Welcome to the Ujiyari Rajasthan Current Affairs notes for 3 September 2026, prepared for the RPSC RAS and other Rajasthan government examinations. The Chief Minister announced on 2 September that an Atal Gyan Kendra will be established in a phased manner in every gram panchayat in the state, and said Rajasthan ranks first in the country in labour employment under the Viksit Bharat G RAM G scheme, with about 7.22 lakh workers engaged. The desert phase of the twenty-second India-United States army exercise opens at the Mahajan Field Firing Ranges near Bikaner. The India Meteorological Department has forecast below-normal rainfall for September, which matters more in Rajasthan than almost anywhere else. Each item carries a Prelims fact set and a Mains angle, followed by five practice MCQs.
1. An Atal Gyan Kendra in Every Gram Panchayat
Why in News: Chief Minister Bhajan Lal Sharma announced on 2 September 2026 that Atal Gyan Kendras will be established in a phased manner in every gram panchayat in Rajasthan. In the same review he directed officials to accelerate rural development works, with attention to roads, employment, education, sports, irrigation and farmer welfare.
Where a new institution sits in the panchayat structure. The gram panchayat is the lowest of the three tiers established under Part IX of the Constitution, inserted by the 73rd Constitutional Amendment Act, 1992 and covering Articles 243 to 243-O. The Eleventh Schedule lists 29 subjects that may be devolved to panchayats, among them education, libraries, cultural activities and adult and non-formal education, which is the entry under which a knowledge centre at panchayat level naturally falls.
The question an examiner would ask about it. A new village-level institution has to answer three questions to be more than a building: who staffs it, who pays the recurring cost, and how it relates to institutions already present, in this case the Gram Panchayat Bhawan, the Common Service Centre delivering digital services, the panchayat library where one exists, and the school. Where those questions are unanswered, village-level institutions tend to converge on being a room with a signboard, and the honest answer says so rather than assuming implementation.
Rajasthan Relevance:
- Prelims: Atal Gyan Kendras are to be set up in every gram panchayat, announced 2 September 2026.
- Prelims: Panchayati Raj rests on Part IX, Articles 243 to 243-O, inserted by the 73rd Amendment, 1992.
- Prelims: The Eleventh Schedule lists 29 subjects that may be devolved to panchayats.
- Prelims: Rajasthan was the first state to introduce Panchayati Raj, at Nagaur on 2 October 1959, on the recommendations of the Balwant Rai Mehta Committee, 1957.
- Prelims: The State Election Commission conducts panchayat elections under Article 243K; the State Finance Commission is constituted under Article 243-I.
- Mains: What distinguishes a functioning village institution from a building, staffing, recurring cost and relationship to existing institutions (GS2 devolution, local government).
2. Rajasthan Reported First in Labour Employment Under Viksit Bharat G RAM G
Why in News: Chief Minister Bhajan Lal Sharma said, in the rural development review reported on 2 September 2026, that about 7.22 lakh workers are being provided employment in Rajasthan under the Viksit Bharat G RAM G scheme, 2.30 lakh more than the previous year, and claimed the state ranks first in the country in labour employment under it.
Read the claim precisely. A count of workers currently engaged is not the same measure as person-days generated, which is the standard performance indicator for a rural employment guarantee, nor the same as households that completed the guaranteed number of days, which is the indicator that actually measures whether the entitlement was honoured. A state can lead on the first while lagging on the third. A candidate who names the three measures and says which one the claim uses has done the analysis.
Why the number rises in a deficient year. Demand for guaranteed wage work is counter-cyclical against the agricultural season: when rainfall fails and farm labour demand falls, applications for guaranteed work rise. In a year with a monsoon deficit, a rising worker count is therefore evidence of rural distress at least as much as of administrative performance, and the two readings are not mutually exclusive.
Rajasthan Relevance:
- Prelims: About 7.22 lakh workers are reported engaged in Rajasthan under Viksit Bharat G RAM G, 2.30 lakh more than the previous year.
- Prelims: The rural employment guarantee rests on the MGNREG Act, 2005, a statutory entitlement.
- Prelims: An unemployment allowance is payable where work is not provided within fifteen days of demand.
- Prelims: The gram sabha recommends works and conducts the social audit under the Act.
- Prelims: Wage cost is borne centrally and a share of material cost by the state, which is why release delays produce wage arrears.
- Mains: Distinguishing workers engaged, person-days generated and households completing the guaranteed days, and why a rising count in a deficient monsoon year signals distress as well as delivery (GS3 rural employment, GS2 scheme evaluation).
3. Yudh Abhyas 2026 Opens Its Desert Phase at the Mahajan Field Firing Ranges
Why in News: The 22nd edition of Exercise Yudh Abhyas, the India-United States army exercise, was announced on 1 September 2026 to begin in the first week of September, with its first phase at the Mahajan Field Firing Ranges near Bikaner, Rajasthan, before moving to Auli, Uttarakhand.
