"The domestic design, development, and manufacturing of military equipment, weapons systems, and platforms to reduce import dependence"

Indigenous defence production refers to a country's capability to design, develop, test, manufacture, and maintain military hardware — including aircraft, missiles, naval vessels, armoured vehicles, ammunition, and electronic warfare systems — within its own territory using domestic industrial capacity, technology, and human resources. For India, this is a strategic imperative given its position as the world's largest arms importer (historically), and is pursued through Defence Public Sector Undertakings (DPSUs), Ordnance Factories, private sector participation, and defence corridors.

India's defence import bill has historically been among the world's highest (over $12 billion annually). The government's target to achieve defence production of Rs 1.75 lakh crore by 2025 and defence exports of Rs 50,000 crore by 2029 makes this a core GS3 topic (Security — defence technology, self-reliance). The Make in India defence initiative, positive indigenisation lists, and iDEX (Innovations for Defence Excellence) are frequently tested in both Prelims and Mains.

  • 1 India's defence production reached Rs 1.27 lakh crore in FY 2023-24, with 21% growth year-on-year; the target is Rs 1.75 lakh crore
  • 2 Defence exports grew from Rs 1,521 crore (FY 2016-17) to over Rs 21,000 crore (FY 2023-24) — a 14x increase
  • 3 Two Defence Industrial Corridors established in 2018 — Tamil Nadu (Chennai-Salem-Coimbatore-Tiruchirappalli-Hosur) and Uttar Pradesh (Lucknow-Kanpur-Jhansi-Chitrakoot-Agra-Aligarh)
  • 4 Five Positive Indigenisation Lists issued since 2021, covering over 500 items that cannot be imported after the notified date
  • 5 Key DPSUs — Hindustan Aeronautics Limited (HAL), Bharat Electronics Limited (BEL), Bharat Dynamics Limited (BDL), Mazagon Dock Shipbuilders Limited (MDL), Garden Reach Shipbuilders and Engineers (GRSE)
  • 6 iDEX (Innovations for Defence Excellence) under the Defence Innovation Organisation (DIO) engages startups, MSMEs, and innovators through the DISC (Defence India Startup Challenge) programme
  • 7 Major indigenous platforms — LCA Tejas (fighter aircraft), INS Vikrant (aircraft carrier), BrahMos missile, Arjun MBT, Pinaka MLRS, Akash air defence system, ASTRA BVR missile
  • 8 FDI in defence raised to 74% under automatic route and 100% under government route (2020)
INS Vikrant, India's first indigenously designed and built aircraft carrier, was commissioned in September 2022. Built by Cochin Shipyard Limited with 76% indigenous content, it represents the pinnacle of India's indigenous defence production capability — only six nations can build aircraft carriers.
