Read the property-title promise precisely. The Rs 500 patta scheme, when it was in operation under the previous state government, allowed a resident to secure a residential property title on payment of a nominal fee, with the wider aim of regularising long-standing occupation and bringing informal residential settlements into the property register. The wider strategy Dotasra stated. The Congress is presenting the civic elections as a contest on urban governance, seeking to move the debate from ward-level rivalries to the city as a whole, and has set a candidate profile weighted towards younger nominees, with representation for OBC, SC, ST and women candidates.
The BJP manifesto for context. Read the water flow precisely. The modified project merges the PKC link with the Eastern Rajasthan Canal Project, channelling surplus water from the Chambal basin for irrigation, drinking water and industrial use across east Rajasthan. It provides drinking and industrial water to 13 districts including Alwar, Bharatpur, Dholpur, Karauli, Sawai Madhopur, Dausa, Jaipur, Ajmer, Tonk, Bundi, Kota, Baran and Jhalawar.
The unresolved environmental concern. The project’s alignment, as designed, would submerge about 37 square km inside the Ranthambhore Tiger Reserve, splitting the reserve into two sections. The wildlife implication is that a large cat population, dependent on connected forest for prey and dispersal, would be broken up unless the alignment is modified or an over-passage is built.
The constitutional frame for water. Water is a subject in List II (State List) of the Seventh Schedule, but inter-state rivers and river valleys, to the extent regulated by Parliament, come under Entry 56 of the Union List. Why in News: The state’s delimitation and reorganisation of panchayats and municipalities, following the abolition of several districts, is progressing toward finalisation, with a ministerial committee having examined over 3,000 proposals for new gram panchayats and about 115 for new panchayat samitis.
Why the delimitation is under way. The Rajasthan High Court, hearing petitions on the arbitrary postponement of elections after the terms of nearly 6,759 panchayats and 55 municipalities expired, directed in November 2025, as background to the current polls, that the state complete delimitation by 31 December 2025 and hold simultaneous panchayat and municipal elections by April 2026. Those deadlines were not met, and the panchayat schedule has since been extended; the urban local body polls are the part of the process now reaching the ballot.

The constitutional frame. The Seventy-Third Constitutional Amendment Act, 1992, effective from 24 April 1993, added Part IX and the Eleventh Schedule to the Constitution, and made three-tier panchayats mandatory in states with a population above 20 lakh. The State Election Commission is a constitutional body under Article 243K and conducts panchayat and municipal elections. Reservation for the Scheduled Castes, Scheduled Tribes and women is provided by the Constitution, with at least one-third of seats reserved for women.
The examinable trap. A panchayat election deferred beyond the term of the outgoing body puts the elected local body in an anomalous position, because Part IX assumes a five-year term is followed by fresh elections. That is why the High Court’s direction operates as a hard timeline, and why the State Election Commission’s calendar is the accountability that follows.