What the Rajasthan phase trains for. The Mahajan Field Firing Range is among India’s largest firing ranges and its value is the terrain: open desert permits long-range fires, mechanised manoeuvre, artillery and air coordination and precision strike at distances that no other Indian range allows. Roughly 700 personnel participate, about 350 from each side, over about three weeks. Reported first-time inclusions this year are Apache attack helicopters and long-range strike drills.
Why the desert matters to Rajasthan specifically. Rajasthan holds the longest stretch of India’s western border, and the state’s military geography, the Thar desert, the Indira Gandhi Canal as both an irrigation and a strategic feature, and the cantonments at Bikaner, Jaisalmer, Jodhpur and Suratgarh, is standing RAS material rather than only current affairs.
Rajasthan Relevance:
- Prelims: The 22nd Yudh Abhyas opens at the Mahajan Field Firing Ranges near Bikaner, announced 1 September 2026.
- Prelims: About 700 personnel participate, roughly 350 from each side, over about three weeks.
- Prelims: The second phase is at Auli, Uttarakhand, about 95 km from the Line of Actual Control.
- Prelims: Yudh Abhyas has run since 2004 and is sponsored by United States Army Pacific; the 2025 edition was held in Alaska.
- Prelims: India-United States foundational agreements in order: LEMOA 2016, COMCASA 2018, the Industrial Security Annex 2019, BECA 2020.
- Mains: Terrain-specific interoperability as a distinct objective from political signalling, and why the two can be separated (GS3 security, GS2 India and the world).
4. A Below-Normal September Forecast, and What It Means in a Desert State
Why in News: The India Meteorological Department, in its end-of-August monthly outlook, said all-India September rainfall will be below normal, under 91 per cent of the Long Period Average, with the June to August deficit at 13.8 per cent and about 350 districts deficient or very deficient.
Why the September number matters more in Rajasthan than elsewhere. In a state where a large share of the cropped area is rainfed and where the kharif crop is dominated by bajra, moth, moong, guar and groundnut, the closing weeks of the monsoon determine grain filling rather than sowing. A deficit in September therefore reaches the crop after the decision to sow has already been made and the input cost already incurred, which is the worst sequence for a cultivator.
The second-round effect is on rabi. Rajasthan’s rabi sowing depends on residual soil moisture, reservoir storage and groundwater. Groundwater is the state’s binding constraint in normal years, so a monsoon that fails to recharge aquifers transmits a shortfall into a second season, and the fodder shortfall that follows is what converts a rainfall event into a livestock crisis in the arid districts.
The institutional facts. The India Meteorological Department was established in 1875 and functions under the Ministry of Earth Sciences. The Long Period Average for the June to September season is about 87 cm. The driver this year is moderate to strong El Nino, the warm phase of the El Nino Southern Oscillation, expected to weaken only by February or March 2027.
Rajasthan Relevance:
- Prelims: IMD forecast below normal September rainfall, under 91 per cent of the Long Period Average, on 31 August 2026.
- Prelims: The June to August deficit was 13.8 per cent, with about 350 districts deficient or very deficient.
- Prelims: The Long Period Average for June to September is about 87 cm; IMD was founded in 1875 under the Ministry of Earth Sciences.
- Prelims: El Nino is the warm phase of the El Nino Southern Oscillation, an anomalous warming of the central and eastern equatorial Pacific.
- Prelims: Rajasthan’s principal kharif crops include bajra, moth, moong, guar and groundnut.
- Prelims: The Indira Gandhi Canal draws from the Harike barrage at the Beas and Sutlej confluence and irrigates the north-western districts.
- Mains: Why a September deficit is worse than a June one for a rainfed cultivator, and how a failed recharge transmits into rabi and then into fodder (GS1 monsoon, GS3 agriculture and drought management).
5. RPSC Declares the Deputy Jailor Physical Test Result
Why in News: The Rajasthan Public Service Commission declared the Deputy Jailor Physical Efficiency Test result on 2 September 2026. The Assistant Prosecution Officer preliminary examination, against 371 vacancies, is reported as scheduled for the same date.
The constitutional material behind a routine recruitment notice. A State Public Service Commission is a constitutional body, not a statutory one, and the relevant provisions are worth learning as a set:
| Provision | Content |
|---|---|
| Article 315 | Public Service Commissions for the Union and for the States |
| Article 316 | Appointment of the Chairman and members by the Governor of the state |
| Article 317 | Removal or suspension, only by the President on a report of the Supreme Court |
| Article 320 | Functions, including conduct of examinations and consultation on recruitment and disciplinary matters |
| Article 323 | Annual report to the Governor, laid before the state legislature |
The point most answers miss. Members of a State Public Service Commission are appointed by the Governor but can be removed only by the President, on a report of the Supreme Court following an inquiry. That asymmetry is deliberate: it is what gives a state commission independence from the state government that appointed it, and it is the most frequently examined feature of the whole chapter.
Rajasthan Relevance:
- Prelims: RPSC declared the Deputy Jailor Physical Efficiency Test result on 2 September 2026.
