OALP (Open Acreage Licensing Policy)
"A policy letting companies select and bid for hydrocarbon exploration acreage of their own choosing, rather than waiting for government-defined bid rounds."
The Open Acreage Licensing Policy (OALP) allows companies to identify and bid for hydrocarbon exploration blocks (acreage) of their own choosing from the areas available under India's National Data Repository, rather than being limited to the specific blocks and timing the government chooses to put up for bidding in a traditional, government-initiated bid round. A company submits an Expression of Interest for a chosen area, which is then carved out and offered for competitive bidding. OALP was introduced alongside the Hydrocarbon Exploration and Licensing Policy (HELP) in 2016-17 as part of India's effort to accelerate domestic hydrocarbon exploration by lowering the barriers and delays associated with a purely government-initiated bidding calendar, giving industry itself a role in identifying promising exploration areas. Together, HELP and OALP form the core institutional architecture governing how, and on what commercial terms, hydrocarbon exploration and production licences are awarded in India, the backdrop against which fresh fiscal initiatives such as the 2026 Samudra Manthan offshore exploration scheme operate.
