Overview

SVAMITVA — Survey of Villages and Mapping with Improvised Technology in Village Areas — is a Central Sector Scheme launched on National Panchayati Raj Day (April 24, 2021) by the Ministry of Panchayati Raj. It provides legal ownership cards (Property Cards / Title Deeds) to rural household owners in inhabited (Abadi) areas using drone surveys and Continuously Operating Reference Stations (CORS) networks with 5 cm mapping accuracy.

The scheme is a collaborative effort between the Ministry of Panchayati Raj, State Panchayati Raj Departments, and Revenue Departments, with the Survey of India serving as the Technology Implementation Agency. As of March 2026, drone surveys have been completed in 3.29 lakh villages out of the targeted 3.44 lakh villages, and over 3.10 crore property cards have been prepared for 1.87 lakh villages, of which 2.65 crore have been distributed.

  • Strengthen Panchayati Raj institutions by providing accurate data for village-level planning and property tax collection
  • Create a comprehensive digital database of rural land records integrated with existing revenue records

Key Features

  • Drone-based Survey: High-resolution aerial survey using drones to map rural Abadi areas with centimetre-level accuracy
  • CORS Network: Continuously Operating Reference Stations provide geodetic control for 5 cm mapping precision

  • GIS Integration: Survey data integrated into Geographic Information System for digital access and planning
  • Revenue Linkage: Property data linked with existing revenue records to create a unified land record system
  • Exclusion of Agricultural Land: The scheme specifically covers only inhabited rural areas — agricultural lands are not included

State-wise Progress Highlights

  • Uttar Pradesh: 1.15 crore property cards prepared; 1.01 crore distributed — highest among all states

Mains & Interview Importance

GS Paper 2 — Governance, Panchayati Raj:

  • Discuss the significance of the SVAMITVA scheme in strengthening Panchayati Raj institutions and rural governance. How do property cards enhance financial autonomy of Gram Panchayats?
  • Analyse the role of technology (drones, CORS, GIS) in land record modernisation. What are the challenges of scaling such initiatives across diverse Indian states?

GS Paper 3 — Economy, Land Reforms:

  • How does formalisation of rural property rights through SVAMITVA contribute to financial inclusion and rural economic development?
  • Evaluate the potential and limitations of using property cards as collateral for bank loans in rural India.

Interview Angle: “SVAMITVA has mapped over 3 lakh villages with drones, but it excludes agricultural land — which is the primary source of rural disputes. Is a scheme that maps only Abadi areas addressing the root cause of land conflicts in rural India, or does it leave the bigger problem untouched?”
