Background and Context
The analysis. Of 315 districts identified as potentially affected by El Nino, 147, roughly 47 per cent, across 25 states and union territories, were recording deficient rainfall on cumulative rainfall for the season to 30 August 2026. The southwest monsoon season runs from June to September, so this is a season-to-date figure with a month still to run. Thirty of the flagged districts received excess or large-excess rainfall.
The high-priority subset. Of the 315, 111 districts are classified high priority because less than 25 per cent of their area is irrigated. Among these, about 36 per cent received deficient rainfall and about 17 per cent received excess or large-excess rainfall.
The extremes within it. Bageshwar received around 152 per cent more rainfall than normal, raising waterlogging and flooding risk.

The Analysis
1. The headline finding is a distribution, not a shortfall. Deficient and excess districts appear inside the same flagged list, in the same season. A response designed around a single national number is designed for a condition that most districts are not in.
2. Irrigation share is the variable that converts a rainfall anomaly into distress. This is why the 111 high-priority districts are defined by irrigated area below 25 per cent rather than by rainfall. A canal-irrigated district can absorb a deficit; a rainfed one cannot. The hazard is meteorological; the vulnerability is infrastructural, and only the second is a policy variable in the short run.
3. Timing beats totals, and this is the most examinable point here. A crop does not experience a seasonal total. It experiences the rain that fell during germination, tillering and flowering. A season can end at a normal cumulative total while a three-week dry spell at flowering destroys the yield. Any framework triggered on cumulative rainfall will therefore miss a class of genuine failures and catch a class of false ones.
4. The El Nino link is statistical, and overstating it is a standard error. El Nino is associated with a weaker southwest monsoon; it does not determine one. Some El Nino years have produced normal Indian monsoons, and the Indian Ocean Dipole and the Madden-Julian Oscillation independently modulate the outcome. Write “associated with”, never “causes”.
5. The unit-of-measurement objection is real and should be conceded. A district is a large administrative unit and rainfall varies sharply within it. This matters most for crop insurance, where the assessment unit determines whether a farmer whose field failed receives a payout when the surrounding block did not fail. An insurance unit coarser than the variation it insures against fails at exactly the moment it is needed.

⚠️ Watch the trap: Do not write that El Nino causes a weak Indian monsoon. The relationship is statistical, and it can be offset by a positive Indian Ocean Dipole among other factors. Equally, do not treat a normal cumulative seasonal total as evidence that agriculture was unaffected: the timing of dry spells within the season, not the total, is what a standing crop experiences.
The Debate
FOR (the district-level finding is actionable): It identifies where the rainfed, uninsured and unirrigated exposure actually sits, with a month of the season still to run, which is early enough for contingency seed and fodder planning.
AGAINST (a rainfall map is not a distress map): Districts are too coarse, cumulative totals conceal dry-spell timing, and irrigation, groundwater and cropping choice mediate everything. Rainfall data identifies hazard, not outcome.
Balanced verdict: The objection strengthens rather than weakens the analysis, because both point the same way. If the rainfall figure alone cannot identify distress, then relief and declaration triggers should not be built on it. The finding’s real value is not as a distress estimate but as a prioritisation list: these are the districts in which to go and look at soil moisture, sowing progress and reservoir levels first, while there is still a month in which to act.
How to Think About This
When any indicator is reported as a national aggregate, ask what the variance looks like. An aggregate is informative only when the distribution around it is narrow, and for Indian rainfall it never is. The habit worth building is to treat a national figure as the question rather than the answer: it tells you a season happened, and the district distribution tells you what the season did.
