Ramon Magsaysay Awards 2026 Name Three Laureates at Manila
🗞️ Why in News The Ramon Magsaysay Award Foundation announced the 68th laureates at Manila on August 31, 2026, timed to the 119th birth anniversary of the former Philippine President. No Indian was named this year.
The Laureates
- Tommy Koh, Singapore, for six decades in diplomacy and international law, notably as President of the Third United Nations Conference on the Law of the Sea, the negotiation that produced UNCLOS.
- Runa Khan, Bangladesh, founder of the organisation Friendship, for floating hospitals, schools and disaster relief serving climate-vulnerable char and coastal communities.
- Bo Kyi, Myanmar, for documenting and advocating for political prisoners.
Background
The award was instituted in 1957 in memory of President Ramon Magsaysay, who died in an air crash that year, with funding from the trustees of the Rockefeller Brothers Fund and the participation of the Philippine Government. It is commonly described as Asia’s Nobel Prize. India has the largest number of laureates of any country, beginning with Vinoba Bhave in 1958.
The Exam Bridge
Tommy Koh’s citation runs straight into the geography and law syllabus. UNCLOS, 1982, in force from 1994, establishes the 12 nautical mile territorial sea, the 24 nautical mile contiguous zone and the 200 nautical mile Exclusive Economic Zone, and creates the International Tribunal for the Law of the Sea and the Commission on the Limits of the Continental Shelf.

New Zealand’s Kakapo Count Reaches 325 After a Second Exceptional Season
🗞️ Why in News New Zealand’s Department of Conservation raised the official kakapo population to 325 birds on September 1, 2026, after 90 chicks from the 2026 breeding season were added to the roll.
Why the Count Moved in One Step
A chick is entered on the official roll only when it passes 150 days of age, the threshold at which the Department treats a bird as independent. The youngest surviving chick of the season crossed that mark on 1 September, so the entire cohort was added on a single day. The population is thought not to have exceeded 300 for roughly 75 years.
The Conservation Model, and Its Limits
The kakapo is a flightless, nocturnal, lek-breeding parrot endemic to New Zealand and the world’s heaviest parrot. Its recovery rests on translocation to predator-free islands, supplementary feeding, artificial incubation and genomic sequencing of effectively every individual, which makes it among the most completely sequenced wild vertebrate populations anywhere.
The transferable lesson is institutional, not technical. A per-bird programme of this intensity cannot be scaled to a species with a continental range. What transfers is the continuously funded single recovery team sustained across decades. India’s closest analogue is the Great Indian Bustard conservation-breeding programme, where the binding constraint is not husbandry but habitat: overhead power lines and the classification of grassland as wasteland.
📌 Facts Corner — Knowledgepedia
Kakapo, September 2026:
- The official population reached 325 birds on 1 September 2026 after 90 chicks from the 2026 season were added.
- A chick is counted only on passing 150 days of age, which is why the tally moves in a single step on one date.
- The population is thought not to have exceeded 300 for roughly 75 years.
- The kakapo is a flightless, nocturnal, lek-breeding parrot endemic to New Zealand, and the world’s heaviest parrot.
- It remains Critically Endangered on the IUCN Red List; the 2026 count is a recovery within that category, not a downlisting.
- New Zealand’s own Threat Classification rates it Threatened, Nationally Critical, which is a separate system from the IUCN Red List.
- The programme is run by New Zealand’s Department of Conservation and relies on predator-free island translocation.
ISRO Schedules EOS-05 on GSLV-F17 for September 4
🗞️ Why in News The Indian Space Research Organisation has scheduled the launch of EOS-05, also designated GISAT-1A, on GSLV-F17 from the Second Launch Pad at the Satish Dhawan Space Centre, Sriharikota, for September 4, 2026 at 02:55 IST. The mission had not flown at the time of writing.
Why a Geostationary Imager Is Different
Conventional Indian remote-sensing satellites, the Cartosat, RISAT and earlier EOS series, occupy sun-synchronous low Earth orbit. That gives high spatial resolution but a revisit interval measured in days. A satellite at geostationary altitude, about 36,000 km, gives up resolution and gains a near-continuous stare over one hemisphere.
The trade matters most for disasters. Cyclone landfall, flood progression and forest fire spread all change on a timescale of hours. A revisit gap of several days is the binding constraint on satellite-based disaster response, and continuous coverage, not sharper pixels, is what removes it.
The Context
EOS-05 replaces GISAT-1, lost in a GSLV cryogenic stage failure in 2021. If it flies, it ends a launch gap of nearly seven months since the PSLV-C62 failure on January 12, 2026. ISRO functions under the Department of Space, which reports to the Prime Minister’s Office.

EOS-05 / GISAT-1A:
- Scheduled for 4 September 2026 at 02:55 IST on GSLV-F17 from the Second Launch Pad, SDSC SHAR, Sriharikota.
