A person who takes part in a dialogue or negotiation; specifically, a neutral or authoritative third party appointed to facilitate talks between two sides in a dispute.

Latin interlocutor, from inter- (between) + loqui (to speak) — literally, one who speaks between parties

Mediator Facilitator Negotiator Envoy
Protagonist Party (as in disputing party) Adversary
"Critics of the Centre's approach to the Manipur ethnic conflict argued that the absence of a credible interlocutor — a neutral figure acceptable to both the Meitei and Kuki-Zo communities — was the single greatest obstacle to a sustainable peace process."

Use in GS2 and GS3 answers on conflict resolution, peace negotiations, and India's internal security. Particularly useful in questions on Northeast India (Manipur, Naga peace talks), Centre-State relations during conflict, and India's mediation in regional disputes (SAARC, bilateral). Also applicable to IR questions on UN-mediated ceasefires or back-channel diplomacy. Synonymous with 'mediator' but carries a more formal, institutional connotation.
