Africa’s exposure is not a coincidence of geography. It is the product of three structural conditions. First, informal urban settlements are poorly ventilated, with limited access to water, cooling and electricity. Extreme heat concentrates most acutely in cities where the built environment absorbs and re-radiates heat, and where cooling infrastructure is scarce. West and central Africa could see more than 60 per cent of urban populations exposed to strong or extreme heat stress by late century.

Second, rural livelihoods depend on rain-fed agriculture and outdoor work. Farmers, herders, construction workers and street vendors work outdoors in temperatures that will exceed physiological tolerance for longer parts of the year. Southern east Africa is projected to face rural exposure equal to or greater than urban exposure, precisely because outdoor work and distance from health facilities compound the risk.

Third, adaptation resources are limited. Reliable electricity, cooling, safe water and heat-resilient infrastructure require investment that African fiscal capacity, constrained by debt servicing and by climate finance access failures, cannot deliver at scale.

The Cascade of Consequences

The essay’s most important structural point is that extreme heat rarely arrives alone. Heat during drought raises wildfire risk, disrupts crop production, and disrupts electricity supplies precisely when cooling is most needed. Water stress compounds the risk. Health services face rising heat-related admissions during the same period that transport disruptions make hospitals harder to reach. Infrastructure and ecosystems degrade in ways that make each subsequent shock worse.

The consequence is that some losses cannot be reversed by later cooling. Lives lost during extreme heat cannot be recovered. Extinct species and destroyed cultural heritage cannot be restored. Damaged forests, wetlands, freshwater systems, drylands and coral reefs may not recover from overshoot even if temperatures eventually fall.

The Global Responsibility

Africa contributed relatively little to the greenhouse gases warming the planet. The essay is unambiguous that the primary responsibility for cutting emissions lies with the countries that have been the largest emitters historically and currently. Wealthy countries must provide climate finance and technology for African adaptation and for damage that can no longer be avoided.

At the same time, African governments have their own agenda. Climate risks must be built into decisions on health, agriculture, water, energy, housing and transport. Priorities include clear heat warnings, monitoring of climate-sensitive diseases, hospitals and electricity networks that can withstand extreme weather, and legal protection for outdoor workers. Warnings should be shared in local languages through trusted channels such as community radio, a lever India has also invested in.

The Nature-Based Caution

Forests, urban green spaces, mangroves and agroforestry can help. But the essay adds an important caution against large tree-planting and carbon-offset projects imposed from outside the continent. Such projects, if imposed rather than co-designed, can take scarce land and water, compete with food production, damage biodiversity and restrict community land rights. African land should not be treated as a substitute for emissions cuts by wealthy countries and high-emitting companies. Projects must be structured to meet African needs, with secure community land rights, a real say in decisions, and a fair share of the revenue. India is not Africa, but the structural parallels are strong. Indian cities have heat vulnerability concentrated in informal settlements. Indian outdoor workers, farmers, construction workers, gig delivery riders, face similar physiological risks. Indian coastal and Himalayan ecosystems face similar irreversibility risks under overshoot. And India, like Africa, faces the access problem in existing climate finance mechanisms.

The Global South’s negotiating position at COP31 Belem in November 2026 must therefore incorporate the overshoot framework: not only mitigation and finance, but also loss and damage support that reflects the reality that some losses will occur regardless. Adaptation finance must be treated with equal weight to mitigation finance, and nature-based solutions must be co-designed with communities rather than imposed on them.

The Way Forward

Four steps follow. First, developed countries must accelerate emissions cuts through legally binding NDCs (Nationally Determined Contributions) with 2030 and 2035 milestones consistent with a peak at 1.8°C or below. Second, climate finance mechanisms, including the Green Climate Fund, Adaptation Fund and Loss and Damage Fund, must be reformed for faster access, ideally through parametric triggers. Third, African and Asian governments should embed climate risk in cross-sectoral planning, with heat action plans as the immediate priority. Fourth, carbon removal must proceed alongside emissions cuts, not as a substitute for them, and land-based removal must respect community rights.