- Spacecraft mass about 2,367 kg; it would be India’s first Earth-observation satellite in a geostationary orbit.
- It carries multispectral and hyperspectral imaging for near-real-time coverage of large areas in cloud-free conditions.
- Its predecessor GISAT-1 was lost in a GSLV cryogenic stage failure in 2021.
- The mission would end a launch gap of nearly seven months since the PSLV-C62 failure of 12 January 2026.

UPI Records 24.51 Billion Transactions in August
🗞️ Why in News National Payments Corporation of India data released on September 1, 2026 showed the Unified Payments Interface processed 24.51 billion transactions in August 2026, its highest-ever monthly volume, worth 29.82 lakh crore rupees.
The Shape of the Growth
Volume rose 3.6 per cent month on month and 22 per cent year on year, with average daily transactions at 791 million. Value stayed just below the record of about 29.9 lakh crore rupees touched in May and July 2026. Volume is therefore growing faster than value, which means the average ticket size is falling: UPI has become the default rail for everyday micro-payments rather than a substitute for card spending.
The Institutional Facts
NPCI was incorporated in 2008 as a not-for-profit company, promoted by the Reserve Bank of India and the Indian Banks’ Association, and functions as the umbrella organisation for retail payments under the Payment and Settlement Systems Act, 2007. UPI launched in 2016. Overseas deployment runs through NPCI International Payments Limited.
The Unresolved Questions
The merchant discount rate on person-to-merchant UPI transactions is zero, so the rail is financed by the government’s incentive scheme and by banks cross-subsidising. That is the sustainability question. The second is concentration: third-party application providers remain far above the 30 per cent market-share cap NPCI has announced, whose enforcement has been repeatedly deferred.

The Centre’s April to July Fiscal Deficit Falls to 26.8 Per Cent of the Budget Estimate
🗞️ Why in News The Controller General of Accounts reported on August 31, 2026 that the Union Government’s fiscal deficit for April to July 2026-27 was 4.55 lakh crore rupees, or 26.8 per cent of the Budget Estimate, against 29.9 per cent in the same four months a year earlier.
The Numbers
| Measure | April to July 2026-27 | Year earlier |
|---|---|---|
| Fiscal deficit | 4.55 lakh crore rupees, 26.8 per cent of BE | 4.7 lakh crore, 29.9 per cent |
| Net tax receipts | 8.5 lakh crore rupees | 6.6 lakh crore |
| Non-tax revenue | 4.2 lakh crore rupees | 4.0 lakh crore |
| Total expenditure | 17.6 lakh crore rupees | 15.6 lakh crore |
Read It With Care
A low four-month ratio can reflect genuine consolidation, or it can reflect back-loaded capital expenditure, which historically bunches into the fourth quarter and produces a March spike. The improvement is real; the conclusion about the full year is not yet available from it.
The Institutional Distinction Questions Are Set On
The Controller General of Accounts is the principal accounts adviser to the Government of India, under the Department of Expenditure, Ministry of Finance. It is not a constitutional authority. The Comptroller and Auditor General is constitutional, under Article 148. The 2026-27 fiscal deficit target is 4.3 per cent of GDP, or 16.96 lakh crore rupees, and the government’s medium-term anchor has shifted from an annual deficit path to a debt-to-GDP glide path.

Services PMI Rises to 54.1 as the Composite Index Holds at 54.3
🗞️ Why in News Final HSBC India Services PMI data released on September 3, 2026 put the Business Activity Index at 54.1 for August 2026, up from 53.3 in July but revised down from a flash estimate of 54.5. The Composite Output Index was unchanged at 54.3.
What the Composite Is Saying
Services rose and manufacturing fell, and the composite held flat because the two offset each other. That is more informative than either component alone: it indicates the August softness was manufacturing-specific rather than economy-wide, which matters for whether it should be read as a broad demand signal. Services employment grew at its fastest pace in 15 months.
The Method, Stated Correctly
A PMI is a diffusion index built from a survey panel, compiled by S&P Global and sponsored in India by HSBC. 50 is the no-change threshold: above 50 more respondents report an increase than a decrease. It measures direction and breadth of change, not level or magnitude. The Composite Output Index is a gross value added weighted average of the Manufacturing Output Index and the Services Business Activity Index.
The official counterparts are the Index of Industrial Production, compiled by the Ministry of Statistics and Programme Implementation with base year 2011-12, and, for services, the Index of Services Production, introduced in 2026, whose first trial sub-sectoral indices were released on July 14, 2026 for April 2026, covering 19 formal services sub-sectors with base year 2024-25.

National Nutrition Week and Rashtriya Poshan Maah Open With an Obesity Pillar
🗞️ Why in News National Nutrition Week, observed September 1 to 7, opened alongside Rashtriya Poshan Maah, which runs through the whole of September 2026. A five-day Integrated Communication and Outreach Programme on Poshan Maah ran at Hyderabad from September 1 to 5, with about 40 nutrition panels.
