Panchayat Advancement Index (PAI)

The Panchayat Advancement Index is the world's first nationwide framework to measure the progress of gram panchayats using objective, verifiable indicators. Developed by the Ministry of Panchayati Raj, it assesses panchayats across nine themes localised from the Sustainable Development Goals, spanning over 150 parameters in sectors such as health, water, infrastructure, women's empowerment and environmental sustainability. The PAI 2.0 report for FY 2023-24 was released on April 24, 2026, on National Panchayati Raj Day, with 2,59,867 gram panchayats (97.30 percent participation) submitting validated data. Panchayats are graded as Achiever, Front Runner, Performer, Aspirant or Beginner; in PAI 2.0, 3,635 gram panchayats were classified as Front Runners and none reached the Achiever grade.