- Prelims: The Assistant Prosecution Officer preliminary examination is against 371 vacancies.
- Prelims: A State Public Service Commission is constituted under Article 315.
- Prelims: Its Chairman and members are appointed by the Governor under Article 316.
- Prelims: They can be removed only by the President, on a report of the Supreme Court, under Article 317.
- Prelims: Functions are set out in Article 320; the annual report goes to the Governor under Article 323.
- Mains: Why the appointment and removal powers for a state commission rest with different authorities, and what that asymmetry protects (GS2 constitutional bodies, civil services).
Practice MCQs
1. With respect to a State Public Service Commission, which of the following is correct?
a) Members are appointed by the President and removed by the Governor b) Members are appointed by the Governor and can be removed only by the President, on a report of the Supreme Court c) Members are appointed and removed by the Governor, on the advice of the state council of ministers d) Members are appointed by the state legislature and removed by a resolution of that legislature
Answer: b Explanation: Under Article 316 the Chairman and members of a State Public Service Commission are appointed by the Governor of the state, but under Article 317 they can be removed only by the President, on a report of the Supreme Court following an inquiry, and on the grounds specified. The asymmetry is deliberate: it insulates the commission from the state government that appointed it. Article 315 constitutes the commissions, Article 320 sets out their functions, and Article 323 requires the annual report to be submitted to the Governor and laid before the state legislature.
2. Rajasthan holds a distinctive place in the history of Panchayati Raj in India because:
a) It was the first state to hold panchayat elections under the 73rd Amendment b) It was the first state to constitute a State Finance Commission c) It was the first state where Panchayati Raj was inaugurated, at Nagaur in 1959 d) It was the first state to reserve half of all panchayat seats for women
Answer: c Explanation: Panchayati Raj was inaugurated in India at Nagaur, Rajasthan, on 2 October 1959, following the recommendations of the Balwant Rai Mehta Committee of 1957, which proposed a three-tier structure of village panchayat, panchayat samiti and zila parishad. That is decades before the 73rd Constitutional Amendment Act of 1992, which gave panchayats constitutional status through Part IX, Articles 243 to 243-O, and the Eleventh Schedule listing 29 subjects for devolution. The Chief Minister announced on 2 September 2026 that an Atal Gyan Kendra would be established in a phased manner in every gram panchayat in the state.
3. The Mahajan Field Firing Range, hosting the first phase of Yudh Abhyas 2026, is located in which state, and what does its terrain principally permit?
a) Gujarat; amphibious landing and coastal defence rehearsal b) Punjab; riverine crossing and bridging operations c) Uttarakhand; high-altitude acclimatisation and mountain warfare d) Rajasthan; long-range fires, mechanised manoeuvre and artillery-air coordination in open desert
Answer: d Explanation: The Mahajan Field Firing Range lies near Bikaner in Rajasthan and is among India’s largest firing ranges. Its value lies in open desert terrain, which permits long-range fires, mechanised manoeuvre, artillery and air coordination and precision strike at distances no other Indian range allows. The 22nd Yudh Abhyas, announced on 1 September 2026, opens there before moving to Auli in Uttarakhand, roughly 95 km from the Line of Actual Control, with about 700 personnel in total and Apache attack helicopters reported as a first-time inclusion.
4. The India Meteorological Department’s end-of-August forecast of “below normal” September rainfall referred to rainfall of what level?
a) Under 91 per cent of the Long Period Average b) Between 104 and 110 per cent of the Long Period Average c) Exactly 100 per cent of the Long Period Average, with regional variation d) Under 50 per cent of the Long Period Average
Answer: a Explanation: The India Meteorological Department said in its end-of-August 2026 outlook that all-India September rainfall would be below normal, under 91 per cent of the Long Period Average, with the cumulative June to August deficit at 13.8 per cent and about 350 districts deficient or very deficient. The Long Period Average for the June to September season is about 87 cm. The driver is moderate to strong El Nino conditions, the warm phase of the El Nino Southern Oscillation, expected to weaken only by February or March 2027. The IMD was established in 1875 and functions under the Ministry of Earth Sciences.
5. Which of the following best explains why a count of workers currently engaged under a rural employment guarantee can rise in a year of deficient rainfall?
a) Rainfall deficit increases agricultural labour demand, drawing workers into guaranteed work b) Demand for guaranteed wage work is counter-cyclical against the agricultural season, so it rises when farm labour demand falls c) The statutory entitlement automatically expands in a declared drought year without any application d) Central wage releases are increased in deficient years, which raises the number of sanctioned workers
Answer: b Explanation: Demand for guaranteed wage work is counter-cyclical against the agricultural season. When rainfall fails, farm labour demand falls and applications for guaranteed work rise, so a rising worker count is evidence of rural distress at least as much as of administrative performance. Note also that a count of workers engaged is a different measure from person-days generated, which is the standard performance indicator, and from households that completed the guaranteed number of days, which is the measure of whether the entitlement was actually honoured. A state can lead on the first while lagging on the third.