What Is New This Year
The campaign’s reported thrust areas include, for the first time prominently, obesity, framed as reducing sugar and oil consumption, alongside Early Childhood Care and Education under Poshan Bhi Padhai Bhi, Ek Ped Maa Ke Naam, infant and young child feeding practices, and men’s involvement in nutrition and caregiving.
Why the obesity pillar is the significant addition. It is a formal acknowledgement of the double burden of malnutrition, stunting, wasting and anaemia coexisting with rising overweight and diet-related non-communicable disease, frequently in the same population and the same household. The difficulty is that the delivery system was built entirely around calorie deficit: the supplementary nutrition formula, the Anganwadi worker’s toolkit and the indicator set of the Poshan Tracker are all deficit-oriented.
The Architecture
POSHAN Abhiyaan, the National Nutrition Mission, was launched on March 8, 2018 at Jhunjhunu, Rajasthan, and has since been restructured as Mission Saksham Anganwadi and Poshan 2.0, one of three umbrella schemes of the Ministry of Women and Child Development alongside Mission Shakti and Mission Vatsalya. Delivery runs through roughly 13.9 lakh Anganwadi Centres under the Integrated Child Development Services scheme, launched on October 2, 1975.
The legal spine. The National Food Security Act, 2013, Section 4, provides free meals and a maternity benefit of not less than 6,000 rupees for pregnant and lactating mothers, operationalised as PMMVY; Section 5 covers nutritional support for children from six months to fourteen years. Article 47 makes raising the level of nutrition a Directive Principle, and PUCL v. Union of India (2001) read the right to food into Article 21.
The Structural Point for a Mains Answer
Nutrition outcomes respond only weakly to nutrition programmes. The evidence points to maternal education, age at marriage, sanitation and birth spacing as the binding constraints, all outside the Ministry’s writ. That is why the most interesting pillar is men’s involvement in caregiving, an attempt to reach an intra-household allocation problem that no scheme can otherwise touch, and why convergence with Swachh Bharat and the Jal Jeevan Mission should be treated as nutrition policy rather than as adjacent policy.

Supreme Court: A Bank May Invoke SARFAESI Over a Loan Bought From an NBFC
🗞️ Why in News In Kotak Mahindra Bank Ltd v. Trupti Sanjay Mehta, decided on September 2, 2026, the Supreme Court held that where a bank acquires a non-performing secured loan account from an entity outside the SARFAESI Act’s ambit, the account acquires the character of a secured debt in the bank’s hands and may be enforced without recourse to a court.
The Question and the Answer
The borrowers argued that a debt not covered by the Act at the moment of its creation could never later acquire that character, which would leave the assignee bank without the statutory remedy. The Court rejected that reading. The assignor was City Financial Consumer Finance India Limited, a non-banking financial company that was not a notified financial institution under Section 2(1)(m) when the loans were made. The Bench comprised Justice Sanjay Kumar and Justice Sanjeev Sachdeva.
Why the Ruling Is Commercially Sensible and Contestable
For. Attaching the remedy to the holder rather than to the debt’s origin is what makes distressed loan books saleable. On the contrary reading, a secured loan would carry a permanent invisible defect surviving every assignment, precisely when NBFC portfolios most need buyers.
Against. The borrower is exposed to an enforcement regime harsher than the one that existed when they contracted, and had no say in the assignment. The Court’s answer is that the Section 17 appeal to the Debts Recovery Tribunal preserves adjudicatory protection, so what changes is forum and speed rather than substantive rights.

- The SARFAESI Act, 2002 followed the Narasimham Committee II (1998) and the Andhyarujina Committee (1999).
- Its constitutionality was upheld in Mardia Chemicals v. Union of India (2004).
- Enforcement sequence: Section 13(2) demand notice with 60 days, Section 13(4) enforcement without court, Section 17 appeal to the Debts Recovery Tribunal.
- Section 2(1)(m) defines “financial institution”; NBFCs were brought within SARFAESI by phased Ministry of Finance notification.
- Debts Recovery Tribunals were established under the RDDBFI Act, 1993; appeals lie to the DRAT.
Supreme Court Directs States to Make Undertrial Review Committees Effective
🗞️ Why in News On September 1, 2026 the Supreme Court directed States to ensure the effective functioning of the district-level committees responsible for identifying and releasing eligible undertrial prisoners.
The Machinery
An Undertrial Review Committee sits in every district, chaired by the District Judge, mandated by the Court in Bhim Singh v. Union of India (2014) and reinforced through the continuing prison-conditions jurisdiction.
The Statutory Right That Already Exists
Section 479 of the Bharatiya Nagarik Suraksha Sanhita, 2023, the successor to Section 436A of the Criminal Procedure Code, requires that an undertrial who has served one-half of the maximum sentence for the offence be released on bond, and one-third for a first-time offender. It does not apply to offences punishable with death or imprisonment for life. Section 479(3) places an affirmative duty on the jail superintendent to apply for such release.
