Background and Context

The trigger. Uttar Pradesh and Uttarakhand recently notified treated wastewater reuse policies, developed through extensive consultation. The authors hold them up as models of contextualised policymaking: they distinguish hill communities from densely populated plains, and embed fit-for-purpose reuse, integration with urban planning and river rejuvenation, community participation, blended finance and public-private partnership pathways, and digital monitoring.

The national frame. The National Framework on Safe Reuse of Treated Water (SRTW), 2022 was developed by the National Mission for Clean Ganga (NMCG) under the Ministry of Jal Shakti, with support from the India-EU water partnership and GIZ. Its central device is a mandate: states must develop their own reuse policies. The framework and both state policies name treated water Apna Jal, our water.

The scale of the untapped resource. The Central Pollution Control Board’s 2021 inventory put urban India’s sewage generation at about 72,368 million litres a day against an installed treatment capacity of about 31,841 MLD, and actual treatment lower still. The psychological layer. Misconceptions about the safety of treated water run deep, which is why the naming matters. Apna Jal signals that the shift India needs is not just infrastructural but psychological. A policy that wins the engineering and loses the public has not won.

The optimists’ case. The hard part is already built: a decade of AMRUT and Namami Gange investment created treatment capacity, so closing the loop is cheap relative to the capacity itself. Two states have shown the policy template works, the framework provides the mandate, and industrial demand for reliable non-potable water is real and growing.

The sceptics’ case. Policy documents now exist in plenty; what does not exist is enforcement capacity, trusted quality standards at scale, or any incentive for a utility to spend on distribution to a farmer who expects water free. Freshwater priced near zero makes reused water uncompetitive by construction, and public distaste is not dissolved by renaming. On this reading the framework is a canvas, and India has a history of admiring canvases.

Where the truth likely sits. Both sides agree on the diagnosis, silos and pricing, and differ on whether the state machinery can fix what it has now correctly named. The two state policies matter precisely because they are the first test of the sceptics’ claim: consultative, differentiated, finance-aware documents rather than templates. If reuse volumes in Uttar Pradesh and Uttarakhand move measurably in three years, the model scales; if not, the canvas argument wins.

How to Think About This

Run any circular-economy proposal through three questions.

Who owns the loop? Not the input or the output, the connection. If no institution is accountable for offtake, capacity will run open-loop. Here, the answer requires utilities, urban departments, irrigation agencies and industry to plan jointly.

What does the price signal say? If the virgin resource is cheaper than the recycled one, the loop needs either a mandate or a subsidy, and the honest answer names which.

What does the user believe? Offtake is a trust decision by a farmer, a factory or a resident. Standards, monitoring and naming, Apna Jal, are trust instruments, not decoration.

The same scaffold works for plastic recycling, fly-ash utilisation and construction-and-demolition waste, which makes it one of the most reusable frames in GS3.
