies must clear defence manufacturing licences, explosives-related approvals, quality certification, security requirements and specialised testing infrastructure, and must build workforces with clearances that take years to accumulate. Absent predictable multi-year demand, private capital will not commit to dedicated facilities. The editorial’s caution about competition being genuine, rather than a wider vendor list under an unchanged procurement structure, is exactly the failure mode to avoid.
The precision that earns marks. DRDO is not a Cabinet ministry. It is an organisation under the Department of Defence Research and Development, one of the four departments of the Ministry of Defence. The Chairman of DRDO is also the Secretary, Department of Defence R&D. BDL and BEL are Defence Public Sector Undertakings; HAL is another. An answer that treats them interchangeably has confused three different companies with different specialisations and different histories.
How to Think About It
- Product versus base. State the distinction in one sentence and every subsequent argument slots in. India is buying a base by opening the product.
- Demand and supply, together. Supply-side reform without a credible demand signal produces no capacity. The DAC clearance is the complement, not a coincidence.
- The strategic-conventional line. Nuclear-capable strategic systems remain under tighter controls; the argument for private participation is about conventional missiles and the industrial resilience that conventional stockpiles require.
- Success is a chain of translations. Technology transfer must become absorption; competition must become cost; investment must become capacity; capacity must become resilience. Every link is a policy choice, not an automatic consequence.

Watch the trap: The reform covers conventional missile systems. Nuclear-capable strategic systems, notably the principal Agni series, remain under a much tighter framework. An answer that generalises the reform to all missiles, or reads it as a shift in nuclear doctrine, has misdescribed the scope.