Why the Court Keeps Returning to This
India’s prison crisis is a bail problem, not a sentencing problem: roughly three-quarters of the prison population is undertrial, according to the National Crime Records Bureau’s Prison Statistics India. The cure has existed in statute since Section 436A was inserted in 2005. What fails is execution, because the duty is spread across jail superintendents, District Legal Services Authorities and the review committees, and none of them bears a consequence for inaction.
📌 Facts Corner — Knowledgepedia
Undertrial release machinery:
- Undertrial Review Committees sit in every district and are chaired by the District Judge, mandated in Bhim Singh v. Union of India (2014).
- Section 479 BNSS, 2023 replaced Section 436A CrPC: release after one-half of the maximum sentence, one-third for a first-time offender.
- Section 479 does not apply to offences punishable with death or imprisonment for life.
- Section 479(3) places the duty to apply for release on the jail superintendent.
- Roughly three-quarters of India’s prison population is undertrial, per NCRB Prison Statistics India.
- The right to a speedy trial was read into Article 21 in Hussainara Khatoon v. State of Bihar (1979).
- Free legal aid rests on Article 39A and the Legal Services Authorities Act, 1987, through NALSA, SLSAs and DLSAs.
Supreme Court Directs Tamil Nadu to Clear Purse-Seine Access Passes
🗞️ Why in News On September 2, 2026 the Supreme Court directed the State of Tamil Nadu to ensure timely clearance of applications for Access Passes permitting purse-seine fishing vessels to operate in India’s Exclusive Economic Zone.
The Jurisdictional Seam
This is the examinable point. Fisheries within territorial waters, up to 12 nautical miles, is a State subject under Entry 21 of the State List. Fishing and fisheries beyond territorial waters is a Union subject under Entry 57 of the Union List. The Exclusive Economic Zone, running from 12 to 200 nautical miles, is therefore Union space, and a State-issued access pass for operations there sits exactly on the seam.
The Substantive Dispute
Purse-seining encircles a shoal with a large net drawn closed at the bottom. It is efficient, and that efficiency is the objection: high catch per unit of effort accelerates stock depletion, and because purse-seiners are capital-intensive, the gains concentrate among vessel owners while the losses fall on traditional fishers sharing the same shoals. A State-level ban also pushes effort outward into the EEZ rather than reducing it, which is why gear-type prohibition at State level rarely achieves what it intends.
📌 Facts Corner — Knowledgepedia
Fisheries jurisdiction and purse-seining:
- Fisheries within territorial waters is Entry 21 of the State List; fishing beyond territorial waters is Entry 57 of the Union List.
- Territorial sea 12 nautical miles, contiguous zone 24, Exclusive Economic Zone 200, under UNCLOS 1982.
- Domestic law: the Territorial Waters, Continental Shelf, EEZ and Other Maritime Zones Act, 1976.
- The Maritime Zones of India (Regulation of Fishing by Foreign Vessels) Act, 1981 governs foreign vessels; Tamil Nadu’s Marine Fishing Regulation Act dates from 1983.
- A separate Ministry of Fisheries, Animal Husbandry and Dairying was created in 2019.
- Pradhan Mantri Matsya Sampada Yojana was launched in 2020 with an outlay of 20,050 crore rupees.
- The Central Marine Fisheries Research Institute is at Kochi, under the Indian Council of Agricultural Research.
Yudh Abhyas 2026 Opens at Mahajan and Auli
🗞️ Why in News The 22nd edition of Exercise Yudh Abhyas, the India-United States army exercise, was announced on September 1, 2026 to begin in the first week of September and run about three weeks, with roughly 700 personnel, about 350 from each side.
The Two Phases
Phase one is at the Mahajan Field Firing Ranges near Bikaner, Rajasthan, covering desert manoeuvre, long-range fires and artillery-air coordination. Phase two moves to Auli, Uttarakhand, roughly 95 km from the Line of Actual Control. Reported first-time inclusions are Apache attack helicopters and long-range precision strike drills across both high-altitude and desert conditions.
Why the Auli Phase Carries Political Weight
Exercising with United States troops close to the Line of Actual Control has previously drawn Chinese objection invoking the 1993 and 1996 India-China border agreements, which restrict military activity near the line. The exercise runs weeks after the latest round of Special Representatives talks and shortly before India hosts the BRICS summit, which is the tension an answer should name rather than resolve: capability building and diplomatic signalling are separable, and India can keep the first while calibrating the second.

Census 2027 Enumeration Begins in the Snow-Bound Non-Synchronous Areas
🗞️ Why in News Population enumeration for Census 2027 is under way through September 2026 in Ladakh and the snow-bound non-synchronous areas of Jammu and Kashmir, Himachal Pradesh and Uttarakhand, ahead of winter closure.
