Overview
The “Vocal for Local” initiative was launched by NITI Aayog on March 13, 2024, under the Aspirational Blocks Programme (ABP) to bolster local economies and foster grassroots entrepreneurship in India’s most underserved blocks. The initiative promotes indigenous local products from 500 Aspirational Blocks under a unified umbrella brand called “Aakansha” (sometimes spelled “Aakanksha”), providing market linkages, digital onboarding, and institutional support to local artisans, producers, and micro-enterprises.
A dedicated “Aakansha” window has been created on the Government e-Marketplace (GeM) portal, and the initiative also leverages the Open Network for Digital Commerce (ONDC) platform to provide e-commerce access to grassroots entrepreneurs who were previously excluded from organised markets.

The 500 Aspirational Blocks were identified based on their under-development across multiple socio-economic parameters. Over half of these blocks are concentrated in six states: Uttar Pradesh (68), Bihar (61), Madhya Pradesh (42), Jharkhand (34), Odisha (29), and West Bengal (29).
