Interlocutor
A person who takes part in a dialogue or negotiation; specifically, a neutral or authoritative third party appointed to facilitate talks between two sides in a dispute.

Particularly useful in questions on Northeast India (Manipur, Naga peace talks), Centre-State relations during conflict, and India's mediation in regional disputes (SAARC, bilateral). Also applicable to IR questions on UN-mediated ceasefires or back-channel diplomacy. Synonymous with 'mediator' but carries a more formal, institutional connotation.