The Two Reference Dates
Census 2027 has two reference dates, and confusing them is an easy error. For most of India the reference date is March 1, 2027, with enumeration in February 2027. For Ladakh and the snow-bound non-synchronous areas it is October 1, 2026, which is why enumeration there happens now.
What Is New
This is India’s 16th census and the first since 2011, delayed from 2021. It is the first digital census and the first to offer self-enumeration. As background, the population enumeration questionnaire of 40 questions was notified under the Census Act, 1948 on August 14, 2026. Where the 2011 schedule asked only whether a person was Scheduled Caste or Scheduled Tribe, the 2027 column reads SC, ST or Caste, restoring full caste enumeration to the decennial census for the first time since 1931.
Why This Census Is a Constitutional Event
Article 82 provides for readjustment of Lok Sabha seats after each census. That allocation was frozen on 1971 figures by the 42nd Amendment, 1976, and the freeze was extended by the 84th Amendment, 2001 to the first census taken after 2026. Census 2027 is that census. Separately, the 106th Amendment, 2023 conditions the one-third reservation for women on delimitation carried out after the relevant census. Caste enumeration also supplies, for the first time in nine decades, the empirical base whose absence the Supreme Court has repeatedly noted when States seek to expand reservation beyond the Indra Sawhney ceiling.
📌 Facts Corner — Knowledgepedia
Census 2027:
- India’s 16th census and the first since 2011; the first digital census and the first offering self-enumeration.
- Reference date 1 March 2027 for most of India; 1 October 2026 for Ladakh and the snow-bound non-synchronous areas of J&K, Himachal Pradesh and Uttarakhand.
- The census runs in two phases: Phase I is the Houselisting and Housing Census; Phase II is Population Enumeration.
- It is Phase II, population enumeration, that runs 1 to 30 September 2026 in the non-synchronous areas, with a revisional round 1 to 5 October 2026; elsewhere Phase II falls in February 2027.
- The schedule for those areas was notified under Section 3 of the Census Act, 1948 read with Rules 6A and 6D of the Census Rules, 1990.
- The 40-question population schedule was notified under the Census Act, 1948 on 14 August 2026.
- Caste enumeration returns for the first time since 1931; the 2027 column reads SC, ST or Caste.
- Census is Entry 69 of the Union List, conducted by the Office of the Registrar General and Census Commissioner under the Ministry of Home Affairs.
- Section 15 of the Census Act, 1948 makes census records inadmissible in evidence and closed to public inspection.
- Article 82 governs seat readjustment; the 42nd Amendment froze it on 1971 figures and the 84th Amendment extended the freeze to the first census after 2026.
Bihar and Jharkhand Sign a Sone River Water-Sharing MoU
🗞️ Why in News Bihar and Jharkhand signed a Memorandum of Understanding on sharing the waters of the Sone river in the presence of the Union Home Minister and Minister of Cooperation, settling a dispute of nearly 25 years. It is the fourth inter-State water agreement reached this year through the Inter-State Council route.
What the Agreement Covers
The MoU assures irrigation and drinking water to Bhojpur, Buxar, Rohtas, Kaimur, Aurangabad, Arwal, Gaya and Patna in Bihar, and to Palamu, Garhwa and adjoining areas in Jharkhand. The Chief Ministers of both States were present, along with the Union Minister for Jal Shakti.
Why This Is the More Instructive Model
Read this against the Cauvery, where two States have litigated for decades and still have no formula for a deficit year. The Sone settlement was negotiated, not adjudicated. That is the distinction an answer should draw: Article 262 and the Inter-State River Water Disputes Act, 1956 build a judicial route, while Article 263 and the Inter-State Council build a deliberative one. The second is slower to start and far quicker to finish, and it produces an agreement the parties own rather than an award one of them resents.
The other three agreements this year show the same machinery at work: a one-time settlement of Sardar Sarovar dues among the Narmada Award States of Maharashtra, Gujarat, Rajasthan and Madhya Pradesh; a Rajasthan-Haryana agreement to carry about 580 million cubic metres of Yamuna water to Rajasthan through three underground pipelines under the 1994 Upper Yamuna accord; and a six-State consensus on the Kishau Multipurpose Project, with the Centre funding 90 per cent of the water component.

- The Bihar-Jharkhand MoU on Sone river water sharing was signed on 31 August 2026 in the presence of Union Home Minister and Minister of Cooperation Amit Shah.
- Present were Jharkhand Chief Minister Hemant Soren, Bihar Chief Minister Samrat Choudhary and Union Jal Shakti Minister C. R. Patil.
- It settles a dispute of about 25 years and is the fourth inter-State water agreement of 2026 through the Inter-State Council.
- Bihar districts covered: Bhojpur, Buxar, Rohtas, Kaimur, Aurangabad, Arwal, Gaya, Patna. Jharkhand: Palamu, Garhwa and adjoining areas.
