Why the sugar mill line carries the most weight. North Bihar was among India’s principal sugar-producing regions before independence, and the closure of its mills is the standard case study in Bihar’s deindustrialisation. A sugar mill is not merely a factory in this context: it is the assured buyer that makes sugarcane a viable crop for surrounding farmers. Restarting one changes cropping decisions across a district, which is why it is a recurring demand and a recurring announcement.

The historical anchor, which BPSC asks about directly. Motihari is the headquarters of East Champaran, and Champaran is where Mahatma Gandhi conducted his first satyagraha in India, in 1917. The peasant grievance was the tinkathia system, under which cultivators were compelled to grow indigo on a fixed share of their holding. Rajkumar Shukla, a cultivator of Champaran, was the man who persuaded Gandhi to come. Bapudham is the name that commemorates the association, and it is also the name of the Motihari railway station.

The Student Credit Card scheme is the item with the most examination value. It was introduced under the Saat Nischay, the Seven Resolves programme, and provides an education loan of up to 4 lakh rupees routed through the Bihar State Education Finance Corporation. Its distinguishing feature is that the state stands as guarantor, which removes the collateral requirement that ordinarily excludes first-generation learners from institutional education credit. Extending it to 2030-31 converts a time-bound intervention into something closer to a standing entitlement.

The two commemorations are a paired BPSC question waiting to be asked. Rajkumar Shukla is the Champaran cultivator who brought Gandhi to Bihar in 1917. Ramphal Mandal is a martyr of the Quit India Movement of 1942, commemorated at Sitamarhi. 4. Bihar Mahotsav 2026 Opens in Bengaluru

Why in News: Chief Minister Samrat Choudhary inaugurated the four-day Bihar Mahotsav 2026, with Sri Sri Ravi Shankar, at the Art of Living International Centre, Bengaluru, on 3 September 2026, running to 6 September 2026.

What the festival carries. Bihar’s heritage, entrepreneurship, tourism, art and cuisine, with Jhijhiya, Madhubani painting and Bihari food among the showcased forms. Why Bihar floods differently from the rest of India. Bihar is India’s most flood-prone state, and the reason is structural rather than meteorological.