The Sone river itself:
- The Sone rises near Amarkantak in Madhya Pradesh, close to the source of the Narmada, and joins the Ganga upstream of Patna.
- It is the largest southern tributary of the Ganga after the Yamuna, and one of the few that flows broadly northeast.
- The Indrapuri Barrage in Rohtas district, Bihar, anchors the Sone canal system, among the oldest irrigation works in India.
The constitutional machinery:
- Article 262 lets Parliament provide for adjudication of inter-State river water disputes and bar the courts, including the Supreme Court, from jurisdiction.
- The Inter-State River Water Disputes Act, 1956 and the River Boards Act, 1956 were both enacted under it.
- Article 263 empowers the President to establish an Inter-State Council; it was constituted in 1990 on the Sarkaria Commission’s recommendation.
- Water is Entry 17 of the State List, subject to Entry 56 of the Union List on inter-State rivers.
The other three agreements of 2026:
- Narmada Award States, 7 July 2026: one-time settlement of Sardar Sarovar cost-sharing dues among Maharashtra, Gujarat, Rajasthan and Madhya Pradesh.
- Rajasthan and Haryana, 29 June 2026: about 580 million cubic metres of Yamuna water to Rajasthan through three underground pipelines.
- That project delivers Rajasthan its share under the 1994 Upper Yamuna Basin agreement.
- Kishau Multipurpose Project, 16 June 2026: six States agreed an MoU, namely Himachal Pradesh, Uttarakhand, Delhi, Uttar Pradesh, Haryana and Rajasthan.
- The Centre funds 90 per cent of the Kishau water component; the six States bear the remaining 10 per cent.
Manipur Assembly Asks for an NRC Update Before the Census
🗞️ Why in News On September 2, 2026 the Manipur Legislative Assembly unanimously passed a resolution urging the Centre to update the National Register of Citizens in the State before the Census is conducted.
What Was Passed, and by Whom
The resolution was moved by Chief Minister Yumnam Khemchand Singh in the evening sitting of the 8th session of the 12th Manipur Legislative Assembly. It is the third such resolution by the House. As background, similar resolutions were passed in 2022 and 2024, on August 5 and March 1 respectively. The stated concern is demographic change attributed to illegal immigration across the Myanmar border.
The Census Link
The Union government had already deferred the house-listing phase of Census 2027 in Manipur, which was to begin on September 1, 2026, after sustained objection from civil-society organisations pressing for an NRC first. Note the contrast with the non-synchronous areas covered elsewhere in this edition, where enumeration is proceeding on schedule: Manipur is not a snow-bound non-synchronous area, and its deferral is political, not seasonal.
Why the Sequencing Argument Matters
The demand inverts the usual order. A census counts residents and asks nothing about citizenship; an NRC determines citizenship. Asking for the register first treats the count as something that could entrench a contested demographic picture. Against that, a census is the empirical base an NRC would itself need, and the Citizenship Act, 1955 with the Citizenship Rules, 2003 contemplates the register being prepared from a House-to-House Enumeration, which is a census-like exercise. That circularity is the heart of the issue and is exactly what a question would test.
📌 Facts Corner — Knowledgepedia
The resolution:
- Passed unanimously on 2 September 2026 by the Manipur Legislative Assembly, moved by Chief Minister Yumnam Khemchand Singh.
- The third such resolution, reaffirming those of 5 August 2022 and 1 March 2024.
- The house-listing phase of Census 2027 in Manipur, due to begin 1 September 2026, had already been deferred.
NRC and citizenship:
- The NRC is prepared under the Citizenship Act, 1955 read with the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.
- Assam is the only State to have completed an updated NRC, under Supreme Court monitoring; its final list was published on 31 August 2019.
- The Assam exercise was governed by Section 6A of the Citizenship Act, 1955, whose constitutional validity a five-judge Bench upheld 4:1 in October 2024.
- Citizenship is Entry 17 of the Union List; Articles 5 to 11 of the Constitution deal with citizenship, and Article 11 gives Parliament the power to regulate it.
Manipur context:
- Manipur shares about 398 km of border with Myanmar.
- President’s Rule imposed in February 2025 was revoked on 4 February 2026, and an elected government took office under Chief Minister Yumnam Khemchand Singh.
- The Free Movement Regime along the India-Myanmar border has been under review, with fencing taken up in phases.
C-DOT Unveils 14 Indigenous Quantum Security Products
🗞️ Why in News The Centre for Development of Telematics (C-DOT), the telecom research arm of the Department of Telecommunications, unveiled 14 indigenous quantum products at its 43rd Foundation Day in New Delhi, spanning Quantum Key Distribution and Post-Quantum Cryptography.
The Two Defences, Which Are Not the Same Thing
This is the distinction most candidates get wrong. Quantum Key Distribution is a hardware answer: it uses quantum states of light so that any interception disturbs the signal and is detected, making the key exchange physically secure. Post-Quantum Cryptography is a mathematical answer: classical algorithms chosen because no efficient quantum attack on them is known, deployable on ordinary equipment today. QKD needs new optical infrastructure; PQC is a software upgrade. India is pursuing both, and C-DOT’s list is split across them.
What Was Released
On the QKD side, Q-AKSHAY CD is a compact fibre system in a 1U form factor using the Coherent One Way and Differential Phase Shift protocols, while Q-AKSHAY MD uses the Measurement Device Independent protocol, which closes vulnerabilities in the detectors themselves. C-SPD, a single-photon detector, and C-RD, a wideband radio-frequency driver, are the enabling sub-modules.
On the PQC side, encryptors are graded by throughput and layer: Q-SETU at Layer 3 up to 80 Mbps, Q-VIKRAM as a defence-grade Layer 2/3 unit up to 1 Gbps, Q-MAHASETU commercial-grade up to 40 Gbps, and Q-AMOGH at Layer 1 up to 200 Gbps. Q-DARSHAN is a quantum-safe video IP phone and Q-VACHAN an in-line node that retrofits existing IP phones. Q-RAQSHAK covers enterprise networks. All use NIST-standardised post-quantum algorithms.

The release:
- C-DOT unveiled 14 indigenous quantum products at its 43rd Foundation Day in New Delhi on 31 August 2026.
- C-DOT is the premier telecom R&D centre of the Department of Telecommunications, Ministry of Communications.
- QKD systems: Q-AKSHAY CD (Coherent One Way and Differential Phase Shift, 1U) and Q-AKSHAY MD (Measurement Device Independent).
- Sub-modules: C-SPD, a single-photon detector; C-RD, a wideband RF driver for intensity and phase modulators.
- PQC encryptors: Q-SETU (Layer 3, 80 Mbps), Q-VIKRAM (defence-grade, 1 Gbps), Q-MAHASETU (Layer 2/3, 40 Gbps), Q-AMOGH (Layer 1, 200 Gbps).
- Also released: Q-DARSHAN, a quantum-safe video IP phone; Q-VACHAN, an in-line node for existing IP phones; Q-RAQSHAK for enterprise networks.
The concepts:
- QKD secures the key exchange physically: measuring a quantum state disturbs it, so eavesdropping is detectable. BB84, 1984, is the founding protocol.
- Post-Quantum Cryptography uses classical algorithms believed resistant to quantum attack and needs no new optical hardware.
- Shor’s algorithm threatens RSA and elliptic-curve cryptography; Grover’s algorithm weakens symmetric ciphers, answered by longer keys.
- The National Quantum Mission was approved by the Union Cabinet in April 2023 with an outlay of Rs 6,003.65 crore for 2023-24 to 2030-31.
- Its four thematic hubs cover quantum computing, communication, sensing and metrology, and materials and devices.
Legal Metrology (Indian Standard Time) Rules, 2026 Notified
🗞️ Why in News The Department of Consumer Affairs has notified the Legal Metrology (Indian Standard Time) Rules, 2026, making Indian Standard Time the common, legally recognised and traceable time reference for the country, a step the government frames as “One Nation, One Time”. The Rules come into force 180 days after publication in the Official Gazette.
Why a Country Needs a Legal Time
Telecommunications, financial transactions and digital payments, power grids, transport, data centres and government information systems all depend on synchronised time and reliable timestamps. There is also a security dimension the Rules lean on: accurate timestamps are what let investigators correlate events across systems during a cyber incident. The CERT-In Guidelines on Information Security Practices for Government Entities, 2023 already recommended synchronising systems with NPL and NIC time sources; the Rules give that a legal footing.
The Architecture
CSIR-National Physical Laboratory, India’s National Metrology Institute, maintains the national atomic time scale using an ensemble of atomic clocks and a primary frequency standard, kept traceable to Coordinated Universal Time within a few nanoseconds. Because a legal reference is useless without reach, CSIR-NPL, ISRO and the Legal Metrology Department established secondary time scales at five Regional Reference Standard Laboratories: Ahmedabad, Bengaluru, Bhubaneswar, Faridabad and Guwahati. Dissemination runs over NTP and PTP on networks and over NavIC by satellite, with optical-fibre White Rabbit under test.
📌 Facts Corner — Knowledgepedia
The Rules:
- The Legal Metrology (Indian Standard Time) Rules, 2026 were notified by the Department of Consumer Affairs on 27 August 2026.
- They were published in the Official Gazette on 29 August 2026.
- They come into force 180 days from the date of publication in the Official Gazette.
- The Legal Metrology Department under the Ministry of Consumer Affairs, Food and Public Distribution is the regulatory and enforcement authority.
- The stated goal is “One Nation, One Time”.
The timekeeping:
- CSIR-NPL is India’s National Metrology Institute and maintains the national atomic time scale, traceable to UTC within a few nanoseconds.
- UTC is maintained by the International Bureau of Weights and Measures (BIPM).
- Secondary time scales sit at five Regional Reference Standard Laboratories: Ahmedabad, Bengaluru, Bhubaneswar, Faridabad, Guwahati.
- Dissemination is over NTP and PTP on networks and NavIC by satellite; White Rabbit over optical fibre is under test.
- CSIR-NPL provides IST traceability to ISRO for NavIC.
- IST is UTC plus 5 hours 30 minutes, based on the 82 degrees 30 minutes East meridian passing near Mirzapur, Uttar Pradesh.
- The parent statute is the Legal Metrology Act, 2009, which replaced the Standards of Weights and Measures Act, 1976.
- The CERT-In Guidelines on Information Security Practices for Government Entities, 2023 recommend synchronisation with NPL and NIC time sources.
INS Nipun Commissioned as the Navy’s Second Diving Support Vessel
🗞️ Why in News The Indian Navy commissioned INS Nipun, the second Diving Support Vessel of the Nistar class, at Naval Dockyard, Mumbai, strengthening deep-sea diving, underwater intervention and submarine rescue capability.
The Ship
INS Nipun was indigenously designed and built by Hindustan Shipyard Limited, Visakhapatnam. She supports saturation, air and heliox diving, carries remotely operated underwater systems for inspection and intervention, and has dynamic positioning with a specialised diving complex and associated life-support and medical facilities. Her motto is “Far Beneath, Few Beyond”, and the commissioning crew’s watchwords are “Nischay, Nirbhay, Nipun”, meaning resolve, fearlessness and professional mastery.
Why Two Ships, and Why It Matters Regionally
With sister ship INS Nistar, the Navy now holds this specialist capability on both coasts; INS Nipun is based on the West Coast under Western Naval Command. The Chief of the Naval Staff described the capability as one only a handful of navies hold, enabling swift response to a distressed submarine of the Indian Navy or of a partner nation, which is the basis of India’s claim to be the region’s “Preferred Submarine Rescue Partner”. The same platform supports underwater salvage and humanitarian assistance and disaster relief.
📌 Facts Corner — Knowledgepedia
The commissioning:
- INS Nipun, the second Diving Support Vessel of the Nistar class, was commissioned at Naval Dockyard, Mumbai on 31 August 2026.
- The ceremony was presided over by Admiral Krishna Swaminathan, Chief of the Naval Staff.
- Vice Admiral Sanjay Vatsayan, Flag Officer Commanding-in-Chief, Western Naval Command, was present.
- Indigenously designed and constructed by Hindustan Shipyard Limited, Visakhapatnam.
- Motto: “Far Beneath, Few Beyond”. Crew watchwords: “Nischay, Nirbhay, Nipun”.
- Capabilities: saturation, air and heliox diving; remotely operated underwater systems; dynamic positioning; submarine rescue; salvage; HADR.
- Based on the West Coast under Western Naval Command; sister ship INS Nistar gives coverage on both coasts.
Context for the exam:
- Saturation diving keeps divers under pressure for extended periods so they decompress once, allowing sustained work at depth.
- Heliox is a helium and oxygen breathing mixture used at depth to avoid nitrogen narcosis.
- Hindustan Shipyard Limited, Visakhapatnam, came under the Ministry of Defence in 2010.
- A Diving Support Vessel is not the same as a Deep Submergence Rescue Vehicle, and the two are routinely confused.
- India inducted DSRVs from 2018; the DSV is the mother platform that supports such operations.

Prelims, the traps:
- The Comptroller and Auditor General is constitutional under Article 148; the Controller General of Accounts is not. Both produce fiscal numbers and are routinely swapped.
- The 84th Amendment froze seat allocation until the first census taken after 2026, not until the year 2026. The two are different dates.
- A PMI of 54.1 measures the breadth and direction of month-on-month change, not the level or magnitude of output.
- The kakapo tally moves in a single step because chicks are counted only on passing 150 days, not on hatching.
Mains, arguments and keywords:
- Nutrition: the double burden of malnutrition now sits inside a delivery system designed entirely around calorie deficit, which is the implementation gap.
- Prisons: India’s prison crisis is a bail problem, not a sentencing problem; the statutory cure has existed since 2005 and fails at execution.
- Fisheries: a State gear ban pushes effort into the EEZ rather than reducing it, because the State’s writ stops at 12 nautical miles.
- Census: better data is unambiguously good for targeting and unambiguously destabilising for the existing political settlement. These are separate questions.
- Payments: zero merchant discount rate delivered scale and inclusion, and left the rail’s financing and app concentration unresolved.
Interview, be ready for:
- Probe: “Should caste be counted in the Census?” Separate the measurement question from the redistribution question before answering either.
- Probe: “Is UPI a success?” Name the volume, then the zero MDR and the third-party concentration cap, then answer.
